With news about the fleets of other nations across the world arming for war, their projected numbers outstripping those of the Moderelian fleet. A new proposal was put forward instead of relaxing fleet maufactoring all the way, the current rate of production was to continue for another four years, effectively doubling the size of the Moderelian fleet. However over the last two year, faster and stronger ships had been desiged, so Moderals presumed technological supremacy was still considered to be in effect.
