Terms
1: The Tholish state will settle and found the port-city of "Wilhelmsburg" in the following location in yellow:
 1a: This city's port infrastructure will be capable of supporting Tholish battle cruisers by the time it is finished. 1b: A branch of the Tholish Royal Aeronautics academy will be opened in the city and will accept anyone nominated by the Acielonian government.
2: The Tholish Aeronautics academy and other aeronatic research groups will begin sharing and collaborating with Acielon after their nation develops their own research facilities.
3: Tholish citizens will be given preference for settling Acielon's western coast and will be permitted to retain their Tholish citizenship in Acielon.

4: Settlers shall be exempt from taxes 6 years so they may establish themselves.
5: The settlers shall be subsidized by the Acielonian government, in form of money, and easy access to tools, seed and cattle.
6: The settlers shall be employed by the Acielonian government to build infrastructure. This includes the vital infrastructure of the port-city of "Wilhelmsburg".
7: Dockyards established in "Wilhelmsburg" shall be united into a company, with the Tholes being guaranteed 40% stocks in it.
8: The harbour of "Wilhelmsburg" shall be owned by a public company under oversight of the cities administration.
9: The region of settlement shall be renamed to "Government District of Tholonne" and consist of 18 constituencies.
