Slave Trade Act of 1907By the grace of His Majesty, the honour of the Prime Minister and the sanctity of the Upper and Lower Houses this law is hereby enacted.
Any military vessel of the Royal Alcamecan-Narunar Navy (RANN) is to stop and search any vessel, foreign or otherwise, which it encounters on its patrols, suspected of carrying slaves, indentured servants, bondsmen, or any other manner of captured persons.
A military vessel may elect to not initiate a search if the superior officer determines that the situation prevents search and seizure for fear of overwhelming attack, inability to secure or otherwise capture the ship and crew. If such a decision is made the superior officer is dutybound to record the name, type, flag, and country of origin of any ship not searched for the above reasons.
If the ship is found to not be carrying, or have carried slaves then the ship's owner is to be compensated with three hundred dollars ($300) dollars, or zero-point-one five (0.15) of an ounce of gold. If the ship is found to definitively have been, or actively carrying slaves, then the ship, crew, and all property within is to be seized and taken to the nearest available Narundan port.
The master and owner of both the slaves and the ship, should the individual not be the captain of the seized vessel, is to be fined $30 for every slave on board and $10 for every empty slave berth and denied entry to the Confederation of Narunar pending payments of their debt.
In accordance with Narundan law, the captain of any vessel seized is to be executed by hanging for his crimes, and his crew is to be individually sentenced to jail for a minimum of ten (10) years with no maximum penalty, up to and including execution. Any enslaved persons are to be freed and offered safe passage back to their home nation, or a port as close as possible to their home nation. Should they refuse, they will be allowed to remain within any Narundan territories and be given the full rights of a resident of the Confederation of Narunar.
The ship and any belongings within, excluding personal effects, is to be sold.

We would ask for the return of all vessels, persons, and property taken in such a manner and for you to cover any lost revenue from your actions if such actions have been taken up to this point and extend that request for any further actions taken within the next month or until you respond to us, whichever may pass first. After such a time, we are forced to consider your piracy to be more than merely accidental transgression but a deliberate and evil policy perpetrated by your government and country against the good people of the world. In such an event, we would naturally be forced to bring about an end to such actions and demand proper compensation as demanded by our laws and we would likewise be forced to prosecute all those involved for their crimes. We shall be informing all relevant parties of your proclamation and the current state of affairs with regards to mercantile activities, especially those parties not native to our own home soil. Your concerns and demands regarding the Slave Trade Act of 1907 have been duly noted and ignored.
Any ships carrying slaves through waters patrolled by the Royal Alcamecan-Narunar Navy, and thereby under the jurisdiction the Confederation of Narunar and Alcamecao is committing a crime within the Confederation of Narunar and Alcamecao, and actions must be taken accordingly. You will have an exceedingly hard time in attempting to have us not enforce our laws in areas under our jurisdiction, just as we would have in attempting the same to you.
The only 'evil policy' made 'against the good people of the world' is the policy of slavery of which your nation, and several others, participate. It is a barbaric practice only continued through the lax morals of a people who allow it. The suffering of the innocent is something we cannot abide within our borders, be they maritime or land.
We hope that the continued transgressions made by vile slavers cease immediately, and that your nation abolishes the vile practice with which you participate.
Finally, while I may be King of the Confederation, however I am not in charge of, nor do I have influence in, policy, be it foreign or domestic. I have taken the liberty of forwarding your message to Prime Minister Arnold Colston-Westbrook whose response was much the same as mine.

Notice to All D.O.C. Shareholders, Members of the United Merchants' Guild of the Realm of the Valleys, the Associated Cities of Sheen, and the Imperium Magdalenum, and Private IndividualsThe Kingdom of Narunar has declared its intent to pirate trade passing near their lands and refuse to see reason. The villains are without remorse for their actions, as can be seen in their response to our Hauhkuno's most gracious missive, and they might go beyond their local area.
All garrisons of the Raikh have been made aware of the situation and those in relevant areas are preparing to deal with possible pirate raids. It has been made official policy that any involved with their deplorable actions is to be hanged until dead as a pirate or accomplice to piracy unless it can be proven that their actions were not of their own free choosing.
To safeguard shipping, merchantmen are given permission to sink any vessel from Narunar that tries to approach them at sea and may request marine guards. The Hauhkunoleiks Flutt is to also take actions to capture and vessels suspected of being involved in the piracy.

Official Notice to Merchant ShippingThis is an official notice to all merchant shipping transiting through waters under the jurisdiction of the Confederation of Narunar and Alcamecao.
Slavery is an illegal practice within the jurisdiction of the Confederation of Narunar and Alcamecao, as such any shipping suspected of carrying slaves will be stopped and searched. Any ship found to be carrying slaves will be seized and its crew treated in accordance with the laws of the Confederation of Narunar and Alcamecao. These laws allow for punishments up to, and including the death penalty for any crewmember, no matter their station.
Any ship stopped and found to not be carrying slaves will be given compensation for their troubles and sent on their way without further delay.
Any attempt to evade a lawful inspection by ships of the RANN will be taken as attempted smuggling and the ship will be impounded regardless of if the ship is carrying contraband or not. Any hostile acts, such as firing against ships of the RANN conducting, or attempting to conduct, a lawful inspection will lead to the destruction of the offending ship and a fine being posted to the company or individual owner of the offending ship (should they survive).

With the situation fairly established, the merchant class made adjustments as necessary to avoid the area of exclusion in the cases of those actually threatened and the rest simply made plans. Soon, most vessels going that way loaded themselves with some extra cheese and bags. Taking it upon themselves to make a profit, they would dump body shaped bags of cheese in sight of local patrols to try and attract attention, though some did it for the joy of it.
By the end of the first month, nearly half a ton of cheese had been dumped.

Narundan Reaction:After being made aware of intentionally suspicious actions made by merchant crews travelling through Narundan territorial waters, an amendment was made to naval regulations.
1. Any ship, determined by the commanding officer of any Narundan patrol vessel or vessel on patrol, to have partaken in suspicious activity is to be detained and taken into port for investigation. 2. Any ship detained is to be searched by harbour police and an investigation made. 3. Any detained ship is to be held in port until the conclusion of any investigation. 4. The crew of a detained ship is to be kept on board their vessel at all times, unless under police guard, regardless of circumstance. 5. Fines and other appropriate punishments are to be levied against the crew for any illegal items found onboard any detained ship in accordance with Narundan law. 6. Any detained ship is to be charged standard docking fees to be paid at the conclusion of any investigation regardless of the outcome of any investigation. 6.1. Failure to pay any fees will result in the seizure of cargo or any other items on board in order to cover fees accrued during he ship's stay in port. 7. Any nuisance reimbursements to be made by Narundan authorities are voided, regardless of the outcome of any investigation.
Further instructions were sent to the port authorities across the Confederation stating: "Any ship detained for suspicious activity is to be held in port for at least three (3) days, regardless as to if active searches of the ship are taking place. If detained ships continue to dump items overboard are to be fined nuisance and hazard fines."

Enclave naval control office:
Narundan, this is your official warning. Any and all ships Narundan or otherwise that approach Enclave ships at sea without authorization or response to warning signals will be fired on. If given authorization after boarding there will be no searches by anyone, before leaving all foreign boarding parties will be checked for Enclave property. If found to have committed piracy while on an Enclave vessel will be detained and tried in an Enclave court. If found guilty the individual or individual's will be given time in federal labor camps or death depending on the severity of the crime. Any successful pirating of Enclave ships will result in a total war, any land taken by the Enclave during this time will not be returned.
