Every 5 years, each province elects a military-governor, who serves as both the province's administrator/governor, and a member of the council. The military-governor that represents the province must also have been born in that province, or lived there for a period of 10 years. The military-governor must be of sufficient rank, but can be from any branch of the overall military.
When a new leader is needed, the council votes to elect the sovereign; the sovereign must be or have been a member of the council, but upon being granted this title and position, is no longer a member of it. In the case that he was a current member at the time of being elected sovereign, a new vote is held in the province that requires a replacement military-governor.
At any time, if at least half of the council members vote to do so, the sovereign may be taken down from his position. As the members of the council are voted in or out by the provinces every 5 years, this theoretically prevents the sovereign from establishing a dictatorship through political means.
However, it should be noted that because each council member is a military-governor of their province, and hold power in their respective branch of the military, any attempt at a practical dictatorship by the sovereign without their support, would likely be met with a coup or civil war.

With roughly half of the nation within a subarctic climate, bordering a full arctic climate to it's south, it is no wonder that the cold weather and harsh landscape have shaped Traxian culture. Through time, Traxians have come to believe that neither good nor hard times last forever, and that continuing forward is the only way to preserve what they have.
It is no surprise, then, that they have earned a reputation of endurance and persistence, but also of pessimism.
Tying into this, a military mindset has managed to work it's way into the history and culture of Traxia; for as there is the danger of harsh winters, so too is there the threat of enemies who would see to their downfall upon the first opportunity.
