Dear Brother,
I am writing to you in hopes of resolving our mutual quarrel with his Holiness, the Pope of Avia. Having met the forces of the intransigent bishop and thoroughly put his dreams of the militant church to bed, I have endeavored to treat with the unruly college on matters I believe are of importance to us both. I offer to you, the current draft of the concordat that I pray will offer lasting peace and bring your people into the grace of God.

Article I: The Universal, Catholic, and Apostolic religion will be freely practiced in Divinium and Sadalen, and all their constituent territories and holdings, in accordance with the Rite of their historic See. Its worship will be public, and in conformity with legal and judicial regulations deemed necessary by their governments for the maintenance of public peace.
Article II: The Holy See shall authorize, in cooperation with the government of said land, the Gothic See to establish new diocese within her jurisdiction.
Article III: His Holiness will, with prudence, allow the appointment of Metropolitans and Archbishops within the Divinian and Sadaler lands by their respective governments or other legitimate clerical bodies, and subsequently confer canonical institution where appropriate or disapprove of appointments where appropriate.
Article IV: All clergy will be required to swear an
oath of loyalty to the Divinian and Sadaler governments when operating within these states in their normal clerical positions.
Article V: Divinian and Sadaler officials shall, in implementing the duties of their office, not be beholden to the Holy See for actions implemented by the state with which they do not agree. Any official so implementing policies that are not in full alignment with the Catholic Church will be allowed to make a protest apart, via written and sealed confession or by that same sacrament. Officials so following this standard shall therefore be considered free from these sins, with exception to actions which are intended to cause direct harm to the Church or her people.
Article VI: His Holiness, in the interest of peace and the happy re-establishment of the Catholic religion, declares that neither he nor his successors will disturb in any manner those who have acquired alienated ecclesiastical possessions, and that as a result the ownership of these possessions, the rights and the revenues that attach to them will remain in their possession or in that of their legal successors.
Article VII: The Government will assure a fitting maintenance for the bishops and the curates whose dioceses and parishes.
Article VIII: His Holiness recognizes the current Hauhkuno and Imperator as the rightful rulers of their respective realms in the eyes of God and his Church.
Article IX: The proper language of mass shall be preserved as the Latin of the Divinian Church, with exception made for the readings and Homily, for the better education of the masses.
