11 Destroyers
9 Torpedo Boats
17 Gunboats
The reasoning behind this order is as follows: Qin can not always rely on her allies, we need a proper navy of our own. Furthermore, we are contractually obligated to protect HCS trade routes. With war on the horizon, we must be prepared at all times.
