Seeing the simultaneous rising threats of communism and capitalism rising suddenly in east and south, the Raikhsgamotjing was quite disquieted. This feeling of disquiet only grew further with the acquisition of foothold on the mainland by Grand Maren, as they had started making noises about charging fees to any ships passing through the strait they now controlled.
Drawing up war plans, the Hebithdräkh af Kreg and the Raikhsgamotjing were forced to conclude that a war against the entirety of D.O.C. and its parent governments would weaken the Hauhkunoleiksflutt to an unacceptable level, leaving the Raikh in a precarious position even in the event of a total victory at sea. This led to a rather serious question being asked: 'Could the colonies be trusted to defend the motherland?' The answer to that had been mostly negative, though Heel had already started pirating the enemy shipping without any prompting.
As a result, it was determined more allies would be needed. Rather than vassals or realms tied to the Raikh through blood, it was decided that a fellowship would be needed, one to guard against the aggressions of eastern nations. A fellowship brought together not by shared blood, ideology, or religion, but by shared economic interests. As such, a proposal was drawn up and presented to the Hauhkuno. Upon seeing it, he raised an eyebrow and confirmed that they did not mean to make war against the Imperium before then giving his assent to the project.
With that done, a message was sent to the City of Sheen and to the legation there, with them being informed that they would be required to organise a meeting with the Sheenish government and prepare for the arrival of a more senior government official to negotiate on behalf of the Raikh. Similarly, messages were dispatched to the governments of West-Thosel-Cransconia, Heel, and others that might be interested in the goings on of the Hriggsaiws.

The Sheenish Government recieved the proposals and Lord Mayor Marston too raised an eyebrow at the idea of alliance with a rival, however saw it as the only way to continue protecting trade interests. He ordered that the Alliance hall was to be opened for the delegations to meet thanks to it's ample space and great acoustics, which he believed would make everyone's voice easy to hear. He also prepared the finest barleywines, wheatwines and scrumpies to be served to the dignitaries as they entered the hall as to be a good host.

Location: Alliance Hall, the City of Sheen
The letter arriving had started no small amount of agitation and worry in the minds of the diplomats present. They had been sent here as what had been assumed to be a courtesy. They were all junior members of government, had no experience working with outlanders, and were now being told to organise what could be one of the most important events of the year. Oh, they had a budget for parties and clothes, but who could they trust with the catering, the decorations, and the music?
At the very least, they were able to secure a nice enough place for the meeting. The first thing they had done, was ask their Sheenish counterparts for a place to hold the event. They had been more than happy enough to provide wonderful apartments and a nice hall for the parties coming, with nice stately decorations. The only thing missing of course were floral arrangements.
'All right, we are need to hustle people! I am sure the government will be sending someone more... Suited to making such an important deal, but we need to make sure all the groundwork is done before he arrives. As such, I want Normann Skulij and Mikkel Hitčkok to work on catering together. We need to find someone in this city who can cook a banquet suitable for nobility, within a budget of... A thousand Thaler, give or take. I would prefer we have money left over, as we might need to deal with other problems.' 'On it boss, we'll get our suits let out too!' The two named men started to pull on their coats and hats, they were going to hit every bakery, restaurant, and delicatessen in the greater metropolitan area to find the one with the tastiest food and best prices. They would start with a twenty round comparison of the various dips and sauces they had heard about.
'Next, we will need floral arches and bunting. Lots of it! I want all the walls to be decorated in a nice combination of all the national colours.' A hand shot up immediately. 'Yes, you, what is it?' 'I don't mean to be a bother, but that will take too long. The rooms are too big and the colours are all so... Different. I think I saw a storage room with bunting in white and red, some sort of trade guild's decorations. We could appropriate those and say we are choosing the colours to be politically neutral.' 'Good thinking! We can use red and white roses for the flowers too, no need for anything too fancy... Two-hundred Thaler for the flowers and other decorations you find, you are in charge of that.' The man who spoke up did a quick pump of his arm and went off too.
The rest of the meeting went smoothly, with different tasks being assigned. In total, they were now budgeting for a total of three-thousand Thaler in expenses. Most of it went to catering, but a good chunk also went to hiring a good band and welcome gifts and attendance baskets too. They were going to need a couple of weeks, but they were confident they could get everything done on time.

It would seem strange that when, discussing an organization to counter the threat of oncoming capitalism, anyone from Dunwik would be allowed within a thousand leagues of that particular meeting, yet here was none other than the Dunwikki Minister Of Foreign Affairs Percival Clarke, and behind him, two men pushed a a crate of vacuum flasks each filled with gifts from Dunwik - mostly chilled tropical fruit drinks this time. The Minister says nothing at the moment, simply observing the final preparations for the meeting with a quiet calm.

Prince Ludwig and his accompanying Gedrihts watch as the Tholish Porcelain is carefully taken from the ship cargo along with barrels of Pict Whiskey. Ludwig and the senior diplomats began wondering about the wisdom of bringing so much strong alcohol to a meeting before the final barrel is removed and the Gedriht clad in their beaver pelt cloaks move to the outer perimeter and begin marching towards the meeting place.

Entering from long running and uncomfortable debates in the Council, Lord Mayor Garend Marston took his seat at the table, namely the one with the comfiest cushion, and prepared himself for the meeting by reading the scrawled notes he had been given by Sadalen's ambassadors. He hoped that Sadalen would be sending actually competent negotiators, seeing as this was their idea, and not his, and so help them god if they had their most incompetent negotiators survive a meeting with him unattended.

The world had an almost dream like quality to it. No great diplomat had been dispatched from the homeland, no senior official had turned up. All they had were a list of objectives and a budget for spending on the event, that was it. The now almost dazed 'lead negotiator' shook hands with the guests as they arrived in the hall and chatted amongst themselves. After a minute or two, he was nudged by one of his coworkers and realised everyone had arrived and that he should probably make his way to the table himself.
Doing so, the man started to speak as he took his seat. 'I want to thank you all for coming here and I hope that your trips were not too arduous. Now that we are all present, I would like to ask, what are the greatest threats to our economies?' Not getting much of a response and a few odd looks, he powered on. 'Communism and the expanding D.O.C. Already, the D.O.C. has members along most of the major trade routes and is even setting up colonies run by a board of directors. Its capitalism and... Corporate nature makes it a threat, as it will soon be able to force us to join them through simple tariffs and transit fees through their territory, all the while they will experience greater prosperity by exploiting those that succumb to them.'
He looked around and tried very hard not to blink. He could not tell if the rest of the people were bored or if they were paying attention to him. Clearing his throat a bit, he went on. 'And the communists... They want to take all of our wealth and resources and throw it away by giving it to the beggars and people who have never worked a day in their lives. With these compounding threats on the horizon... No, on the doorstep, I believe we need to meet them as a united front. As such, I am here to propose that a formal defensive pact and trade alliance be formed here to-day. A fellowship of nations, with the aim of securing our prosperity and independence from those threats without, whilst maintaining our a level of separation between us so our identities are not lost in some terrible merger.'
Feeling a sense of relief at being able to get through the introduction, he took out a note he had written down with all the important things they Hauhkuno wanted. 'Reduced tariffs between members, preferential treatment and trade deals within the group, and a promise to defend any other member in times of war, when they themselves did not start it. That is all we ask, for this Fellowship of the Ringsea.'

Ludwig pondered the words of the representatives of Sadalen carefully, while the threat of the DOC taxing and controlling key areas for trade is a definite threat did it outweigh the risk of being pulled into conflicts abroad? The Diplomats accompanying him offered to help to this dilemma the talkativeness they displayed on the boat had ceased ever since arriving on land, a test by his uncle perhaps? If so failure would be disastrous. There seemed no other way out of this then trying to put on a brave face and getting the best deal possible, "How will tariffs be administered in this new system? Will it mandate a set decrease across the board or mandate specific rates on different goods?"

Clarke said nothing about the deal itself for the moment, but it did take almost all of his will to not shift his face at all when capitalism and the corporate nature of the D.O.C. were mentioned as threatening. By some miracle, he remained stone-faced, instead coolly sipping his beverage once the lead negotiator ceased speaking. Was he unaware of what Dunwik was? They were not speaking in Dunwikki, perhaps he did not know the language. Still, the remark of military obligations... that would be too big a spanner in the Dunwikki works to allow for anything more than a cordial relationship with the Fellowship. Dunwik's interests were truly global in scope. Not half the world, but all of it. He waited his turn, and then took another sip of his drink. This one was less sweet - it seemed that his remarks were heeded. Too much sugar and it simply drowned out the flavor of pineapple and lime. Getting the texture right was hard too. Not too watery, not too syrupy. But this mix was perfect.
"If I may interject, what is the necessary length of military involvement here, and does this apply to proxy war or only full declarations upon the state? What if, by some measure, two members of this Fellowship were to engage in war with one another? And finally, would any of you men like a drink that is not alcoholic? I brought more than enough, and it is like everything else from Dunwik - of the highest quality."
Perhaps he wouldn't enter this Fellowship. But he wasn't going to leave anyone here unaware of the value of Dunwik as a trading partner, either.

Panicked by someone actually asking about the tariffs and knowing for a fact that there had been no instructions on that, the representative thought on it for a bit and then replied without any flourishes or padding. 'It would be most likely done on a consultation basis, with consultations on the tariffs before hand so everyone can list objections and ask questions as need be. If there is nothing wrong with the tariff, then it goes through and people respond as they see fit, but if there is something terribly wrong with it, such as it being unfair to members and benefitting non-members too much, we might hold a vote where a three fourths majority can overrule it.' Lost a bit in thinking how that might work, he quickly tacked on 'That said, we can discuss the details on how the organisation will be run and structured and adjust it to the needs of the governments present.'

As for jurisdiction, as with what I said just now, details can be decided now with the representatives currently here, but handling complaints about unfair treatment, fair trade practices, and possibly even quality and standards for goods would fall under the council. If you find any of this objectionable, I ask that you make a counter-proposal so we can all work on the issue together.'

Clarke blinked once, then looked at the translator, and calmly told him that if his accent was particularly poor this day, it was only due to the dry air, and that his apologies were most sincere.... in Hundisch. He smiled though, and handed off a flask. "Of course, my friend. Drink," he offered calmly "it is a tradition in Dunwik to give gifts - you will not find a Dunwikki diplomat without something to offer. I would like to ask though, what we are doing specifically to counter the threat of Communism, which I fear will destabilize us far more than even the D.O.C.. The former seek our outright deaths to usher in their system, while the latter do not."
After speaking his piece, he decided to wait for the others to ask questions as he went over the benefits and ramifications of joining in his head... but seeing the Tholish prince take only a sip of his alcoholic beverage and then put it down, Clarke wondered. His Tholish was only on the level of basic conversation, but he got the gist and he handed off another drink.
He didn't mind giving away these drinks. Any man here would hopefully associate Dunwik with pleasant, smooth beverages and friendly men in clean suits - and would thus be more interested in trade. He was here to make friends, first and foremost.

The important aspect here, is that neither party is found to be at fault. If the arbiter finds one side to be at fault, then naturally the defence pact would still apply should they attack the other. That said, it is nice to see that you think of us as the strongest.'

Taking a nice sip of the drink, the diplomat felt a tad more at ease. 'To put it simply, we are ensuring that the communist will never be able to attack one of us and that none of us will ever be so economically weak so as to make their "alternative" seem preferable. Military support, good trade, and a promise of partnership is what we are using to stop communism.'
