Grand Chairman Isaac Arthur had a flurry of activity in his first few days in office. Aside from instating his cabinet, managing the affairs of his government, and murdering the mercenaries who murdered Platt before they could snitch on him, the mad scientist Grand Chairman had the pernicious and rapidly metastasizing tumor of Leng to deal with. It was the improper handling of the Lengan situation that had roused Isaac's ire and now he sought to crack down on things with a heavy hand.

The truce between Dunwik and Leng will expire in 24 hours, and at that point, we will attack them.
I send you this message to explain this: any Tholish mercenaries in the area will be recognized as enemy combatants. They are there of their own private volition. They have 24 hours to evacuate without being fired upon. They, as private individuals, may choose to stay behind. If they do so, they will die, and we will hold no responsibility for their deaths. It will be ruled as suicide.
If you intervene to save these mercenaries beyond sending empty ships to evacuate them, we will recognize this as a declaration of war.
