Duchy of Borealis
Flag:
Flag Symbolism: The flower is the Mountain Avens, a common flower throughout most of Borealis, including the islands. The Green represents the dense coniferous forests around the mountainous north, and the Gold represents both the wheat fields and sands of the southern provinces in summer.
Borealan Day: January 16th
Motto: Fortes Fortuna Adiuvat (Fortune Favors the Bold)
Demonym: Borealan (Bor-e-al-an)
Population: 3,753,143 (1907 Census)
Ethnic Breakdown:
Rodinian: 52%
Dividian: 31%
Moderali: 11%
Dunwikki: 5%
Other: 1%
Capital: Cape Providence (~1,267,000)
Other “Major” Cities: Blackriver (~135,000), Catherine Falls(~121,000), Rockwell (~73,000), Rynn’s Pass (~40,000)
Head of State: Archduke Marcus I
A man of questionable competency, Marcus I was willing to accept the duties required by the Imperial Crown. Many do not see the need for such a crown over the heads of Borealans, but it was a treaty signed in peace, and they saw themselves unfit for war. His wife, Aurelia I, has recently announced her pregnancy with their first child, who is currently of unknown gender, but she has still helped put herself in good graces with the people, at least more so than Marcus, who can’t solidify where his summer palace shall be constructed.
Head of Gov’t: Secretary of the Territory Charles Winters
Winters was a former captain of the Dividian Army, turned mercenary for Dunwik, then later commander of several expeditions searching Borealis for riches and resources. Despite the DOC declaring the expeditions to be a waste of valuable funding and resources, he has seemingly returned to the card table, thinking he just needs one more expedition to strike it rich. Many settlers and refugees from the Rodinian Civil War have felt the same way, or are just too heavily invested to turn back now.
Rumors have begun to circulate that Winters has been keeping resource deposit surveys under wraps, stashed away in his personal safe. These surveys would lead many to believe there are in fact deep mineral deposits hidden in the northern mountains, ones that the prospectors of this fine land would have to work hard for, but hard work is not something the Borealans have shown a fear of before.
Government Structure:
The government is structured in a three-branch system, with a Legislative, Executive, and Judicial Branch
The Legislative is divided between the Senate Forum and Parliament, with supporting staff for each member.
The Executive Branch comprises the Ministry of the Crown, the Executive Committee, and their offices.
All 13 Members of the Committee are in equal standing under the crown, in charge of various offices to enact both the will of the Legislative Branch and the crown. They maintain the final say in the enacting of laws and regulations, simply being able to not enact regulations they find unlawful.
The Judicial Branch maintains 3 main bodies:
Ordinary courts, dealing with criminal and most civil cases, are the most numerous by far. The Royal Court of Justice of Borealis is the highest ordinary court and also the highest court of appeals.
Specialized courts hear cases related to administrative, labor, social, fiscal and patent law.
Constitutional courts focus on judicial review and constitutional interpretation. The Royal Constitutional Court is the highest court dealing with constitutional matters.
The primary difference between the two highest Royal Courts is that the RCB can be called for any case, while the RCC can only be called if the constitution comes into question.
Borealan Security Forces:
Standing Force: 85,000
50,000 Soldiers in the Borealan Army
25,000 Sailors and Marines
6,000 Airmen
4,000 “Clark’s Scouts”
The Regular Army is led by General Volkov, formerly of the Rodinian Army.
The Scouts are a “Special Expeditionary Unit” founded and led by J.R. Clark, a mercenary, explorer, and hunter of great renown, who are currently being put into service to explore the wilderness and help pacify the odd criminal element or the frequent incursions from bolshevik militias seeing the newly independent nation as an easy place to begin a Red Dawn. For them, however, it requires them to survive the long winter nights against the scouts, whose motto “Carpe Noctem” (Seize the Night) does not bode well for their efforts.
Important Rules and Regulations:
Firearms - Borealans have incredibly loose firearms restrictions, in some states it is actually required to have a firearm before you can possess a land claim. Foreigners are not subject to Borealan firearms laws, instead they enforce the laws of the foreigner’s native lands
Child Labor and Education: Education is so far most prevalent in the major cities, but is promoted heavily by the new regime even in the most underdeveloped areas. Homeschooling is prevalent in these areas where access to public schooling simply isn’t available yet. Child Labor is outlawed except in businesses owned by members of the child’s family.
