The Spirit Guided Horned-ones (Yen-Gabra-Hore-Lubesy), otherwise known as the Spirit Horns (Gabra-Lubes) confederation, is a settled and agrarian society consisting of allied city states within the flatlands populated by Goat-men (Gabra) under the authority of a hidden mountain bound theocracy of bird-men (Lubes).

Gabraians
Divided between 10 city states (4 mining and manufacturing cities close to the mountains and 6 farming and commerce cities on the rivers) with a population of around 20 to 40 000 each, the Gabraians are a race of stout goat headed and hoofed humanoids. Although initially a war-like nomad culture, most of their population has settled into walled cities due to the "falling of the sky Spirits" an event commonly depicted in myth as the first encounter with the Lubesians and the technological and cultural exchange that came from it. This cultural, technological and religious enlightenment led to a total restructuring of Gabraian society and culture. This new way of life now considered the norm still has many detractors on the fringes of the city states. As Such Gabraian society is split between settled peoples and semi nomadic tribes of herdsmen and farmers.
Society and politics
The Gabraian nomads on the fringes organize their tribes democratically by electing a headsmen who would lead the warriors and an "earth-keeper" who would organize the tribe and observe religious rituals. This mode of gouvernance was then adopted and implemented within the city states. On the lowest level each city district elects a "méoir" who will then represent his district in an assembly named the "Méoiry Concordat". This assembly can then propose legislation to the "Lube-ensin Council '', a council elected by the great prophet families who interpreted the words of the Lubesians and guided the Gabrians to the founding sites of the cities. Seeing as they are also the greatest land owners there are often tensions between them and the "Méory Concordat '' who are elected by mostly commoners. It also falls to the Council to elect a "Spirit reader" who will be allowed to communicate with the small Lubesian monasteries within the mountains and relay the wishes of the high ones to the cities. This gives the council the material from which they decide the "divine mandates" of the sky spirits. These mandates surpass the common law decided and enforced by the Méoir who must subject any and all legislation to the council to ensure it does not go against any heavenly mandates. In addition to this in case of military threat, each Méoir must raise à militia from his district and become it's lieutenant at which point he falls under the command of a "Gabra-yro" or "Iron Horn'' elected by the council to lead the city's army. The Gabraian nomads are then forcibly conscripted into these armies as auxiliaries as they are not seen as citizens but subjects of the cities seeing are mostly religious outcasts.
Religion
The rift in Gabrarian society is not really between settled and nomadic peoples but between followers of different faiths. While the semi nomadic herdsmen believe in "Gaïen de Ear" (or "the living earth") the city states believe in the "Lube Our Allir" or "the Sky God's Call".
"Gaïen de Ear" (or "the living earth") : the followers of this faith believe that communion and good treatment of the earth and its bounty is the only proper way to live. Since they came from the earth and were made of its dirt they cannot spurn this gift of life by turning their backs on their collective mother. This honoring of the earth is done with regular prayers and animal sacrifices for good farming and good animal husbandry. Mother earth and its many spirits, each as small as a grain of dirt, demands particular sacrifice however. The animals sacrificed to the mother must first graze upon a burial mound (a place where clans congregate to bury their dead and do their rites) to take the souls of those who could not be returned to the earth and then be bled into a hole where their corpse is then buried. For human sacrifices (like prisoners from tribal conflicts or wars) they must be buried alive so that their soul may pass entirely. With these sacrifices the "earth keepers" gain their mystical powers, capable of controlling herds of animals on a whim, make crops grow twice or thrice as fast and to manipulate the earth in general. It is said that of the great elementals who created this world, few remain after the great massacres of the "feathered devils" but enough still live beneath the earth to give power to their faithfull.

They came to believe that the earth and elemental children in their immense and senseless cruelty had spurned them from birth, condemning them to a life of hardship and wandering. This pitiful existence at the whim of nature was stopped by the arrival of the envoys of the "Lube Allir'' or "Sky god". As they struck down mother earth's children side by side with these "Sky spirits" they scorned her forever more. And so to protect them from her wrath the Sky spirits gave all the tools of protection they could ever need. Where there was only brittle Bronze and hide huts, the Sky spirits brought sturdy iron and solid stone, where there was infighting and warfare the sky spirits brought newly found devotion and unity given to them and brought about by their aid. And so now behind walls of stone, farming fields with tools of iron, the Sky spirits decree runs supreme so that the prosperity brought against the savage earth's wishes may still stand.
Racial Traits
Green Horn spirit : Due to supposedly being originally created as “children of mud” by elementals the Gabraians seem to be naturally talented with anything related to earth. From animal husbandry to farming, an almost instinctual understanding of these concepts is shared across all tribes. Although this tradition seems to be slowly lost among the Gabraian city folk in the mining towns, it still exists and is very much kept alive among the semi nomads and farming city states.
Bullish Disposition : Gabraian history is rife with family feuds and bloody wars started over harsh words and even harsher retribution. The primary response to any confrontation in Gabraian society seems to be violence or at the very least extreme aggression. This general disposition, although not ideal for a stable society, makes Gabraians savage warriors when angered, which is not hard to do. In the city states, political institution, codes of conduct and hard rules around dueling somewhat guarantee that this usually bloody disposition is kept to shouting matches, regular brawls and occasional duels instead of constant city wide riots.
Natural Kinship : In order to survive the harsh environments around them, Gabraians learned to create tight knit communities very quickly. This societal reflex is a blessing and a curse, permitting Gabraians to create loyal communities extremely quickly, making betrayal and dishonesty very rare but on the other hand these associations set the groundwork for the conflict between these loyal communities brought about by their bullish disposition.

Assembled within their island city and the surrounding mountain monastaries, protected by various mountain ranges as well as a massive lake, the Lubesians are a people with a bird-like and reptilian appearance. Having a bird shaped head with a small jagged beak and great wings on their back, they also share many feature with reptiles such as iguana-like scales. About 90 000 actually live within the great Island City while the remaining 30 000 live within various monasteries along the mountain Peaks surrounding the great lake which itself surrounds the island. The city and the island it sits on are said to both be from an enormous meteorite which struck the mountain range and made the lake. both the city and the island are said to have been carved from this Great White rock, it is also said the first Lubeisans came from this great meteorite which they call ”the first egg”.

Lubesians society is built around a constant race for knowledge as knowledge is quite literally power. indeed Lubesian hierarchy is based on the knowledge and generally seniority of the individual. positions are not appointed based on blood or merit but debate, wit and intellect. During what they call the “war of words” all static appointments and offices are seasonally up for grabs. If you can prove yourself intellectually superior to your opponent you can then take up the office.

Insatiable Curiosity : Lubesians are naturally skilled scholars, they are constantly curious about the world around them, maintaning this childlike quality all their lives, maturity only means being able to focus this energy into a hyperfixation they will then intensly study all their lives. The oldest and wisest of the lubesians however come back full circle to a general curiosity as their massive knowledge allows them to refocus their studious energy however they wish, whenever they wish.
Spirit Blood : Lubesians seem to have a natural inclination towards magic, more specifically manipulating the air around them as well as other natural elements save for the earth itself. At first this may mean the hatchling is capable of producing a gust of air Or any small spell but as they study and fixate on the element of choice what they can then do with this element is more complex. apart from small spells used in everyday life most powerful elemental magic is not cast by a single individual or with only the mind. intimate knowledge of spell books and techniques discovered by their ancestors as well as sacrifice of blood, specifically their blood. it indeed seems like magic is in itself contained within Lubesian blood and it is thus a vital component in casting powerful spells.
