Once again we must state we have no wish to fight, however you have rebuked all attempts at diplomacy and have seemingly attempted to provoke us into armed conflict. Although you claim to represent the interests of other nations their responsibility is not yours if they wish to forgo the simple action of a radio transmission they may also enter an agreement.
You have demanded that we submit ourselves to your whim, instead of taking insult with your outrageous demands we once again attempted diplomacy which you have returned by insulting us further. We have no care for your gods, instead we know that our ancestors are with us strengthening our honour and spirit.
The last time the fleet of that size was seen in our waters your people murdered innocent children and families in their homes and you accuse us of dishonour when we attempt to protect ourselves from threats. Through this whole ordeal we have attempted to be civil and avoid the bloodshed that you would wrought on us, however our attempts have been thwarted at every turn.
We have been informed that you sailed 23 armed warships through those waters and you are scared of a few ships? Your lack of bravery is amusing.
We respond once again with our offer, on the off chance that your foolishness leaves you. Simply agree not to attack us and we shall leave your ships alone.

We, The Families of Moderal apollogise for our error. We have sunk two destroyers off our shores flying the Sadalers colours unkowing that they were in fact from the Imperium Divinium. 43 crew members drowned, the rest were saved by our vessels and have been sent home. With the return of these sailors to their homeland we give 10 years wages for the 43 crew members whos lives were lost.
We have no wish for any reoccurences of this instance. We must simply defend our people and nation from the Sadalers. We have attempted diplomacy with them ensuring them that their ships will not be attacked if they give us their assurance that none of their vessels will approach our shores uninvited. We have no wish to harm anyone, but must protect our nation and peoples. We wish for a peacful resolution to this but can see no diplomatic option that has not been explored. If you have any way to ask the Sadaler to see reason, we are willing to explore a peaceful resolution.

To say the recent actions of your people are upsetting to Divinium would be an understatement of great magnitude. The attack on the destroyers HEMS Oleander and HEMS Tsuga were not merely an offense to my nation, but an assault on the stability of the Divinian Offshore Company, the Latin League, the nation of Sadalen, and the integrity of your people. The claims which you have made toward self-defense are found greatly wanting, and every civilized nation from East to West has held her breath as you fumbled about in the dark. The realm of Neptune’s bounty is not yours to command, and must be shared equitably among the nations of the world.
We understand, all too well, reticence toward the Sadalers. It is for this reason that we have sought amiable relations with them. One does not make peace with their friends or kin. Several steps were taken to ensure the respectable behavior of the Sadalers, who graciously acquiesced to our requests. First, in joining the DOC, the Sadalers are responsible for the mutual defense of our trade and commerce. With a majority approval of the primary board of the DOC, including a positive vote from your representative, they have fallen in line with the charter of said organization. Attacking those vessels was an affront to the very charter your nation was foundational in the creation of.
Secondly, when your qualms with Sadalen were brought to the attention of the Divinian government, a deal was struck to ensure they would not have a true presence in the Wolf Sea. Although this too was unnecessary, given the above mentioned charter and their rights to free traversal of the seas, Divinium was inclined to ensure your nation was not ill at ease where possible. Thus we decided to allow the Sadaler’s to fly their banner from the masts of Divinian vessels, as a nominal display of their rights. The Sadalers were, again, gracious in acquiescing to this request. The details of this exchange were made public in advance of your assault on these vessels. Your choice to do so indicates to us either a grave lack of knowledge on the part of your families or a flagrant assault on our goodwill as your brothers and sisters.
Finally, your actions jeopardize the Latin League, who have been forced to choose between defending the shared culture, language, and people we hold dear, and potential violent conflict with the western nations who would undo us. At every step, your leadership has not only failed to adequately respond to this crisis, but has actively worked toward the detriment of your nation and your allies. It is thus the decision of the Divinan government that the below listed remedies must be taken to absolve you of this affront, and ensure no further actions as this come to pass.
I. Moderal will pay the equivalent of £96,075,415 to the Divinian government for the cost of replacing the two vessels, as well as compensation for the loss of life and injuries to her soldiers.
II. The Noble Families of Moderal must, by popular vote or international arbitration, select from among their ranks one family to be designated Familia Primaria. All Noble families will report relevant information to this body for the purposes of centralized decision making in your nation. Said family will have the final say in decision making responsibilities when necessary, for the purpose of unified and efficacious implementation.
III. The Parna and Barcâ Families are to be either removed from their position in charge of Moderal’s naval affairs and placed in alternate positions, or otherwise answer to the purview of the Cabral Family of Magdalenum and the Harnau Family of the Imperium Divinium. In such a case the former option is chosen, The Parna and Barcâ families will fill their new oligarch positions under the relevant department. New families will be approved by a joint commission of the Latin League. In the latter case, The above mentioned Moderali Families will be required to answer to the Cabral and Harnau families as if they were the familial heads, with the current families acting as junior-branches in Moderal.
We are open to negotiation on the above given terms, but will stress to Your Excellencies the gravity of the situation you have created. In such an event that acceptable terms cannot be formed for the further stability of your realm and the peace of this region, Divinium will take actions as she sees fit to ensure her own defense, the stability of the League, and the further economic profitability of the Divinian Offshore Company. They attempted to contact the vessels albiet with more modern technology than the destroyers had. When they did not respond, a warning shot was fired. When what was thought to be a sadalen vessel attempted to heave to the inexperience captain believed this to be an attempt at a torpedo run and ordered the fleet to fire on the vessel. The captain has now been removed. In our previous letter we stated that there was no system to remove families from power. While this is true, there is no systematic way to remove a family from their position. There is of course the option of violence. As for the abassador, they will have lodgings in the city of Gaia where the heads of families reside.

There is no question to the Divinian government that some form of centralization is necessary if Moderal wishes to continue to stay a relevant power in the modern world. The pitfalls of a purely oligarchical system are easily seen in the inefficiency of New Respite, or even in the Republics of Divinian history. We say this not as an enemy of your people, but as ones who wish to see you prosper. Her Ephemeral Majesty would, by whatever means necessary, support the elevation of your family above the others in this regard.” He put away his notes then, fumbling to get the rest of his thoughts out. “You know who they are and what they do. Should Moderal and Divinium come to blows… there will not be much left of your system or your people. They will bleed themselves dry to get what they want. It is not the wish of the government, but they will act as they see necessary. If you don’t acquiesce they are prepared to pull every alliance available in to bring you down. It would no longer be about repayment or your government. It would be a matter of pride. You know what happened in Duom. They will attempt to crush what slights them. God knows, they did so to my family for less. I beg you, do not let me return home with the death warrant of so many thousands signed. Help us preserve peace, and strengthen your position as well.”

Blana sighed, "we know what could happen if we refuse, I do believe that the rest of the families just need conformation to fall in line with our plan. Your presence and warning will do that. Well, we shall se what will happen tommorow when we gather again to discuss this. My daughter Rodica will show you to your residence and bring you to the meeting tommorow, fortunately for you most people in Gaia speak Latin so until you learn the language you should have no trouble getting around." He handed the duke a small cord red in colour with a small bronze crown dangling from the end and continues, "If you wish to venture through the city please ensure that you are wearing this. If you wish for anything from shops, you must simply ask." He then goes to the door to speak with the guards standing out side, speaking to them softly. A short while later, a young woman walked into the room Blana continued, "This is my daugheter, Rodica, please follow her and ask her any questions you may have." Rodica nodded, and brought the Duke to a waiting car where they continued to the Dukes residence for his stay.

The next day, the duke was summoned and brought to the building where the families gathered to discuss things. The building consisted of one large room filled with comfortable furniture and lavish decorations. All twenty of the families were gathered their each either discussing quietly, smoking, or doing paperwork. As the duke walked in, Blana Gasca spoke up. "Collegues, The Imperium Divinium isn't going to back down on this matter. According to our friend here they are threatening war if we do not centralise. I know how we all feel about this issue and so I have come up with a solution. We elect my family as 'head' of the Realm, and just continue on as we are. My family already deal with the communications and treaties involving other nations, so it would not look bad. We all know that no one here can force any of the others to do something. So, we 'elect' the Gascas, and get our friend here to write a letter confirming that the conditions have been filled." He turns to the Duke, "My friend, welcome to Moderal once again. I'm afraid you have been assigned to Moderal of a permanent basis, once you get back to your residence please write a message to the Imperium Divinium regarding the situation. If you wish for anything from the Imperium, please put it in your letter."

The Imperium Divinium recieves a letter labled as from the Duke, it informs the Empress that the situation in Moderal has been recitfied and the Gasca family has been appointed as head of the realm. It also requests that the personal possessions of the Duke be transfered to Moderal.

The Imperium also recieves a very similar letter, this one however has its seal broken and detailshow the diplomat has been permanently assigned and the the appointed family is very much just a figure head.

Ethlynn was sat in the Emperor’s study, as she poured over the letters before her. With Aodhan away, Christoph Estrana had taken up the Archducal reigns, filling the position with the same unwavering rigidity of his father. He offered his opinion plainly.
“So we mobilize again and prepare to bring them to heel. We can’t be seen to be weak on this. The Western powers are already unhappy that the treaty isn’t being enforced. We need to make a show of supporting it at least. And an example of the Moderali.”
Ethlynn rolled her eyes openly. The untempered fire of youth. “I’d prefer we try our available options before resorting to violence. No need to use a hammer when we do not need to. We should prepare the Second Army for that possibility, and move some of the reserves in to keep Estraria under control, but do not call up more arms yet. There must be something else we can try.”
Smack. The sound of a reed striking knuckles made Ethlynn turn. Florin rubbed his hand, tears bubbling in the creases of his eyes. The empress dismissed the man, and the emperor ran over, clutching at her skirts. She patted his head and jokingly asked “What do you think should be done about the bad men, princeling?”
“Hmm. No cake for a month.” The seriousness with which it was delivered made her chuckle. “Alright no…oh. My dear, you may grow up to be quite the statesman yet.” Ethlynn called for her secretary and a missive was sent out.

Your Excellency, It has been decided that our diplomats are to be recalled immediately, along with their possessions back to Divinium. Any attempt to detain them will be considered a violation of the rights of our diplomats and thus an act of war against us.
The contents of the previous letters, both of which I have in hand, are found to be highly suspect in nature and indicate a lack of good faith on the part of your family to resolve our dispute. Thus, no further diplomats will be sent to Moderal. A general embargo of your nation has been agreed upon by the Hansa and many others who see the actions you have taken as a gross overstepping of the respect due not only to our diplomats, but to the rights of all sovereign nations to trade and transport. A vote will also be called by the DOC Central Chambers to revoke your administrative rights to the Southern Islands of the DOC until this matter is resolved, given this lack of regard.
Should you further wish to negotiate, you may send a representative to the Imperium Divinium, who will be treated with the hospitality due a diplomat.

However we understand that we must cede something to ensure the happiness of our new found allies, and as such have attatched a map of our patroled waters and the restrictions placed apon them.
There are five different types of claim throughout our waters. Territorial Waters: These waters are defined as being 13 nautical miles from any land owned by Moderal, if the land is in sight the vessel is within these waters. No non-Moderelian ships may pass into these waters unless it is specified that the ship may do so. Any ships who do so, will be fired upon. Patrolled Waters: These waters are defined as being 200 nautical miles from any land owned by Moderal. No non-Moderelian ships may pass into these waters, unless specified that they may do so. Any ship that does so will be asked their purpose and escorted back into the nearest economic waters. Economic Waters: These waters are free for all ships, they are patrolled by the Moderelian Navy to ensure that no piracy are in these waters. Any military vessels discovered to be in these waters will be escorted for their journey. Exceptions: If the country of origin has a non-aggression, defensive pact, or similar treaty that ensures that no ships from that nation will attack Moderal, all vessels from that nation are allowed free access to all waters except for Territorial Waters. Military ships may pass through our economic waters unescorted, if the ships contact us beforehand and state their intention. We have little wish to interrupt the world's operations. Attachments:

The letter and map placed before the Empress was given little more than a cursory glance before being brushed off the desk into an awaiting rubbish bin. In a rare show of genuine emotion she clenched her teeth, exhaling sharply before giving a clipped message to the man who delivered it.
