There are also the Primarch Foreign Courts which are mostly focused on Relations with other nations and international Diplomacy. In Addition to this, It was believed that the might of the Westen Nations depended on constitutionalism (Mainly the Ottoling Code al be it radically reformed) for national unity, industrialization for material strength, and a well-trained military for national security. “Tyűk Nors Stuztala” (“Strength through Progress”) became the High Primarchs slogan. Knowledge was to be sought in the West, the goodwill of which was essential for revising the unequal treaties. In 1876 Somari Comachi led a large number of government officials on a mission to the Sadalen (mainly to repair relations) and the rest of Ostrea. Their experiences strengthened convictions already formed on the requisites for modernization.
Head of state: The Head of State is the High Primarch, The Current ruling High Primarch is His Royal Reverance High Primarch Kylter Arwain Marcail Dirmain,

If there is no Petty Primarch of Age or in office, a Regent will be elected instead from the Most senior judges until one can take their place. If no Petty Primarch exists all Judges which have previously held a High Ranking Military Rank such as Coitcheanns (Generals), Àrd-mharaiches (Admirals) and Ceannard adhairs (Air Chiefs).
Head of GOVT: The heads of govt are the heads of all the non-Primarch based courts mainly the Legislation and Executive branches are made up of the Tri Courts of his royal Reverence’s Government, the head of which being the Most Serene Lord President Dorgan Seathanach however officially while binging the highest in what would be the Government hierarchy, he only has the authority over the Supreme court specifically and has equal power in regards to regional Lord Presidents and Serene Lord Presidents of the National Civil Court and National Criminal Courts.
Fall of the Old System
The Kritarchic government was dominated by men and Women from Scotti and those of the court who had sided with the Grand Primarch over the Kings of Tion and Scotti were convinced that Scotti, Lanu, and Tion needed a unified national government to achieve military and material equality with the Eastern Nations. Most, like Grand Primarch Dirmine, Malcolm Keith, Duncan Macbeth, and Ōkubo Toshimichi, were Primarchs of modest rank, but they did not represent in any sense a class interest. Indeed, their measures destroyed the Primarchs as a political Class. In order to gain backing for their policies, they enlisted the support of leaders from domains ruled by the Kritarch classes as well as court nobles like Iwakura Tomomi and Sanjō Sanetomi. The cooperation of the impressionable young High Primarch was essential to these efforts.
Abolition of feudalism: The reformers began with measures that addressed the decentralized feudal structure to which they attributed the Small Island Nations Weaknesses. In 1871 the Primarchs of main Domains were “persuaded” to return their lands to the throne. Others quickly followed suit. The court took steps to standardize the administration of the domains, establishing both Internal Regional Primarchs acting as Judges in regional Civil and Military courts as well as Primarchs who lead the National Legions of Thule. In 1874 the Judge-Primarchs were summoned to Tutsemia and told that the domains were officially abolished. The 250 former domains now became 72 prefectures and three metropolitan districts, a number later reduced by one-third. In the process, most Primarchs were eased out of administrative roles, and though rewarded with titles in a new Ostrian-style peerage in 1884, were effectively removed from political power.
Land surveys were begun in 1876 after the war with Sadalen to determine the amount and value of land based on average rice yields in recent years, and a monetary tax of 3 percent of land value was established. The same surveys led to certificates of land ownership for farmers, who were released from feudal controls. The land measures involved basic changes, and there was widespread confusion and uncertainty among farmers that expressed itself in the form of short-lived revolts and demonstrations. But the establishment of private ownership, and measures to promote new technology, fertilizers, and seeds, produced a rise in agricultural output. The land tax, supplemented by printed money, became the principal source of government revenue for several decades.
Although it was hard-pressed for money, the government initiated a program of industrialization, which was seen as essential for national strength. Except for military industries and strategic communications, this program was largely in private hands, although the government set up pilot plants to provide encouragement. Trade and manufacturing benefited from a growing national market and legal security, but the unequal treaties enacted with foreign powers have made it impossible to protect industries with tariffs.
Founding of the Tave Arsiazyitjea: In the 1890s fear of excessive inflation led the government to sell its remaining plants to private investors usually individuals with close ties to those in power mainly the Military and Ultra Nationalists. As a result, a small group of men and women came to dominate many industries. Collectively they became known as the Tave Arsiazyitjea or “The Vanguard”. With great opportunities and few competitors, Vanguard firms came to dominate enterprise after enterprise. Sharing a similar vision for the country to that of the High Primarch, these men maintained close ties to the Remaining Primarch leadership with Primarch Kregas Wekkai being the first Lanu Primarch in 1895 solely due to his connection with the vanguard later becoming the Primarch over the Resent Colony of Ubizstan effectively making it a Vanguard ran Colony. The Wekkai Clan was on friendly terms with many of the Reformest oligarchs, and the Wekkai Corporation was founded by the Lanu Primarch in 1897 who had been an associate of those within the government’s inner circle since Wekkais Ascension to Primarch Hood.
Ubizstan Civil War: The Ubizstan Empire was proclaimed in 1872, became a protectorate of Thule with the Thulani–Ubiz Treaty of 1886; thereafter Thule ruled the country indirectly through the Thule Primarch of Ubiz Kregas Wakkai. Thule formally annexed Ubizstan with the 2nd Thulani–Ubiz Treaty of 1889 without the consent of the former Emperor Gojong as well as the Tri Courts in Thule, This was simply an action approved by the Vanguard and the High Primarch Independently of the Tri Courts, Which has to cause much uproar with the Nobles and other Primarchs, however after the Wakkai v Tri Courts. It was argued that Ubizstan was not under the stipulations of the Thulani Constitution and thus was the direct property of the Crown, Since the High Primarch was the Judge for the case Wakkai won making this kind of Transaction president in Thulani Law. Thule's rule prioritized Ubizstans Industrialisation of the Region, accelerated the industrialization started during the Gwangmu Reform in 1893, built public works, and suppressed the Ubiz independence movement. The public works included developing railroads and improving major roads and ports that supported economic development. Averages for the annual GNP growth rate of Ubiz were comparable to those in the Thule itself ranging from 2.3% to 4.2% during the 8 years preceding the Civil War.
The combination of extreme weather conditions, Thule's attempts at colonizing Ubiz, and growing anti-imperialist sentiment fuelled the now growing Partisan Movement. First, a drought followed by floods in Shadon province in 1897–1898 forced farmers to flee to cities and seek food. A major cause of discontent in South Ubiz was Thulanizian activity. The Treaty of Tientsin and the Convention of Peking, signed in 1894 as part of the Gwangmu Reforms after the Annexation of Ubiz, had granted foreign missionaries the freedom to preach anywhere in Ubiz and to buy land on which to build Temples and Businesses a privilege only granted to Thulani Citizens which most Ubizstanis were forbidden to due to a lack of capital. On 1 November 1901, a band of armed men who were perhaps members of the Partisan Movement stormed the residence of a Thulani missionary from the Temple of Cad Rangir and killed two priests. This attack is known as the Yuye Incident. When Grand Primarch Andrcia received news of these murders, She dispatched the Wekkai Legion (Kabutadyr iv Cad Rangir) to occupy Zhou Bay on the southern coast of the Ubiz this unfortunately only made the conflict greater and the small partisan force began to grow into a full revolution.
Military History Overview
The Imperial Thulani Armed Forces (also referred to as the "Imperial Military") is the martial force of the Unitary Kritarchic Kingdom of Thule established in the 1870 regional Military Levy Forces united into one National Force During the attempted Colonial Conquest of Thule at the hands of Sadalen, Sadalen demanded that Thule Declare itself a Dominion of Sadalen after it invested so much capital into growing the Industrial and Agricultural Might of the then Fledgling Nation. The military is under the direct command of the High Primarch Officially however is overseen by the Greater Primarchs acting as Ceremonial Heads of each of the 3 Main Branches as well as the Primarchs who act as military Governors of Occupied Territory of thule both national and Foreign. The Imperial Military has been active in several conflicts within mainland Osho as well the conquest of the Principality of Lanu to the east in 1890.
The Main 3 branches of the military are the Laime Muyadyr qyâsik (Land Enforcement Force) LMQ for short, Ugaira Muyadyr qyâsik (Ocean Enforcement Force) UMQ for Short, and the Ata Muyadyr qyâsik (Air Enforcement Force) or AMQ for short. although the branches also interacted with The Imperial Vanguard. They fielded Thousands, if not Tens of Thousands, of troops and ships of the last century.
An example of Respected officers in the Imperial Military is Primarch Malcolm Kaith, Primarch of Zarma na Lanu Legion (Conquest of Lanu) and Primarch Duncan Macbeth Primarch of the Kabutadyr na Rakhan Legion (Liberation of Rakhan), respectively both of which being instrumental in conflicts that they have been involved with. The founding father (or "mother" in this case) of the military is considered to be Grand Primarch Andrecia Dirmine The First Grand Primarch of the Reformed Military Courts who won the case of Grand Primarch Dirmine v Primarch Waitaki. who has been honored for years after her death. After she won the case she used her new power to draft every nonessential Man into the military and made them go through an intense training regiment, while at the same time building up a fleet with captured Sadalen Vessels, Using both of these things to turn the tide in the conflict.
Organization: The Imperial Military is one of the main Pillers of Thulani society, as Thulani culture and society had been highly militarized since the 1880’s early years in the Tion Regions Since Grand Primarch Andrecia Dirmines training regiment, which saw use by the Thule throughout the century even after her death in 1903, led to the drafting of every able-bodied adult into military service. This remained a mainstay of the military in the centuries after her death: While not every nonessential Adult in Thule is automatically conscripted into the military upon reaching adulthood, It is expected of many Scotti Families in the Nation to remain in service until retirement or disability many of which staying until their deaths forgoing Civil Citizenship and instead of being content with only being active with Military Jury Duty. While advancement and promotion helped skilled military officers establish powerful families with histories of military service such as the Keiths and Wekkai clans respectively, the children of those families were expected to earn their place in the military and received no special treatment on account of their lineage since the Apprentice act of 1904 which heavily restricted such benefits granted to such family allowing many other notables to rise such as Primarch Arwain Cair who was the first non-Noble to rise to the rank of primarch purely off of the backs of the commendations he gained while under Stewardship of Primarch Kregas Wekkai just in the Ubizstan Revolutionary war.
Primarchs: The title Primarch originates from the small, Pre Unification era of Thules history from which the Scotti and Tion Dynasties emerged; the title was given to warlords of Commanders who decided to join the respective Dynasties peacefully instead of fighting. As governors, those warlords ruled their territories, known collectively as the Xarnait na le Nerilsea or "servants of the Dynasty '' over time becoming part of the Kingdom of Tion or Scotti's de jure Territory. Eventually, these were diminished to Direct vassals, and the titles Primarchs were diminished to purely ceremonial. The position was resurrected in the last years of the Colonial Conquest war Against Sadalen when the Imperial Thulani Armed Forces act was created as a result of Grand Primarch Dirmine v Primarch Waaki granting the now dubbed Grand Primarch of War defacto absolute power over military Policy during times of war. Grand Primarch Dirmine using her now granted emergency powers, established both Internal Regional Primarchs acting as Judges in regional Civil and Military courts as well as Primarchs who lead the National Legions of Thule.
