It had been a year since the Proroguement of the Common Council and Emergency Powers had been taken up by the Alliance Court, and Harvey was livid, he found himself in power on paper alone, incapable of doing anything to help assist with the rebuilding of his country as the Alliance Court continued to refuse to end the emergency measures. He decided that it was finally time to act, things were looking up, the Bankside was well on it's way to being in good repair, and in his opinion, the Court were just too out of touch with the people, who were unlikely to want to remain under the current regime of barely surviving to their next meal. And thus, he picked up his phone;
"I would like to make a call to Mr Roger Wood, number OC-2985"
After a few seconds, the phone call was connected.
"Mr Speaker, it's Harvey, I need you to call a meeting of the Common Council, I believe it is time we get back to business"

"What in God's Green Earth! Did we approve the end of the Council's Proroguement? Did we even discuss it?" Marston snuffled angrily, fuming from the surprise news that arrived via telegram of the Council's meeting.
"As far as can be told, they have met without the express permission to do so." Replied an Alderman from the opposite side of the chamber.
"So it is an illegal meeting then?" quipped another Alderman.
"That'd be... well this situation is not actually written clearly within the law surrounding proroguement, It does not even say if sole power to restore the Common Council lies in the Court or if it can even be restored by the individiual cities, or even if we can do so without the consent of the City Councils." replied the first Alderman
"Dear God, so we have no legal back beside our own selves if we are to stop Harvey" Sniffled Marston, "What were they debating anyway?"
"Well... according to the telegram from the Speaker of the Common Council... they spent the last 17 hours debating the tax status of foreigners within the Association and the Empire and how we should handle any possible double taxation... and simply decided to not tax foreigners in the Association." replied once more the first Alderman.
And with that, Marston stormed out with one man in his sights, Jon Harvey.

As Summer became winter, and 1917 became 1918, the issue remained static, with the Common Council illegally operating and the Alliance Court refusing to recognise their bills as lawful, that was until the Laurian Government arrived and plead to not be extradited. With the Council protesting as usual outside, a diplomatic fiasco almost occurred when a tholish diplomat asked Marston why the people outside cared so much about the Laurian Question. Marston realised something had to be done.
"I would like to make a call to Mr Jonathan Harvey, number TG-1489."
In a minute, the call was connected.
"Mr Harvey, It's Marston, meet me at the Coffee House across from the Guildhall, let's sort things out."

In the Café, the two men met and discussed at great lengths their differences of opinion and tried to come to an agreement, however at the end of the day, they still could not agree about what to do with the laws the Common Council attempted to pass while prorogued, with Marston holding steadfast that they were illegal and should not be upheld, and Harvey refused to budge from his position.
Later that night however, Marston recieved a call;
"Apologies for the late call Mr Marston, it's Mr Harvey." "No worries Jonathan, what would you like to discuss?" "I am willing to concede the laws if you end the proroguement. It's about time we get back to normal." "I am glad we can come to an agreement. Tomorrow I will have the Council end the proroguement."
The next day, on 3rd Snaiwaz, 1212 the proroguement finally ended.
