The sharing and dissemination of Raikhish documents displaying Rashad purchased Tholish prisoners of war for forced labor during the Ostrean war caused a great stir amongst the Tholish populations. With fresh wounds reopened, large scale demonstrations calling for the liberation of Lauria and the explosion of the active threat that was Rashad occurred across WTC.
In this backdrop of dissaray, Highking Ludwig pens the following letter to the dukes of Rashad:
From: His Majest Highking Ludwig Cransnikov To: The dukes of Rashad
Lords of Rashad,
You have in the past dishonored yourself with your conduct in Lauria and the Ostrean war. Your exploitation and brutalizing of Lauria leaves deep scars that can be clearly seen to this day. The previous treaty was a half-hearted deal that brought no peace. The dukes who remained with Rashad acted with no regard towards the will of the people. Something evident by the ongoing violence in these regions. Furthermore, your presence south of Ymir's Spine is now an existential threat posed to the Tholish state when taken with your willingness to strike us without warning.
It is in this context that I demand the Rashadi state withdraw from their conquests in Lauria. If this is done peacefully I can guarantee the safety and protection of the reining Rashad-supporting nobility in Lauria. If my attempts at peace are refused I can make no such promise.
I humbly ask you all carefully consider the damage that has been done, and what is at stake.

In return, Rashad shall undertake to assume full responsibility for all costs and expenses associated with West Thosel Cransconia's invasion of Lauria.
- Rashad and West Thosel Cransconia shall agree to recognize and accept the current borders and renounce any and all claims to each other's territory.
- Rashad shall acknowledge and recognize West Thosel Cransconia's control over Templereen, Bürding, Zoutschaat, Herenrijk, Walsbrunn, and Knittelein. In exchange, West Thosel Cransconia shall acknowledge and recognize Rashad's control over Helrend, Tilrend, and Challon. Furthermore, West Thosel Cransconia shall assume and bear all costs and expenses associated with Rashad's occupation of Knittelein. Rashad is open to discussing the exact Dukedoms to be included in this option.
- Rashad shall abandon and relinquish all claims to Lauria, and West Thosel Cransconia shall assume and bear all costs and expenses associated with the entire occupation and invasion of Lauria.
- Rashad and West Thosel Cransconia shall both abandon and relinquish all claims to Lauria, and an independent state shall be established. The new state shall be free from any external interference, and all costs and expenses associated with the invasions of Lauria shall be borne by the newly established state with the Rashadian costs and expenses being paid before those of West Thosel Cransconia.
Notes: It is hereby specified that, in the event of selecting Options I, III, or IV, the transfer of land shall not take place until all associated payments have been fully completed. Additionally, all inhabitants who wish to leave shall be given the opportunity to do so. Moreover, it is understood that such expenses shall be shouldered by the new owners. It is hereby specified that, in the event of choosing any of the Options I, II, or III, Rashad shall guarantee the protection of the rights of the inhabitants of Lauria, and they shall not be subject to persecution or discrimination based on their religious or cultural preferences.As you can see I am open to negotiation to avoid further loss of life. From: His Majest Highking Ludwig Cransnikov To: King Alchred II of Eambald Lord of Rashad, Given the contents of your proposals, it is clear that you seek to play a game of power politics and do not seriously concern yourself with the well being of Lauria. Your first proposal is so frankly ridiculous that I will not even grace it with a response. The second proposal seeks to perpetuate a harmful status quo that has already been shown to be unacceptable to the Laurian people. As for the third response, we will not fund your unpopular and costly occupation of Lauria. My predessessor has given his promise of protection to the Laurian people, and to trade away Laurians under our banner like cattle is unacceptable. The fourth proposal is the one closest to a workable solution; however, the thought that we are in someway obligated to pay for your plundering and conquest of Lauria after your treacherous actions in the Ostrean war is ignoring both you moral guilt as well as the simple fact of differences in power. Your fifth proposal is too in someways workable, however, the saddling of this wartorn, impoverished state with both our war debts is clearly a ploy to cause the state to default and further collapse under the strain of supporting your empire. If Rashad instead pays reparations to this state to allow them to rebuild, than we would give our seal of approval to your offer.
Though I loath to play this game of might makes right that you seem so keen on, I am forced to break down my argument into something you could understand. You are not in a position of strength to dictate terms here. You have acted dishonorably to Sadalen and the Tholish realms, you are surrounded in a hostile land, and you are simply outgunned. If you succeed in making this situation a base struggle of might, you will lose and will have to face diktats rather than negotiation. It is for that reason I ask you to think critically about your situation and the cruelties you are inflicting upon your supposed christian brothers in Lauria.

I respectfully acknowledge your position and the current situation and express my desire to avoid war. To this end, I urge you to reconsider point 3 of our previous agreement. As per point 3, I am willing to drop the request for payment and cede the duchy of Knittelein, where the current duke's son is already being groomed in WTC, in exchange for your recognition of my claim to the Duchies of Helrend, Tilrend, and Challon. As per our previous agreement, these territories chose to join Rashad, and I believe that recognizing my claim is the best course of action for all parties involved.
I hope you will give this proposal serious consideration, and I remain committed to finding a peaceful resolution to this matter.

Either you shall listen to the will of the people and allow a universal male suffrage referendum on union with Rashad, union with WTC, or independence, with foreign observers to ensure its integrity, or we shall have to hold such a referendum without your consent.
It is not to late to care about the well being of the Laurian people.

I understand and respect your position on the Laurian People. Therefore, I would like to request one month to withdraw all Rashadian forces and those Laurians who wish to leave back into Rashad. Additionally, I am willing to cede all of mainland Lauria to the WTC.
However, I would like to maintain control of the island of Morgenthau as a warm water naval base in the Ringsea. I understand that this may require further discussion and consultation with your advisors and the WTC, and I await your response on this matter.
I would also like to take this opportunity to request that you address me by my correct title in future conversations, as a matter of courtesy.

Let it be known that His Imperial Majesty, Alchred II of Eambald, Emperor of Rashad, Duke of Uabewus, Lord Protector of Nedertrup, Warden of the East, Defender of the Faith, Bearer of the Crown, Blade of Rashad, Lord Protector of Noreska and High Kern of Noreska, in recognition of the long lineage of the Nobility of Lauria, has issued the following decree:
All noble families who have lost their titles in the new Government in Lauria are invited to come to Rashad, where they will be granted equivalent titles and land by the Emperor himself. The Rashadian state shall recognize the nobility of Lauria as it was, and all those who accept this invitation shall be granted the same rights, privileges, and responsibilities as any other noble of Rashad. Including voting rights for those that held the title of Duke.
The Emperor further decrees that all necessary measures shall be taken to ensure the safety and security of those who accept this invitation.
May this decree serve to strengthen the ties of friendship and brotherhood between our fellow nobility, and may it serve as a testament to the benevolence and magnanimity of His Imperial Majesty, Alchred II of Eambald.
