From the desk of: Her Ephemeral Majesty, Holy Empress Catherine von Marcum The Argent Palace, St. Helena, Imperium Divinium
Formal Invitation of Attendance
Salve Aera and hieren,
Our great nations have borne witness to the rapid territorial expansion of several nation-states in short order, and the effects thereto such actions have had on commerce and the degradation of goodwill among nations. Having so seen these acts, it seems imminent that without prompt action malice, economic stagnation, and conflict may well erupt between our most noble Sovereign nations.
Having considered this, we find it fitting to invite the prominent heads of state to St. Helena, for the purposes of fostering peaceable transfer of goods, rightful recognition of Sovereign territory, and the maintenance of goodwill among us. Of particular interest is the the establishment of a united international company for the shipping and procuring of goods, and the expedient rectification of territorial disputes.
The current course of action in our world would doom us to tribalism and fanatic factionalism unless those of sound intellect and benevolence can come to an orderly agreement and steer the proud ship of civilization on its proper course. Thus, with multitudes of humility and care, we submit to your candor this invitation.
Sincerely, H.E.M Catherine von Marcum

Looking at the strange letter, the Hauhkuno could smell an opportunity on the wind. Recalling his cousin and former regent to the capital to take over the further brow beating of the politicians, Hauhkuno Vauhoks set forth with a small squadron of ships to attend the event. He also summoned the Frijbuitonds Mikkels from Hweituzdas to represent his Gamotjingraikh and ensure the Frijbuitonden threat was ever present and strongly in the mind of the people attending.
To make sure everything went to plan, Hebithdräkh Karl Helgi Drake was also brought along. He was mostly being brought to ensure that at no one point all of the senior most representatives would be vulnerable to the City of Sheen and its... Inventive negotiation tactics. As he was also in charge of organising much of the government, he was a natural choice.
Packing enough alcohol to drown a fish, enough cloth to shade a stadium, and a big enough plumed hat as to make the sun non-existent, the Hauhkuno set off.
From: Sa Hauhkuno Vauhoks Abasunus af thata Raikh af hize Dalen
To: Her Majesty, Empress Catherine von Marcum
We hope this finds you well.
We will come, prepare.
Yours,
Sa Hauhkuno Vauhoks Abasunus af thata Raikh af hize Dalen

Having had a good day of preliminary discussions with the Danish leadership, the Lord Mayor made way to leave Alliance Hall for City Hall to talk further on the building of a global meeting building, when the Postmaster of Sheen pulled him to one side to give him his mail. Readng through the letter and seeing the words "Economic Stagnation" the Lord Mayor got rather worried as he didn't want his economy to stagnate. He was however, completely fine with the idea of Tribal factionalism, as it would probably make him wealthier in the end. Nonetheless he made his plans to go to the meeting, and made sure to bring all of the Mayors of the Association to give the best chance of, a more underhanded negotiation tactic winning over the conference. _____________________________________________________________________________________________________
From: The Right Honourable Lord Mayor Garend Marsten of the City of Sheen To: Her Majesty The Holy Empress Catherine von Marcum
Thank you for Inviting us to this most important meeting
We will indeed be attending, please have your servants ready.
Regards,
Garend Marsten, Lord Mayor of the City of Sheen.

Deep within the stone temples of Irsenchaw's Drakhisdaen, the Ealdesdrakon is read the letter by his servent, Uthri. The young boy finishes with a bow before awaiting his master's word. "Eiche seit dis khomth mordinge?" The Ealdesdrakon asks. "Ash. Di Trutsgouge muthwrai-" "Saize. Bres avas." The Ealdesdrakon commanded. This was... troubling. The outsiders were persistent in their frequent efforts to breach the sanctity of their most holy lands. What game were they playing? Either way, he would not see his land be exploited by foreign blood. Scooting into his desk, the Ealdesdrakon put pen to paper, and began his response.
(Dansk translated by reading attendant)
Brightest sun to Her Ephemeral Majesty Catherine von Marcum, Horsku, may their name be praised, be upon you.
We will accept this offer of peace between us most graciously. We too have been troubled by the recent developments over both land and see, and are overjoyed to see others of such high esteem taking notice. Our plight is one.
We hope we can use this beam of light to illuminate further the greatness of our gods upon your noble people, so that they too may be given glorious salvation unto the halls of the Ancestors, by Horsku's -may their name be praised- side
With the blessings of the gods upon you, Ealdesdrakon Heimigir II.

Having seen an opportunity for economic venture, profit, and more land under their banner, the Duchess and Dukes convened and decided to accept the invitation, sending the same representatives they did to this event as they did to the naval treaty not long before.
Dear Holy Empress Catherine von Marcum, I would like to thank you for this invitation. Grand Maren is looking to slightly expand our own borders, and hopefully through hopefully peaceful means at that. We also have economic reasons behind our small expansion desires, so we will be attending this meeting. We will be sending my eldest daughter, Lady Iris Marenson VII, Duke Clement Alykin's cousin Lord Sebastian Alykin III, and Duke Alfred Eylborn IX's younger brother Lord Walter Eylborn.
Also, do note that our soldiers have gotten a slight change in uniform, so do not be surprised when they appear in slightly more armor than they did for the naval treaty, for those from the Imperium Divinium that remember them.
Regards,
Duchess Audrina Marenson IV of the Duchy of Maren, and of the Grand Maren Confederacy.

Catherine slid her hand along the plastered walls of the Argent Palace for balance as she walked through, inspecting the place to the best of her ability. Here and there, blown out windows, bullet holes, and cracks from the previous months conflict allowed light to pour into the halls at odd angles, disorienting her as she sidestepped the serfs struggling to make repairs. Finally, slowly, she made her way to the Sanguine room, and closed the heavy walnut doors behind her. Relieved in the red and purple hues cast from the stained glass windows, she rubbed her sore eyes. What had been intended to be a small meeting between the plenipotentiaries of Moderal and herself was now becoming a much larger affair, warranting the use of the Imperial Apartments instead of the Chateau at Mainzell. Her first official meeting with foreign diplomats would at least be on her native soil. Thank God for that.
For once, Councilor Harnau had proved himself useful in sending the necessary dispatches between interested parties: all disparate peoples, each with their own goals. Each needing to be appeased. Moderal for land. The Cities of Sheen for Trade, Sadalen for reasons currently unfathomable. How many others? She made sure Anthiese would be sat by them, for her sanity and perhaps amusement.
The room was arranged with various tables from the palace in a semi-circle. Most of the ornamentation, live flowers and statuary, had been pushed toward the outskirts of the room and The carpets rolled up and stored away. This revealed the parquet flooring underneath. The last thing she needed was for herself, or some drunk foreigner, to trip and damage the place even further. As was too often the case, all Catherine could do now was wait.

Three months after the Morthal treaty, Rodica once again stepped aboard a vessel. This one was quite new, this being it's first foray into the world. After some disscussion, Moderals naval doctrine had been decided for the forseable future. These new vessels were extrodinarily fast but lightly armoured but had just as much firepower as the slower ships. They were bringing two of them, along with two destroyers to complete the Troncas. This would be their first true test, going across the seas to Imperium Divinum, stopping at their island just inside Eagle Bay on the way. She was going to negotiate Moderal joining the Offshore company in return for land. She hoped it would go well.
As Rodica was escorted in the room where negotiations would be held, she looked around before saying. "There are more chairs than I was expecting." before sitting down.

The last thing she needed was for herself, or some drunk foreigner, to trip and damage the place even further. As was too often the case, all Catherine could do now was wait. After a few days at sea, the ships arrived in the port of St. Helena. Coming off of the ship, the three head diplomats felt refreshed, especially the Hauhkuno. Fourteen days at sea reviewing a list of demands so heinous and inconceivable that no one honestly expected all the items to be granted... It felt good. Since the civil war, the government had become Hauhkunoleikshlutrei through and through... Or at least, they now made up the majority. The amount of reverence he received on a daily basis now had become truly and utterly unbearable. Some of them had tried to open every meeting of the Raikhsgamotjing with prayer sessions... He had obviously put that idea down with all his might. Now that he was out of country, his men in government could act more naturally and less like lovesick zealots, or at least very mute men terrified for their lives and worried about finding knives in their pillows at night. Coming off the ship, they were greeted by some government officials and a small honour guard. Pathetic would be the word he would normally have used, but after the last year, he had experienced more than his fair share of worship and reverence. This felt nice, everything about this felt nice, and he was going to enjoy this holiday from his realm! If he managed to bag himself a princess without kidnapping her, then all the better. The betrothal gifts were unloaded after the delegation disembarked, with instructions being given as to how they would be presented to the outlanders. Hopefully the meeting place had enough storage for it all.

After 4 days at sea, the Sheen Dignitaries had finally arrived at the port. They hoped the Intern they had sent to Ymir with soda water had not failed in his mission of not having to pay taxes to the Ymiri, and that they would have a reliable source of ice for their Gimlets. The Lord Mayor especially was worried due to reports that the Sadalen Hauhkuno would be there, and would not be as inebriated as the mad Admiral he had made dealings with but a month earlier.
The seven mayors were greeted once they landed by some government officials and a small honour guard, far more than they had expected as they were far more used to just getting on with business than these... royals. The Lord Mayor however was glad that he was at least not going to have to deal with Metropolianites for at least a short while, their capitalistic fervour was getting to be an issue for his own plans of locking down the southern trade routes. He hoped to be able to save these plans at the meeting.

After arriving in the meeting place and seeing the Tanyasa delegation, the Hauhkuno and his men went across the room to them and began explaining the solution that had been 'developed' for their problems with raiders.
Having presented the terms and conditions to the Tanyasa, the representatives settled in and prepared for an enjoyable series of negotiations.

The opposing doors opened and an incredibly tall woman strode barefoot into the room. She was clad in gilded silk robes cut in a revealing pattern, with clawed ruby rings covering her right hand. She swung a thurible, burning with myrrh in the direction of the Sadalenese party.
“Thank you hieren, that’s enough of that now.”
She took her seat near the party from Sadalen, leaving the prominent seat open for a much shorter woman, dressed simply in a yellow bustle dress who had snuck in behind her. The younger woman beamed, laughing lightly as she began.
“My Goodness! Thank you everyone for attending. We’ve got quite the crowd. If anyone needs refreshment help yourselves! I’d recommend-“ a cough from the taller woman cut her off.
“Ah right. To business. I’ve a few points of order so let’s start shall we? Territorial claims and the recognition of sovereignty in contested areas. I’d like to start with Moderal if you would all indulge me. Sir?”

For the first time in his life, he was faced with a woman of a greater height than himself. In the mean time, the Hebithdräkh Drake was busily preparing to record everything that happened. While he did not have the most accurate memory, his ability to recall things and to write them down was second to none and he would ensure that all comments and proposals were recorded in his minutes. The Frijbuitonds Mikkels on the other hand was busily charming those near and next to him with small talk and trying to get an idea for their goals and dreams, as well as who their suppliers and tailors were. Their clothes were quite exquisite.

Rodica looks up from the conversation she was having and stands. "Thank you. Moderal simply wishes to regain its feet after the traitorous islands abandoned us in our time of need. We simply are going to expand our borders south and reclaim our lands. We do not wish for conflict. We simply want to regain the borders our nation once had."

Seeing how reasonable the Moderal dignitaries were being, the Mayor of David decided to pipe up. "Oo arr oo arr a fine and fair request for land" Noting his companion's piping up, the Lord mayor decided to speak "Yes, as do I believe we have in our territorial claims."

We simply are going to expand our borders south and reclaim our lands. We do not wish for conflict. We simply want to regain the borders our nation once had." "Yes... about those claims. The Imperium Divinium would be willing to recognize your claim on the islands above N15 in the Eastern Ocean. The islands below it are far too valuable to the Divinian Offshore Company for us to give away freely. Of course, if you were to join The DOC, your nation could certainly claim custodianship of the islands." After a pause she continued on quickly
"Oh and also with your recognition of myself as High Queen of Gankands."
