On the 1st of January, 1918, this declaration was issued by the Chadash-Sanhedrin or Holy Council of New Respite. It was both broadcast on all Caudian and Kumarkatchian radio stations from 12pm to 1pm Mercian time as well as sent via telegram to the office of King Ludwig Cransnikov of West-Thosel-Cransconia, and to the office of Milka Elisheva Bat-Simmon of New Judea.
"We, the people of New Respite, declare that we shall be henceforth a sovereign nation and that we are no longer under the suzerainty of West-Thosel-Cransconia. Due to the crisis in Lauria, as well as attacks on our own leadership at home, we deem this an appropriate time to distance ourselves from the matters of the Ringsea and focus instead on the homefront.
Should the crown and government of West-Thosel-Cransconia choose to recognise our new sovereignty and independence we are willing to grant them a 15 year preferential export treaty in regards to grain, canned fruits and meat, alcoholic beverages and other non-perishable foodstuffs, as to grant them time to adapt and plan for the potential lack of food supply from our plentiful farmlands.
We do not wish for rivalry nor animosity with West-Thosel-Cransconia, nor from our brother race of the Tholes, but should the crown not wish to recognise our rightful sovereignty we will have no choice but to pursue other allies in the potential, but regrettable future, where our once kindred peoples should come to arms against each other. While we wish to be friends with our neighbours and are willing to turn the other cheek in certain matters, we must still protect our people in times of war.
It is the view of this council, diminished as it is, that the peoples of both Caudia and Kumarkatch should have the right to determine our own future, even if it should draw us farther away from our siblings. I understand this course may be unpopular among some, including my predecessor, but I truly believe it is the right and just thing to do in these circumstances.
While this message will only be directly be relayed to the citizens of Caudia and Kumarkatch, as well as to the sovereigns of West-Thosel-Cransconia and New Judea, we also seek recognition from the international community at large and will gladly accept friendly relations with any nation who should grant us such a wish. While we may long to determine our own future, that does not mean we cannot help other's with theirs, in hopes that the world may grow better and brighter with all its people's joined in comradery and merriment.
