Royal Decrees of his majesty King Ludwig Cransnikov
Date: August 4th 1919
Devolution of Royal Authority. By the grace of His Royal majesty the kingdoms of Saxony, Juteland, Heel, Lombardy, and Frisia are hereby reorganized into Earldoms. These Earldoms shall be administered by Earls appointed by the Tholish king. Each Earl is to be granted full executive authority over his Earldom and shall be held responsible for the judicial, legislative, financial administrative, and military affairs of his Earldom. Earls are granted the right to raise and organize their Earldom's Hird.
Each Earl may at his digression reform and restructure the governments of their respective Earldoms, so long as these reforms promote the common good of the Earldom and do not defy the laws of God. Earls may voluntarily limit their own powers and surrender authority to offices within their Earldoms. Subsequent Earls are beholden to the limitations placed on their powers enacted by previous earls and may only be exempted from them by royal assent.
Each Earl's authority is solely derived from his position as a representative of the king. Should he abuse his position or lose the king's favor for any reason the King reserves the right to remove the Earl from office. All powers granted to Earl likewise exist only the King's grace and may be removed or changed at the King's digression.
Military Restructuring As previously stated, the organization, funding, and command of the Royal Hird has been granted to the Earls and as such the unified Royal Hird is hereafter abolished. Furthermore, His Majesty's Army is to be downsized to 500,000 men by 1930. To facilitate this, arrangements have been made to education and employ soldiers in the civilian sector as well as see to the early retirement of certain officers.
The construction of N3 and G3 class battleships and battle cruisers are to cease immediately. Furthermore, the navy is to begin downsizing until 1930 at which time the fleet should be composed of: 6 Battleships, 8 Aircraft carriers, 2 heavy cruisers, 16 light cruisers, and 55 destroyers. Furthermore, infantry forces under the Navy's command are to be split off to form the Royal Marine which shall exist as a subordinate organization under the navy. The Marine is to number 40,000 men by 1930.
The Royal Airforce is to form a force of air infantry which shall number 40,000 men by 1930.

Saxony
Hathagat Gaut wasn't certain of what to make of his promotion. It was an honor, certainly; however, it did not take a genius to understand that this all was a sign of far greater issues in the realm. The greater realm aside, he understood well that Saxony was in a precarious position. While the mountains guarded Saxony's north, the Jutes posed no threats to the east, and the Tholes stood as a faithful bulwark in the south, the east was another matter entirely.
Even dismissing the refugees for a moment, Lauria was a tinder box waiting to erupt. The Eastern whores had armed and guarded the devils who tore out poor King Ludwig's soft heart. It is only a matter of time before those devils feel bold enough to strike Saxony while hiding behind the dog suckers. And the remnants of that great crime... what can be done for the faithful Laurians? 3 million people is far beyond what Saxony can support on her own even when times were better and times are... certainly not better.
As it stands, the message from Maxinberg is clear. Saxony will need to greatly shrink the Hird and balance her books because little money can be expected to flow from the capital. Of course, Saxony cannot be fully disbanded as the east will need to be strengthened. As for the loyalist Laurians... perhaps the other states would be willing to accept some of them? Perhaps our brothers to the north and east could provide succor? It is a long shot, however, what can Saxony lose? Her pride was stolen away by the eastern curs. Hathagat will need to write some letters.
Juteland
Swithun Faulkner could hardly contain his excitement as he traveled through his new estate to the office that awaited him. While he was of noble blood, it was regretfully quite young blood gained from service in the Moderali war. His prospects in the court were low, but as we walks through the admittedly relatively modest villa of his Earldom he can't help but feel the king was watching his faithful service in Ostrea and Lauria far more closely than he dared hope.
Finally reaching the office and taking a seat at the desk laden with petitioning letters, Swithun resolved to get to work immediately to not disappoint his king. Open the first he began to read it in full:
Putting the letter down, Swithun decided to shelve that incident and instead look over a more reasonable request. Opening the next letter on his desk he began to skim it.
Chucking at his poor luck in picking what are obviously the least reasonable letters sent to him, Swithun took a look at another letter hoping for a more reasonable proposal.
Putting down the letter, the reality of his position slowly dawned on Swithun. 'Surely this is just a test', he reasons as he reluctantly gets to work. Surely the king is testing his devotion and will reward him for his faithfulness.
