Following the clearing up of unfortunate circumstances between our realms, I believe that furthering our nation's economic ties will only bring peace and benefit for all parties involved. As such, I propose the establishment of the following institutions. 1. The creation of a single market for coal, iron, and steel in our realms, A Ringsea Coal and Steel Community. 2. The formalization of the Raikh and Association's grain dole into a multinational institution devoted to the ensuring of a minimal food allotment for every man in our realms as well as more effectively prepare and organize responses to any future crisis or natural disaster, a Ringsea Emergancy Management Agency. 3. The creation of an organization removing the barriers to work between our realms and help communicate opportunities across the border. Importantly I feel ensuring that the þolish Hird and the Sadaler military be able to participate would help shift labor to areas where is desperately needed, namely the Association. I would recomend the name of 'Ringsea Labor Bureau'.
I am fully willing to amend or discuss any of the above points.

To: Cynereeve of rícewela Chad þunor In the current form of the proposal we cannot fully agree to these, while we find point 1 acceptable in it's current form as it will generally benefit all parties involved, we have current issues with points 2 and 3. On the 2nd Institution proposed we would prefer if the grain dole in times of good harvests to be suspended and free market sales between each nation to allow for reduced prices, while during poorer harvests where collectively our 3 states may not have large enough surpluses as in the year with no winter we put in place fixed grain pricing and institute the dole to reduce starvation and the suffering of peoples, as such we gain the benefits of both systems. For the Third Institution you propose, we would like to add on that all working men and women in each of our realms have the freedom of movement and the freedom to work wherever they wish for however long they wish, as this would benefit all of our economies greatly in times of prosperity. We hope you find these ammendments agreeable so that we may proceed united, as united we shall prevail.

Gentlemen, With regards to second institution and the point raised by our Sheenish colleagues, we wish to clarify the nature of the Imperial Reserves Act. During times of plenty, we do not distribute from out of our stores and do not exercise our absolute power of purchase, instead, our fellows in the Ministry of Agriculture tell us, we set quotas and time limits on said quotas so that we might tell all merchants in grain to set aside a specific portion for first refusal by the government or the beer industry so that we might ensure ample supply. This is coupled with Ot.2.1, which allows us to set prices for items and ensure that they remain stable. So long as stockpiles are kept at uniform levels based off of the number of residents needed to be fed in an emergency and price fixing can be established swiftly, we see the proposal as doable. For the second objection by our Sheenish colleagues, the Raikh feels this to be an acceptable position. Having consulted with the Raikhsleidandskapiz, we are authorised to inform you that our government consents to the proposals as set forth but would wish for the details to be more firmly set.
