The Fellowship of the Ringsea; The Hansa

This fellowship seeks to facilitate the trade of goods and monies between realms and the creation of greater commerce between its members through standardisation of practices, unified tariffs regimes, mutual defence of shipping, free basing of ships for the purpose of trade, and mutual recognition of regulations between members when engaging in interstate commerce.

All signatories must allow for the free entry of vessels registered as belonging to a member state and must likewise treat them as being equal to any vessels natively registered or owned. This is with regards to but not limited to docking fees, tolls, tariffs, health and safety, quarantines, refuelling, duty free purchases, the importation of fruits and vegetables, the importation of seeds, corpse disposal, waste water disposal, and waste disposal.

All signatories must make equal and purposeful efforts to defend vessels registered as belonging to other member states and must do so without concern with regards to recompense nor restitution.

All signatories must adopt two sets of tariffs for trade with non-member states and member states, which are to be set by majority vote by representatives of the member states.

All signatories must adopt new regulations and standards passed by the Fellowship's governing body or otherwise adopt ones which are deemed acceptable by said body.

All signatories must provide a representative to the governing body who is in turn to become part of it, those that have not or whose representative has died or otherwise been removed have three weeks (21 days) to do so from the day of joining or removal of said representative. Should none be appointed in that time, they are to lose the right to lodge complaints about rulings or decisions made by the governing body in the time between then and the appointment of a new representative and are to comply with them.

All signatories must recognise the value of the Trade Guilder and conduct trade using its value for reference. Should there be a dispute in payment within the Fellowship, debts are to be paid using the Trade Guilder. One Trade Guilder is to be equal in value to ten (10) ounces of twenty-two (22) carat gold.

The governing body is to only pass new regulations and standards by a majority vote of all appointed representatives. Votes are to be open for one (1) month each or until sufficient votes have been acquired to either pass or fail proposition.

The governing body is to admit new members to the Fellowship only after attaining approval from a majority of signatories.

The governing body and the Fellowship as a whole is to be headquartered within the City of Sheen.

The Fellowship is to have a military defensive pact between those members wishing for further protection from outside aggression. Membership in this pact is to not be mandatory for the whole Fellowship, but is to require membership in the Fellowship as a prerequisite.

The members of the pact must agree to engage in neutral arbitration through the governing body or a neutral third party deemed suitable to both parties in the event that conflict might arise between them. Should arbitration fail, through no fault of either party as determined by the arbiter, then the two members are to be allowed to settle their differences without the pact being invoked. Should one party be deemed at fault, the other may invoke the pact.

The pact is only to be invoked in the event that a member has been subjected to an act of war or has had war declared upon them through no reasonable fault of their own. In cases where it is unclear, the governing body may vote on the matter.

The members of the pact are to declare war and engage in war-making as if to defend their own lands should the pact be invoked.
