The Dukes gathered in Kšena to a summons from the Emperor, He then briefed them on the situation that was taking place to their southwest. The great nations of Sadalen and West Thosel Crasconia had once again started trading blows with the Tholes going back on their previous peace treaty with Sadalen. In response, an arbiter was sent by the Hansa to investigate the situation and concluded that it was indeed the fault of the Tholes, only for the Imperium Divinium to call for an unnecessary vote which of course the Tholes were invited to so of course it failed. The Emperor then set it before the dukes to vote on an appropriate course of action. The results were as follows:

You would call us warmongers when we have merely sought to defend ourselves from the Raikh? You would call us warmongers when you invaded Lauria for want of warm ports? You call yourself a defender of the faith when your brothers in Christ suffer to your west and you side with the perpetrators? With his election to power and continued pressure from all sides to end the sales of arms to both the Tholes and the Sadaler, Marshall pushed through legislation to ban the sales of arms to either side during the war, and then sent the following letter:

To whomever it may concern,

Recent legislation in the Alliance Council has made it so that there will no longer be any sales of weapons of war to any belligerant in this conflict. Naturally trade relating to non military requests or for unweaponisable items like drinks flasks will still be allowed as it is only fair to do so, however no firearms beyond what has already been sold shall be sold from this point on, nor will either side be allowed to recruit in Sheenish Territory.

Tholish Air-Pirates Shootdown Sheenish Airship Carrying Products Back to Sheen

A Sheenish airship carrying Sheenish goods back to the Association was shot down by the Tholes, despite it belonging Associated Airlines and having advertisements for Sheenish perfume on the sides. The Raikh denounces this act of barbarity and demands that the Tholes be made to account for their actions and that their aerial forces be disbanded, due to their uncivil and dishonourable behaviour. It is unknown at this time if there were any survivors, as the Tholes have yet to release a statement on the matter. It is believed that part of the cargo might have been in the form of commonly used industrial chemicals, toxic to humans.

Due to the risk, several advisories are being broadcast across the border warning of the possibly toxic cargo and advising the usage of gas masks in the areas near where the vessel was shot down. The Raikh is also extending an offer to pay the ransom of any captured airmen and passengers the Tholes might have found, though it is deemed unlikely that any survived as the attack took place many thousands of feet in the air.

To avoid accusations of impropriety, the Raikh quickly distributed the civilian contract for the airship.

An Eye for an Eye

With the Tholish pension for rabble-rousing and stiring ethnic tensions now more solidified than ever, if was decided that the Raikh no longer had a choice but to engage in this most vile of practices, appealing to nationalists. The failed test of strategic destruction had resulted in an estimated 23.096 dead and 27.933 injured. While significant in showing the potential of air superiority and power, it was now being deemed a failure due to the estimated costs of building up a sufficiently large air fleet for escorting such attacks. It had been noted that aeroplanes were now viable and should be invested in for defensive purposes and scouting, but that until sufficient quantities of them could be secured (roughly five-thousand), they would not be numerous enough to use in aerial offensives and would have to be used to support ships and infantry.

As a response to this staggering cost, the Andbahts af hizos Oburste Flutts en Harjisisleidung convened and decided that the propaganda effort would be shifted. With radio-broadcasts already painting the failed test and its consequences as the result of Tholish callousness and attacks upon a neutral civilian airliner, it was decided that appeals to the Heelish ought to be made more overt and militant. They had once been part of the Raikh, but were allowed to attain independence and break away when they no longer wished to follow the laws of the Raikh. During the Tholish invasion, the Raikh had attempted to halt the Tholish advance before being forced to retreat. Now, the Tholes had dragged the Heelish into a war in which they were suffering from the unintended consequences of modern gas warfare and a war which was being fought ostensibly on their doorstep less than ten years after they had been forced to give up their independence.

Radio broadcasts were sent outlining the Tholish acts of aggression, transgressions, and the human cost of the war. Medical reports on the impact of chemical weapons were broadcast, as well as stories of how the Tholes had mistreated prisoners and attacked civilian shipping. Talking-heads were brought on to discuss the immorality of these actions and how the Tholes had used nationalism to stir rebellions abroad, but squashed it at home as they wanted to rule over the Germans as masters, not equals.

With these efforts underway, investigations were started on the feasibility of transporting weapons into Tholish lands.

Rashadi Exit

With Rashad's exit from the war and the break down in peace negotiations, the Raikh was faced with no other option but to use all tools at its disposal. The message was sent out and a simple offer was made.

'The Raikh offers to the Imperium an offer of economic union and the transfer of ownership of territories in Tanysira and Hweitzuzdas to the Imperium, with provisions to be made for the gradual integration of Hweituzdas and allowance for emigration from the Imperium to the Raikh. The Raikh requests military assistance from the Imperium in achieving a status quo antebellum or gains in the current war against the Tholes and the Magdali in return.'

Following the investigation, Councilor Aodhan Estrana has released an update on the assassination attempt. The council of unity and their operatives have traced the insurgents orders back to a mercenary organization in Hweitzudes, the Sadaler owned region of the Gankands. Under investigation one of the would be assassins claimed his orders were to remove the obvious barriers to Divinian acceptance of a Sadaler offer that would have Divinium join the war on their behalf.

In response to this apparent treachery, the Divinian Senate has authorized martial law in said region, with further Divinian troops from the Gankands being raised to occupy the region. In the interest of further defending the Imperium from these men, several Tanysiran regiments have been ordered to move on the Sadaler occupied regions in Ifriq, while the Second Army is being ordered largely out of their occupation of Estraria.
