After having spent months diving off the coast of the Westajlandin, it had been confirmed. Possibly millions of gallons of crude oil were there, underneath the sea floor. The islands themselves had been confirmed to also be rich in shale too. Coal reserves were decent enough, but the oil was what had his mind racing. He could see that the world was changing and just knew that coal was not the future. If his calculations were right, they would be running out of coal in no more than sixty years!
No, the future was in oil... Almost completely ignored, thought of as a nuisance by many. He was going to make his fortune through it. Now that he had discovered it, all he needed was to get a charter and claim these lands in the name of the Hauhkuno. He took off his heavy helmet and diving suit and began walking to the ship's bridge. 'Captain! We've got, we've got it I tell you!' 'So you finally found your "black gold" then?' replied the elderly man. 'Yes! Set sail for Morthal, I have a company to found... And do not think I have forgotten you. You and your men will have exclusive whaling rights in the waters around here once I am granted my charter, believe you me.'
The captain simply looked at the eccentric noble with an air of tiredness. He had been chartered to take the madman out here and to make sure nothing bad happened to the rich fool. He had his doubts about the promise of whale, but he at least was being paid for his wasted time. 'If you are sure Mr. Briggs, I will set course back to home waters right away.'

Off from it, Briggs met up with the rest of his Pencentenarians (the doomsday cult built around the end of coal) and announced the great news: 'My fellow members of this most esteemed society... We have found it! A source of oil, the likes of which we might never exhaust.' As if to drive his announcement up in credibility, he unfurled a huge map showing his estimations of where the oil reserves were and how great they were.
'The islands have great quantities of oil, as you can see, both in their rocks and below them. To add to this though, there is also coal... Though we might not want to rely on it, it will allow us a steady source of initial income until it runs out. The islands are sparsely populated, with only farming communities present. I believe, that should we incorporate, we will be able to drive the locals out or bind them to the land, making them all part of the Raikh.'
'But how shall we convince the Raikhsgamotjing to support our campaign?' one of the men in the back shouted. 'Simple, we will not. I have made... Contacts, within the Raikhsharjis. For the right price, some of their more experienced and retired veterans would be happy to come and fight for us. I am personally willing to stake my entire inheritance on it and bankroll the military aspect myself. Once we have the lands, the government would be foolish not to accept us as part of the Raikh.'
A murmur of agreement spread throughout the room, and a vote was held. Ninety-eight out of a hundred and twenty votes for this plan, with them then pooling their money and founding the Hauhkunoleiks Sunniggs en Thalaseddiggs Schul (Imperial Helium & Petroleum Company) or H.S.T.S. for short after a couple of weeks.
