With the rapid growth of the population the current cities in Moderal were quickly becoming unable to cope with the sheer number of people. Following this realisation surveyors from the families were sent south to what was previously Duom Asderaordia and survey the land. Their goals included finding a location that facilitated trade, had arriable land, was in a centeral location for easy transport and had enough space for rapid expansion.

An announcement was made to the people in the months following the initial survey. The Realm of Moderal was going to be colonising the lands of Pădurea Sudemeda. The southern jungles where the Moderelian people had once fought the savage Duom Asderaordians was now going to be claimed under the banner of Moderal. The announcement spoke of three new cities, Satul Duom on the isles to the north of the Ilhalico to keep watch and facilitate trade through the region, Oraintun in the north of the great new land to serve as the hub of the new territory, and Nisipdor in the south to facilitate exploration and trade to the south.
The weeks that followed saw requests for newly formed families to relocate south, promising more space, new and exiting experiences, and greater chance to elevate family to higher positions. This campaign had limited success the issues associated with the culture of Moderal prevented many new families moving away from their established positions, families, and homes. Further measures would be needed to kickstart the construction of these cities and the great railway that would connect them.
