A cargo ship made its way into the Port of Sheen. It was an unassuming vessel, it had probably already docked and unloaded cargo on this exact port thousands of times. As the men unloaded the ship, they set aside a number of crates, marked with the insignia of the Magdali Assembleia. A man did a quick count of the crates, then ran to catch the next train ride. He had brought with him a important telegram, that came with a request:

To the Right Honorable Lord Mayor of the City of Sheen,
I write to you with a business proposal. The Ports in Angra have experienced exponential growth in recent times, and our current systems of transportation can no longer keep up with the ammount of cargo coming in and out of the city. We have need of your expertise in railroad construction. With this in mind, we propose a deal:
We have sent with this letter crates full of Magdali goods. Among them are bottles of Northern Province Verdelho, a carved ivory walking cane, jewelry made from the Eastern Province's silver mines, and several other products of the finest quality. We are willing to remove taxes on the sale of Magdali goods for Sheenish merchants, if you provide us with engineers to build us a railway system.
