Jörmungandr production treaty:
This treaty allows the Empire of Lussia to lease ports in D1-D18 and contract labour to produce various ships for the the Lussian Empire and its navy. The predominant resources for the construction of these vessels and their designs shall be provided by the Empire of Lussia. Furthermore an embassy to Lussia shall be established near the ports in defined for use in this treaty for the sake of good relations and the facilitation of the use of the commissioned ships.
The exact definition of produced ships shall not disclosed for national security and curtesy of our ally. The Enclave is not responsible for the use or allotment of aforementioned ships produced.
