I send my greetings and my respect to the Hauhkuno and his ministers. May your nation and your allies in the east have great prosperity.
I send this message with a proposition for our mutual benefit. I would like to request that some professors of the Hundisch language be given permission to teach at the Ryukyu National University. I believe that this would facilitate diplomatic relations between our nations and mercantile relations between our companies.
Furthermore, I would like to gain your people’s perspective of Ryukyuan military doctrine. Therefore, I would also request a number of military officers to give lectures at the Army school in Kawa No Matsubayashi prefecture and the Navy school in Lower Honshu prefecture.
The next condition is neither request nor offer, but an immediate mutual benefit: if you give technical assistance in the extraction and refinement of crude oil in the Western Economic Region, then we could set export prices for oil to the greater outside world. This agreement need only last 50 years, after which an extension can be negotiated.
Lastly, I offer a 5% share of the Western Economic Region’s activities for the same 50 year period mentioned earlier. This can be paid either in cash or in the resources produced such as coal, diamonds, or oil.
