In the cover of night did the submarine enter one of Moderal's eastern port.
The arrival was carefully planned and none of the civilians would be aware of its arrival nor its eventual departure.
The crew was carefully briefed on what to do, for most it was the their first time outside of Rodina since the revolution. But they knew their duty and that this mission was more important than their wish to explore.
Pasha Pavlov climbed out of the submarine. The trip had been hard, harsh and demanding on the former teacher. But he managed to get his act togheter as he got out and straightened his black suit. The red star pin remained hidden in his pocket for now, he would put it on once he arrived the meting. For now was secrecy more important then the pride of their cause.
The last thing he did before moving out was overseeing the submarine being covered up and camouflaged, now he only had to wait for his host to met him at the planned time.

A few minutes after the submarine arrived. A man, wearing a military uniform, decorated with silver medalions, red cord identifying him as a member of the Gasca family walks toward the man.

Pasha Pavlov had been briefed well by the CIA before his mission and knew what to expect.
Pasha did hide his smile and casually lifted his hand to great the man.
"Nice weather around these parts."

Pasha needed to focus to not let the easy tell of calling the person comrade, but all things considered, was he not really a comrade anyways. But ideology and security did not always go hand inn hand.
And he followed the man.

The man lead the way through the dark snowy paths bordered by leaveless trees, toward a nice house on the outskirst of a town. The house with plain white walls and decorated windows with red curtains drawn. Behind the curtains the glow of a fire and gas lamps glow, spreading out onto the snow outside. He leads the man to the front of the house and swings open the large double doors stepping inside. Once inside he hangs his coat on the coat stand just inside the door, leaving him in leather brown leather pants and a loose white shirt. A pistol hangs from underneath his arm and a dagger hangs at his side. He moves into the room next door and sits at a luxury wooden table, gesturing for Pasha to sit across from him.

Pasha keeps his jacket on and sits down on the wooden chair, but not before taking a short moment to admire the workmanship. His father had been working as a craftsman for mot of his life, so Pasha had learned a thing or two about beautiful chairs.
Once he was well placed in his chair would he get into his pocket and get out his little red star pin, and pinned it to his chest, no longer hiding his allegiance. He was unarmed, unlike his counterpart as he could see was packing.
"Cozy place, visit here often?"

"Well, let's do this propper. My name is Pasha Pavlov, I'm a Political Commissar of the People's Republic of Rodina."
He let out a small as he straightens himself up in the chair.
"And we both know that the world is changing fast these days, Empires fall, natives rise and overthrow their rules, the workers taking their rightful place in the world. The world is changing fast, and fast changes often lead to fear, fear often leads to war, war leads to instability and destruction. Yes, our world views make our states natural enemies, but neither of us wants to see destruction and ruin hit our people because of misunderstandings. I am here on a mission from the Party to secure peace between our states."

"Yes. While I agree becoming allies with the communists would do that even faster. If there is any agreement reached here, it will have to be a secret one. We would be willing to trade with you and delay any vessels from passing through our waters from the west."

"Yes, the people's republic acknowledges that many of the old powers of the world are shortsighted when it comes to seeing that the world order is changing and are actively trying to keep us from taking up Rodina's old seat at the table. But you and your state are wise, you see that Rodina and communism do not want to burn down the world, we want to bring peace and understanding to the world. And with time will more come to see that, so we will accept that, to begin with, will we break bread with your great state in secret, but hopefully in time will we be able to stand united as allies of peace and order in the sun!"

"That sounds reasonable. We understand that Rodinia does not want to see the world burn. But others would rather that than it fall to communism. We do not wish to see the world burn, so we shall ensure that no nation has our support when attacking you."

"Yes, we are well aware that the rest of the world view our revolution as a threat to the already established world order."
Pasha sitt back a little and think. He knew he had a script and agenda, but he mainly took this artistic break to build some drama and expectation.
"We agree to all your terms, and would also hinder any attacks on your state through the means of the People's Republic. But, there is a problem with secret deals. There are no way of actually be bound by them. So I hope you can give me something that I can give me leaders that cost you nothing, but will reasure my leaders that your word is worth something. I request the Moderal will officially reqonize the People's Republic of Rodina as the successor state of the Empire of Rodina, and that the PRR has the rightful claim to the former Empires lands and obligations on the world stage. It's just a small thing, but would mean a lot for my leaders."

"Well, that is, of course, a problematic issue, recognition is a simple gesture. For your people does it not mean much, and neither for the global society, but for the PRR does it mean legitimacy for our won people. So we are not sure what we can offer Moderal that has equal value, but is also open enough so we can keep this deal behind closed doors. After all, many states already do recognize the PRR as successor, even our old enemy Imperium Divinum do."

Pasha sits but pretending to think.
"I guess we can come to an arrangement. You have signed the Morthal naval treaty so handing our weapon over to you would put you in a difficult situation. But the world is changing and you need to adapt. The northern fjords of Rodina are isolated, and I think we could allow some of your officers access to our basic submariner program. IF we do it properly can your crew in secrecy learn about submarine tactics and weapons and in return can those officers and ours get some more theoretic training, and share knowledge."
