The Military Strengthening Act

The Sovereign Emperor Takeda Ō Akihiro makes, signs, and officiates the following act into legal status.

Reasoning: As the Progressives have pointed out, we must adapt to our surroundings if we are to survive the test of time. The world must be explored and probed if we are to know safety. In order to endure the hardships of a nation entering the international economy, the National Army and National Navy need to be revamped. Along with military policies, a number of other ordinances are provided.

Articles:

Article one: The Home Guard and Imperial Army are to be reorganized and equipped as outlined in the State Department of War’s new standards.

Article two: The Marine Corps is to be reorganized and equipped as outlined in the State Department of War’s new standards.

Article three: The Imperial Special Missions Command is to be established as outlined in the State Department of War’s new standards, and led by General Uno Shogun Akira, assisted by General Elpidio Valdéz.

Article four: The Imperial Navy is to discard all of its wooden sail-ships and produce or otherwise procure 6 battleships, 8 armored cruisers, 9 cruisers, 24 destroyers, and 63 torpedo boats.

Article five: Private Merchant Companies are free to travel and do business anywhere unless an explicit embargo is declared.

Article six: The Northern Prefectures, that is Yūki, Ai, Toshi, and Saigo No Toride, are to be prepared for commercial use.

Article seven: The Sapumijin are to be given the ‘Protected Nation’ status.
