Consul’s Weekly Imperial Briefing
I do confirm that the notes and recommendations so below listed have not been altered in any form, nor have they been made available for viewing except by your ladyship, your proconsul, Consul Carmen, and your personal secretary.

The matter of the legitimacy of my Imperial Authority has been brought into discussion, as per the minutes of the latest senate session (S.L 31.3.23/13, 9-64). Emperor Florin declared the use of Dictatorial powers shortly before he eloped from captivity. Without declaring him unfit, I cannot be legally considered the acting Regent, and he is legally free to use his powers to override any Senatorial, Consular, or Imperial decrees. I am unsure whether or not he will do so, nor how the people would react to conflicting orders. However, if we wish to maintain the stability of the state and her authority over the provincial legislatures, we must make a decision. It is an unpleasant thought, but we must consider elevating my status legally to that of Dictatrix. Florin may well need to be declared unfit, even temporarily, until this matter passes.
Also, I would like a budget of 13 million Lire for festivities.
Council of Commerce
Trade remains free despite the conflict in Dunwik, though without their full workforce a notable lack of certain goods has begun to harm nascent industry in the heartland. I would encourage seeking temporary trade deals with the Sheenish and Sadalers to fill the gap. We can develop these industries on our own, but lack the industrialists to form appropriate cartels. I should also note the incredible strain this conflict is placing on grain reserves and prices. We can only artificially inflate the price so much, and due to federal takeover of the industry have already seen a great many farmers begin to change crop rotation. We should consider dumping the Prussoian Province from the dole, both militarily and civilian, in order to stabilize prices. Barring this, an extension of the lex Floria to punish stockpiling of and speculation on grain could amend the issue, but this would need to be brought to the cartels.
Council of Foreign Entities
Our current interests in Dunwik are salvageable with all factions if we so choose. Don victory was ideal, but a potential match with a monarchical figure could be perhaps more profitable. The Techno-Orangists are the likely victor to approach. Will continue to update your office as the conflict continues.
Status quo in all relevant Ringsea and Placidian nations.
Council of Arms
We need to decide on a new General Commander in Dunwik. I have sent several men already who can be elevated at your command. Alexander Marcum, Grand Duke of Mesica, has served honorably in several recent conflicts as a cavalry commander. He is close to the emperor personally and may be of some use in keeping him in line. He does request more legions sent to the region to attempt a landing behind enemy lines. Troius Nautos the Elder is another contender for the position, and is confident that careful defensive measures will reduce the need for more volunteers.
Further issues lie in the “private volunteers” who are following the orders of the emperor. Should we detain these men?

Consul, the situation in the provinces is nothing short of dire. The Greeks seek a child of the Imperial family as their ward, citing their officially recognized primacy among the provinces. Great care need be taken not to disturb their loyalties, as they are vital to the maintenance of Divinian security.
The Estrarian provincial legislature is similarly vexing, and have been found making overtures toward “separation” from the Imperial fold. No official gestures have been made, but notable members of the urban poor have been causing difficulties in the distribution of the dole. Increasing numbers of the poor in the countryside have been converging on the cities, despite efforts to set up latifundia in the region.
Progress has been made in Mesica and Yehud in maintaining order. Despite the foreignness, I have received reports of positive integration. We may look to officially recognizing Yehud as a province in the coming years.
Finally, there is a notable bipartisan split among senators in the Imperial Senate. Even with the outlawing of political parties, members and those seeking election have found ways around the issue. I worry we will have to surrender to voting blocs of one color or another unless the issue is addressed. The war, the state of imperial authority, and the upcoming consular elections are the primary issues. It is worth noting that without the Emperor present, one consular seat (yours) will remain unfilled.
