To the Honourable Sheenish government,

We wish to establish direct trade between our realms on behalf of the farmers of the Raikh. We are willing to offer to supply at least 500.000 Imperial Tons of grain to you for 19.055 Þaler (£35.213.640) every year. We are willing to have the amount paid in quarterly installments or all at once, though shipment of the grain is to take place over the course of the year.

Due to increased Tholish aggression, we are unlikely to be able to make regular deliveries. As per the Hansa Treaty and the D.O.C., we must ask you to defend our trade with you from foreign aggression, as we have no navy at this time with which to do so. If our trade can not be defended, then we will be forced to suspend trade as delivery of shipments will become unpredictable. In such an event, we are willing to resume shipment post-war if we are able.

1. Should any voyage or enterprise of the DOC be threatened or cheated by another nation, company, or entity, and are not able to appropriately resolve the matter themselves, they may seek aid and protection with the tripartite member states

2. All signatories must make equal and purposeful efforts to defend vessels registered as belonging to other member states and must do so without concern with regards to recompense nor restitution.
