This treaty seeks to establish a more unified framework for the handling of persons of multiple nationalities or that are beholden to the legal jurisdictions of multiple entities; it seeks to clarify the order of precedence by which legal proceedings and punishments take place; it seeks to help governments avoid disputes over the treatment of their subjects in foreign lands; it seeks to closer international cooperation on the application of laws; and it seeks to solve the issue of criminals fleeing across borders to avoid justice.

Terms and Conditions
All governments must allow for the enforcement of the Ottoling Code on those subject to it either through being a subject of thata Raikh af hize Dalen, a realm that has adopted the Ottoling Code into law, or through becoming subject to it through their own personal choice.
All governments must allow for those belonging to organisations dedicated to the upholding of the Ottoling Code to enter their realms, seek out those that have broken the law, try them, and carry out punishment upon them without any interference from local law enforcement or persons after all local customs and laws have been satisfied with regards to the behaviour of the persons being sought after.
All governments must agree to share all information relevant to a case when requested and assist in the apprehension of any persons sought after. Including a laxer form of customs and immigration for law enforcement.
Thata Raikh af hize Dalen agrees to extradite all subjects of foreign governments that agree to this treaty to said governments upon the satisfaction of all laws and local customs regarding the behaviour of the persons sought after within thata Raikh af hize Dalen.
