Due to Moderali threats of piracy, we must request firstly that we be able to establish a new naval station east of Hweituzdas and reaching to our holdings in Jollbastalic, and that you do not interfered with such an establishment. Given our understanding, we feel that the best way to man and ship such a station would be through the letting of your own ships, specifically twenty-five of your destroyers.
We intend for them to be broken into five squadrons and for four to be at sea at all times and the fifth to be off-duty, so as to allow us the ability to effect patrols over such a large area and also repair and resupply the ships as well. They will be based out of our naval base in Magdalenum, but able to resupply in the D.O.C. ports and in case of an emergency, Hweituzdas.
We hope this proposal is acceptable and hope to receive your price soon.

Dear Sir,
On behalf of The Empress Regent, the Divinian Government, the Latin League, and my right as a councilor of the Concilium Sapientiae, I wish to express our vehement disapproval in regards to the actions taken by the Moderali in this matter. Their disregard for the sanctity of free travel of the seas came as an unwelcome surprise to us all, and in no way reflects the position of Her Ephemeral Majesty nor her Council. Therefore, to ensure the peace between our people is maintained in good faith, we will accept the above mentioned proposal. Divinium will, furthermore, cover the cost of fitting and fueling these vessels, as well as the salaries of her crew and compliment. We ask Sadalen only to accept repair costs or damages that may occur outside of her expected duties on patrol. Furthermore, we would expect the understanding that this agreement not be expected to be upheld should either nation enter a state of war, as the vessels are a bulk of our naval force and would naturally be needed in such an instance.
In turn, Her Ephemeral Majesty has expressed interest in the Emperor receiving a commission of at least a battalion commander of Sadalen. We hope this could be considered an equivalent exchange for your government to cover their expenses in turn, outside of any unforeseen expenses not covered by your state, to be compensated by the Divinian Government. It would be preferable that this unit be stationed in Divinium, for ease of access by the commander to his unit. As required, the emperor would accept field command should the unit be called upon. In the unlikely event of armed conflict between our two nations, the Emperor would accept a change of command and allow the men to return home, without prejudice. We hope this is an acceptable offer.

Thank you for your prompt response.
We are willing to provide a commission to your Emperor under the same terms that would be extended to any other. Should he be willing, we have enclosed an employment contract and diploma for him to fill out before witnesses. Our embassy being willing to help with such a thing. Should war occur, we would ask that he not lead men into battle against us directly and are willing to consider his commission on suspension temporarily until hostilities conclude.
We are of course gladdened to hear your terms and agree to them without any hesitation on our part. You will find enclosed a contract already signed by our side.
We hope that this problem with the Moderali is quickly dealt with.

We attempt to reach out a hand in peace and you insult us. We would have no issue with your vessels patrolling those waters if you had simply asked. The issue we take is with you transporting an entire fleet across waters that are key to the survival of hundreds of people in the south. Instead of attempting to drive you back, with force if necessary, we offered you a reasonable fee.
Your trade vessels will be free to move throughout the waters, however you military vessels will be required to inform us of where they will be operating.

The Căpitan of the Emilian was sitting in the bridge watching over the sparkling ocean waters looking simply taking in the view when his peace was shattered by the cry of one of the lookouts bellowing about seeing smoke on the horizon. Now alert and ready the Căpitan quickly ordered the cruiser and acompanying ships to be brought about and head toward the distant smoke. He had recieved no notice of any ships passing through the area and those Sadalers had been intent on making trouble recently.
Once the 5 destroyers were close enough to attempt communication a radio transmission, a breif message was broadcasted.
You have entered the patroled waters of the Realm of Moderal without prior notice, as you are armed you are to be escorted to Estrad or brought along side to pay a fee. If you do not wish to pay this fee leave these waters and return with notice.

In regards to the recent actions in the southern mare de acasă we have no wish for violence and wish only to protect our nation and its civilians in the area. Your solution was unreasonable and as such we are attempting to find a peaceful solution before this devolves into a bloody conflict. It is our understanding that you wish for unrestricted access to the waters we patrol, we would be willing to grant this privledge in exchange for an agreement that you will not harm our ships or territories. We are open to negotiation, if you wish to add or discuss terms.
