In order to seek a more secure future in what the Emperor of Divinium has called the “Era of Tranquility”, several declarations and requests have been made by the Senate and People of Divinium
I The Imperium Divinium formally requests recognition of her withdrawal from all defensive and military obligations of the Hansa. She will maintain and uphold all economic and diplomatic requirements as listed within the chartering documents.
II. The Imperium Divinium formally enters into deposit her withdrawal from the Latin League, with copies of her deposit being immediately delivered into the hands of the delegates of the League nations. In light of their special relationship with these states, ambassadors of former Latin League states may still retain their offices and housing in Latium. As Dictator of the League, the final act of Emperor Florin is to declare this League officially dissolved.
III. The Senate and People of Divinum declare all military and defensive pacts with other sovereign states to hereby be dissolved, with exception to the League of Armed Neutrality, should the rightful government of the Associated Cities of Sheen deem it agreeable.
IV. The Imperium Divinium seeks multilateral recognition of her declared neutrality, as defined below:
1. The Imperium Divinium shall remain impartial to any and all belligerents during times of war, baring a situation in which she must defend herself from agression.
2. Defending Divinian shipping, territory, or citizens from attack does not revoke Divinian neutrality.
3. Divinium maintains the right to trade civilian goods to all belligerents during periods of conflict and will defend this trade accordingly.
4. Military goods will be impartially traded to all belligerent states, and are subject to search and interception by belligerent states. Should a belligerent vessel intercept military goods in transport, they are not to be taken as prize, but returned to Divinium or bought. Divinium will respect routing of vessels containing military goods during times of conflict impartially, but may defend these goods and vessels from acts of aggression that do not adhere to the above criteria. Divinian vessles containing military goods that do not accept search or routing may be taken as prize of war, though personnel are to be returned to Divinium at the conclusion of hostilities at the latest, and may not be held as prisoner of war, contraband, or labor.
5. No soliciting of volunteers for foreign military service will be allowed in Divinium, though Divinians may leave the state and volunteer elsewhere under the banner of a belligerent.
6. Belligerent vessels may refuel or layover in Divinian ports for a period of 48 hours under the protection of Divinian neutrality before being sent away. Military vessels in port pest this time are to be held as contraband for the duration of the war. Exception is made for vessels who are not seaworthy. Vessels of all belligerents deemed not seaworthy may remain in port until 24 hours after repairs are made, after which time they must leave or be declared contraband.
7. Belligerents and their material desiring to pass through Divinian territory will be allowed under the condition that they be disarmed during the duration, and agree to follow Divinian civil law. Breaking said law will forfeit the rights of belligerent personnel to be extradited to the nation to which they claim citizenship. If so asked by the appropriate powers, Divinium must divulge any information it has on belligerent troops and material within her territory.
8. Divinium reserves the right to inter any troops of belligerents found breaking the above agreement, but has no requirement to return escaped prisoners of war or refugees.
9. Divinium will not supply any communications through her nation for any belligerent.
10. A prize ship captured in Neutral Divinian waters by a belligerent must be given to Divinium, who must intern her crew.
11. Divinium may be called upon for peacekeeping missions.
12. Divinium reserves the right to engage in colonial ventures into uncivilized nations or states which presently do not have governments recognized by a foreign power. Should questions arise as to the status of a people as sovereign, Divinium will seek arbitration by neutral parties.
