Its current members are the empires of Qin and Ryukyu, and we see it fit that a nation of your ancestry be included in such an alliance.
Should you accept, we will send you a free bunch of silkworms. Your merchants will have exclusive rights to jade, fine porcelain, and other luxury items. Furthermore, you will be able to enjoy lower tariff rates.
There is also the optional military alliance aspect, which includes all the normal trappings of military alliance, but also makes room for such things as wargames, international exercises, and military school programs. It is fine to accept some but not all of these terms.
Regardless of your response, we wish you families and your nation a most prosperous and peaceful status of business.

We regret to hear of the troubling circumstances plaguing your nation, but we are glad to hear that you wish to begin negotiations. Representatives and diplomats from Qin and Ryukyu will be arriving at your capital to discuss your admittance into the Coprosperity Sphere.

To prepare for the coming negotiations, several Qin diplomats were sent to the converted port at Àomén. There they were greeted by Captain Quán Zhìzi (Izumi Tomoko). He brought the men onto a ship which flew Ryukyu and Qin’s state flags, the HCS’s government ensign, as well as the appropriate Hansa ensigns. There waited Ryukyuan diplomats and officials.
The Qinish men and Ryukyuan men exchanged pleasantries and made small talk for a while. In due time, the subject shifted to the issue of Moderal. Of course, the terms and benefits have been decided beforehand, with some flexibility. The discussion was rather logistical in nature. They guessed at how they were to navigate to and communicate with Moderal, furthermore they pondered over the realm’s political structure. Chen Weqian reminded them that those questions are the jurisdiction of the naval navigators and himself. Everyone onboard spoke some form of Hundisch, and a few Kaaranchu scholars that were brought along spoke Old Latin in case push came to shove linguistically.
Thusly, they departed for Chōngshéng (Uchinā). When they arrived, Shogun Akira and General Valdéz of the ISMC boarded the vessel, stating that the General and a retinue of HNR were to escort the diplomats if they were given permission. The captain then called over the diplomats and the other important staff members.
They reviewed the route and decided to go northly, using Hansa ports to their advantage. Going southly would simply be too long a journey, and there’s the risk of encouraging fascists and savages on the way to Moderal. The ship was to be escorted by two Tone-Class cruisers. They thusly waited for their orders concerning the General and his men before proceeding.

The radiotelegrapher brought a message with him as he walked over to the Shogun and the General. He imparted the message that the ISMC’s services will not be required. The Captain then excused the two, and they left.
Therefore, the diplomats and their guards were to be immediately sent to Moderal. And thus they set off on their journey, taking full advantage of Hansa ports and refueling stations. Traveling the open seas, they eventually arrived at the Moderali port.
The Qin diplomats slightly adjusted their hanfu, and the Ryukyuans their ryūsou. The guards emptied their weapons’ chambers, or rather ensured they were empty, and stood at the ready. They all then dismounted the ship.

The Qin and Ryuku parties steeped off the ship into a cold winters morning, a light snowfall sprinkling the ground of city with a layer of glistening white snow. The city looked picturesque in this weather the elegant houses and buildings each with a large outdoor area which was currently covered with snow. The wide main street clear of snow was infrequently traveled by cars and trucks carrying the neccesary resources for the city to survive. As they looked around at the city they were approached by a woman of about eighteen and an escort of soldiers. The woman was dressed in the typical Moderelian military esque garb. A black, form fitting great coat with silver decoration and a set of black trousers. Her lomg black hair is hanging loose about shoulder length. As the woman and her escort meet the diplomatic party she speaks, in perfect Qinish Han with only a slight accent. "Greetings, I am Rodica Gasca. If you would follow me, I will bring you to where we shall discuss the terms of our agreement. I will be your translato."

The Ryukyuan diplomats bowed in greeting, while the Qin gave their fist-and-palm salute. Thus responded the lead Ryukyuan diplomat: “Greetings Madam Gasca, we thank you for your service to us and we will indeed follow you and your men.”

Rodica leads the diplomats down the street and towards a large building. Rodica pushed open the door, bowed and beconed the diplomats inside. Once the diplomats weer inside the building they noticed that the dark room was furnished with luxurious dark woods and red cuishions and three men sat inside quietly, looking over some documents. A young man sat against the far wall with a type writer ready for when the conversations would begin. Rodica follows the diplomats inside and introduces the three men as the representatives of the Hrana, Suveran, and Barcă families. Upon hearing their introduction they look up and nod.
Rodica reaches for a document on a small desk and hands it to the officials. "This is our preliminary offer, if you have any issues feel free to raise them. Everyone here is able to speak on behalf of their respective family." The document reads:
Charter of the Han Co-prosperity Sphere (HCS)
After the years of financial crisis and turmoil following the violence across the world and the financial troubles other members of our region are facing. We have decided that a mutually beneficial agreement between nations is the only viable option. Over the past few years our nations have established ourselves in the international community, and with the increasing pressure from other nations been forced to commit ourselves to various agreements and alliances that may not have been in our benefit. So, we the downtrodden and underfoot nations have decided to form our own alliance and agreements so that the world must treat us with the respect any sovereign nation deserves. The privileges and responsibilities that come with this agreement are as follows:
Section I: Trade.
I.i. The following charter is divided into sections and articles, to be read as section then article as described by the numerals.
I.ii. Each nation shall devote a permanent fleet to trade and commerce between each nation.
I.iii. This fleet shall be defended by a combination of Naval forces described in Section II
I.iv. The member nations will supply the trade fleet and supporting naval fleet with fuel and supplies to be paid for by the HCS.
I.v All members of the HCS are exempt from any tariffs and trade restrictions implemented by other member nations.
I.vi All naval vessels and trade vessels dedicated to the HCS are property of the HCS (defined in Section III)
Section II: Military Support.
II.i The military fleet dedicated to supporting the trade fleet is to be composed of a mix of nations ships to be decided by the assembly (defined in Section III).
II.ii. The sovereignty of each of the member nations is to be defended by the other member nations with all support they can muster.
II.iii The Assembly can decide with a unanimous vote to go to war to support the interests of the HCS.
II.iv If a member of the HCS is to be attacked by an outside force, all members must mobilise to defend them from attack, declaring support for the attacked nation.
II.v In a circumstance of war the military force of the HCS is to be combined and placed under the control of the Moderelian government in the interest of easier co-ordination.
Section III
III.i The HCS will have an assembly in Moderal with all members of the assembly to be provided by the Moderelian state.
III.ii The HCS assembly will have a single representative from each member, each holding one vote.
III.iii The assembly will vote on issues that affect the entirety of the HCS including the composition of the support fleet, the decision to wage an offensive war, and the price of goods and items.
III.iv In the case of a tie, the original three members, The Realm of Moderal, The United Ryukyu Empire of Yūhi, and The Dragon Empire of Qin, gain an additional vote to break the tie.
III.v The assembly will have minor offices in all member nations to determine small issues that arise that do not need the attention of the greater assembly.
III.vi the decisions of these minor offices can be overturned by the greater assembly.

The Ryukyuan diplomats look over a talk about the treaty among themselves. The prominent one among them then says: “These are good terms and most beneficial to our purposes, we have a number of ships and companies we can dedicate to and charter for trade. We’ll also need to start building more cruisers and destroyers for the escorting of HCS vessels. In the meanwhile, we can hire companies such as Wakka Tumi To Uma (Naval Security Solutions) to guard the trading.”

The Qin diplomats add: “We unfortunately don’t have a modernized navy, and thus will have to likewise contract private navies from Liuqiu. Otherwise, this treaty is very good, and we’ll readily agree to it. It would also be good if either or both Moderal and Liuqiu were to assist with our navalization.”
