The Republic of Heel is an Representative Presidential Republic mostly made up of former Prisoners from Sadalen which miraculously took over the colony without Sadalen caring at least thats the official story. They are now fully independent

Council of Heel: The voter has two votes. The federal election system distinguishes between 'first' and 'second' votes, they are equally importand.
First vote
The first vote allows the elector to vote for a direct candidate of their constituency, who applies for a direct mandate in the Council. The candidate who receives most of the votes gets the mandate. If the vote results in a tie, the lot drawn by the leader of the regional election is decisive. In this case, the votes for the other candidates are invalid. The primary function of the first vote is to personalize the election. As there are 299 constituencies at the moment, the same number of mandates in the Council are distributed to the elected candidates in each district. However, the first vote does not determine the power of the parties in the Council. For each direct mandate in a Bundesland the party always receives one mandate less from the second vote.
The size and the geographical shape of the electoral constituencies are revised by an electoral committee appointed by Heels Head of State. The final decision is made by the Council of Heel and can be found in an attachment to the federal electoral law.
Second vote
For the distribution of seats in the Council of Heel, the second vote is more important than the first vote. This second vote allows the elector to vote for a party whose candidates are put together on the regional electoral list. Based on the proportion of second votes, the 598 mandates are distributed to the parties who have achieved at least 5 percent of valid second votes (i.e. reached the electoral threshold). The distribution of Seats is done by the Webster Method.
The proportion of seats a party gets in the Council approximately equates to the percentage of votes the party gets in the election. Discrepancies result from overhang and the electoral threshold. According to §6, para. 1, clause 2 of the Federal Election Law the electors' second votes are not accounted for if those electors give their first votes to a successful and autonomous direct candidate (a candidate who is not nominated by a party). This rule is designed to prevent a double influence on the composition of the Council.
The Council of Heel makes laws that have to be ratified by the Princess of Heel.
Princes of Heel: The Princes of Heel get appointed by the head of state and act as Ministers. And have to ratify all laws.
Supreme Chancellor of Heel: The King of Heel is the head of state and gets voted by the Council of Heel every 8 years. He has Control over the nations External Affairs and the general direction of Internal Affairs. He can Propose Laws but not ratify them. He has to Ratify changes in the Constitution.
The different Citys and villages all elect their own Mayor in locally managed Systems. Those have to by ratified by the Head of State.
The Capital is Heels spike At the Southern most tip of the peninsula. It is a forteress City with high walls and big Shipyards. Other Major Citys include the Teutenburgerhafen on the Island of Teutenburg, it is a major Trade hub and Navy outpost and teh island is rich in minnerals due to being an old volcano. The City of Karlovačko at the Strait of Dragkona. A fortress City with an big Trade Harbour and Staging place of most of the Nations Pirates. And Sachsenbauernfels a city in the north and Trade hub between Sadalen and Heel, strategically placed between two mountain ranges and the only major inland City, most of the east coast is cliffs and small fishing villages. the Inland is mostly planes or hills with a few Minerals rich volcanos dotted around.
The biggest Military strength of the Nation lies in its navy which though not well suited for the open oceans is composed of some of the fastest small to medium ships on the planet as well as submarines both armed with the devastating invention of Heel scientist Erhard Weißhut the so called Weißhut Torpedo. An heavy explosive traveling under water propelled by an Compressed air and internal combustion. The weapon is designed to destroy Medium and Big sized Ships in just a few strikes. He is currently working on ways to improve his design.
