On the first of November, 1918, Rybakar announced that due to a lack of conclusive evidence or leads the case to find out who collaborated with the Kumarkatch terrorists had been closed after one year of operation and that elections for the empty seats were finally being held. She also addressed the growing worries that West Thosel Cransconia hadn't yet responded to the declaration of independence and said that hopefully the opening of the elections would help ease Tholish worries about her being involved in the terrorist attack, as unlikely as that may be.
Elections would begin for the Metropolitan seats over the coming months, besides Mercia which is already held by Rybakar as the Patriarch. After that the extra seats would be voted for as well. Finally a representative would be sent to the Reservations as it has been deemed that election of the Rav'Tzadik should be done by them and not by the few remaining tribal pagans in New Respite proper, nor by any Neo-Pagan revival efforts that have been growing steadily in recent years.
However, as the announcement came to a close Rybakar announced that for the first time since the First Grand Council, some 180 years ago, the common people would get to vote as well. The criteria for charalers to be eligible to vote were laid out as being over the age of 16, being a current citizen of New Respite, have completed full basic education in a church of New Respite and to neither be a felon nor currently serving time for a more minor sentence. She then laid out how the commoners would vote, as they cannot partake in the selection of candidates they will instead only be able to vote on which of those candidates shall get the seat, and due to how many of them there are, a priests vote shall count for 100 of a commoners votes and 50 of a highly educated commoners vote. Highly educated commoners are those who have passed a high degree of education in Wryhtabyrhis University or those who are Rebbes or Rabbis who have been qualified for the teaching of basic and advanced education. Finally, the special seats shall be voted on by priests exclusively, Rybakar states she wishes she could extend the new common rights she has just granted the charalers to these positions as well but the currently system of electing those seats would not allow for it to be integrated easily.
The first election is to be held in Guthanbir on the 10th of November, the priesthood of Guthanbir has until that time to present themselves as candidates and garner support among their peers and populace.

Caudia must be industrialised to stand against W.T.C. and other colonial powers and the army must be made competent. The adoption of foreign concepts of industry, rationality, and society should be pushed for to allow New Respite throw away those things which have allowed it to fall so far behind. New Respite should distance itself from where it is and seek to nurture an image of being from the Ringsea, so as to present a respectable face to the world and begin the mission of civilising its neighbours. The frontiers must be secured and the departure from or entry to the country must be restricted, so as to avoid foreign spies and a loss of vital thinkers. The current government led by Rybakar should be further cemented and allowed to formalise, as it has protected New Respite and brought it out from under the Tholish yoke.

I ask for a candidate that supports the following:
Internationalism: Relationships must be forged with nations near and far in order to safeguard the independence of the country. For as long as New Respite remains diplomatically isolated it is vulnerable to attack.
Integration: Efforts must be made to integrate the Midal-Volker into the state proper. While they remain an unintegrated backwater, no matter how harmless they may be now, they remain an unacceptable potential source of instability. We must also begin to form the polises into new metropoleis, and begin converting the heathens of the reservations; though their wildly different economic policies make it unrealistic to integrate them properly for now.
Economic Reform: While all property is legally owned by all the clergy, the situaiton on the ground is vastly different, with local priest councils being the true authority, and increasing participation by the common folk. The law must be reformed to reflect these realities.
Land Reform: While numerous businesses are now owned by allosnoma (non-priests), the land on which their businesses lie is not. This places unnecessary restrictions on their operations and expansion. Perhaps it is time to grant these individuals these lands for them alone so that they may operate however they wish. After all, they were given the position due to their expertise, so why not leave the experts in overall control.
Representation: For almost the entire history of New Respite the priests have been the sole institution with political and economic power. However, this reality is beginning to change. With the increasing number of allosnoma running businesses, their power and influence has begun to grow. We should integrate them into local governments in order to preempt their desires rather than wait till it is too late.

I ask for a candidate that supports the following:
- Opening New Respite to further foreign investments. While the system current allows for investments by foreign nations, it is difficult and confusing for private citizens and companies to deal with the realities of attempting to enter the Caudian market. Increasing the ease of doing business will increase New Respite's integration with the International Community.
- Pro Capitalistic Economic Reform. Currently Caudia is full of Commie Priests, we should look to the greatest man to ever live, Dyson Yerkes, for inspiration and copy his methods to become successful, perhaps we may even buy a nation.
- Cutural Reform. The reality is that the Charalers know better than the Clergy on what the nation needs, and while the current electoral reform to enfranchise them has been a step in the right direction, the Clergy must cede more power to the commoners for New Respite to truly become a beacon of modernity and liberal thought.

Due to the complexity and bureaucracy faced by this election, as well as the the fact each seat had to be elected on its own in order so no seats were voted on simultaneously, the election that started in 1918 almost lasted into 1920. However on the 19th of October 1919 the elections were finally finished and the new Holy Council was able to meet in full for the first time. The election saw a reclaiming of the majority of seats by The Holy Fellowship of Saul of Tarsus, the Brotherhood of Tarsus and the Church of the First Apostle as well as the first non-special seat controlled by a member of the Repentant Order of the Iscariot's Men. However The Virtuous Sorority of the Virgin Mother, the Virginial Church of Caudia retained control of several regional seats and controls all special seats besides those elected outside of church borders (The Royal Observer and the Treacher).

Unlike the democracies of the Ring and Wolf seas, church affiliation doesn't generally correlate to political ideology or policy, besides for the Repentant Order of the Iscariot's Men who, by their practices and religious stance, attract those with similar political stances to begin with. As such a breakdown of the most dominant policies is as follows:
Militarism - Most members of the Holy Council support the military with a significant minority wanting to reduce the size of the army specifically, only one councillor, Matwou þa Briton, wishes to defund the army almost entirely outside of the officer corps.
International Relations - A large minority (almost half) of councillors want to expand economic ties with foreign powers, with another smaller amount wanting to extend diplomatic ties, collectively they have a large plurality against those who wish to return to the previous closed system. Only one councillor, Matwou þa Briton seeks to go back under WTC sovereignty.
Economic Reform - While there is a significant minority of councillors who wish to extend economic reform to allow for currency to be more widely used for intra-national trade, they do not have the majority and as such it seems currency will be limited to international trade for the time being. There are also a small group of councillors who wish to significantly close trade with outside nations to focus on production at home or in New Respite's sphere of influence.
Property Reform - Nearly all councillors support a move away from the old way of property management in favour of allowing some Charalers own private land, the current debate is not on if property reform will happen but what it will entail and what sorts of property will be allowed. Currently the major sides are the Capitalists and the Industrialists, Capitalists are focused on supporting reform to aid private citizens own their own housing and farmlands, Industrialists are focused on giving those Allosnoma who already run factories for the church the ability to own said factories. There are also a small sect of Reformists who wish to push both reforms through the council. Finally there is one councillor who wishes to stick to the current system, Aishgrav Graivbirog.
Political Reform - Despite the initial uproar over Rybakar allowing charalers to vote in this election, the results have actually pleased many in the church and a push for more suffrage holds a majority in the council. Around half the councillors support an increase in suffrage for the charalers with another third wishing to stick to the current status quo set out in this election. The remainder are a small group who wishes to increase power not to the charalers or even the wider clergy but to Patriarch Rybakar herself, although Rybakar is not among them as she wishes to extend suffrage instead.
The Midal-Volker Issue - The relatives of the Caudian people, the Midal-Volker, have long been a contentious issue in the Holy Council, but with tensions starting to simmer down after their time both as vassals of WTC, calls for proper integration have spread. Such views are shared by the Midal-Volker themselves however the exact way this integration will occur is currently rather opposed between the groups. Most councillors who call for integration wish to make the Midal-Volker akin to the Reservations and New Judea, a separate autonomous entity that is part of a larger sphere of influence with some powers delegated to the Holy Council, meanwhile other councillors and the Midal-Volker monarchy itself wishes to simply reinstate the monarch as the head of the Caudian Nation-State, although the councillors wish this to be a symbolic position whereas the Thenglings wish it to be a regnant one.
The Issue of the Polises - Along the shores of West Caudia there are some larger towns that have rather rapidly sprung up around navy controlled shipping ports for the reservations. These so called Polises are mostly inhabited by Greek settlers from New Respite and are quite distinct from their Native neighbours. As such they have already been considered a separate entity unofficially for quite some time, however the new council has a majority of councillors wishing to fully integrate these Polises as part of New Respite itself. Some wish to make them into an autonomous entity like the Reservations but they hold a rather small position in the council. The main issue for those supporting full integration is the fact that New Respite's political system is fundamentally tied to the power of their Christian Church, but most settlers in the Polises are apostates who have converted to newly made forms of Heathenry, revivals of the long dead pagan faiths of the Classical age. To integrate them into New Respite system would be to acknowledge these heretical covens as churches in their own right, something very few priests would support at the current moment.
