After the... interesting negotiations of the Treaty of St Helena, the representatives of Sheen believed that a more central meeting place would be far more ideal, preferably in a neutral state like their own, as such the Sheenish representatives sent out the following letter:
"Your Excellency,
As it has come clear, there is a need for a more centralised method of conducting diplomacy than is currently done, as such it is in our belief that our fine City of Sheen should be host to a district where all diplomats can quickly and easily convene with one another to discuss matters in hours, not weeks time. We have an area near Alliance Park ready for development into such a Diplomatic district, and we would make sure that any and all diplomats would be kept safe while they are within the district, free to follow within their allocated buildings for their nation the laws of their land.
I hope you will agree with us that this is in everyone's best interests.

Having received the letter, Hairas Haimfaths decided that he did not particularly need to consult his cousin over this. He simply ordered a junior minister be sent to this meeting place with a couple of staffers, issuing them a two-hundred Thaler yearly allowance.
With that done, he went back to overlooking reports from the Raikhsharjis. Apparently they had decided to break-away from the Raikhsgamotjing.
