The Silence has Broken (The United Republic of Valanion)
The queen sat nestled in her blanket as she read in front of a crackling fireplace, a warm candle sat beside her lighting up a small part of the pitch-black library.
Knock Knock Knock
The silence was broken by rushed knocking. The Queen turned her head and waved at the guards to let the interloper in. Drenched in rain an exhausted young boy carefully handed over a telegram. The Queen thanked him, then proceeded to unfold the telegram and began to read.
“Oh shit that's not good” she exclaimed out loud, her voice echoing through the library. “GUARDS” she shouted…
1 hour later
It was a rainy and gloomy day in the parliament building as dark skies drowned the city in black. The streets were bare and the President, Krystof Veron, was preparing to go home. He had packed up his papers and was about to lock his office when an Imperial guard officer raced to him with a message. It was something that he had never thought would happen in his career but something that had been becoming more likely over the preceding weeks. He quickly scanned the letter’s contents. As soon as he finished reading he turned to the Presidential Guards stationed nearby and barked out an order.
“Prepare a train to the Imperial Palace immediately!”
3 hours later
Bam!
The president slammed through the doors of the Imperial Palace as he raced towards the meeting chamber He turned and shouted to the Prime Minister “Hurry the fuck up!” The prime minister and his advisers struggled to keep pace with him while clutching onto their papers. Through the rush, they had left a long trail of documents behind them as they slipped out of their hands.
The Imperial Guards opened the doors as the President and his advisors finally approached the meeting chamber, a vast room with blue wallpaper lined with decorated wall trims. The room was poorly lit. The Queen sat calmly in front of a long oak table with her advisors flanking her on both sides. She cleared her throat before announcing ”Hellloooooo…. It’s so great that you made it here so quickly”.
As the President and his entourage sat down and prepared themselves the President expressed his confusion, “With all due respect your Majesty, why is it that you have brought us here today?”
The Queen glanced at him, and everyone in the room fell silent as they waited for her to answer. “You should all be aware of the international situation unfolding as of right now. It's without a doubt a great concern for the security of our people. That is the reasoning behind this emergency meeting.”
“On that matter, I do agree.” replied President Krystof.
“So what is that we should do?” asked Prime minister Ondrea.
The Queen’s gaze turned to the Prime Minister, “Well, I have discussed this matter with my advisors and we need to devote more money to the security and defence of our nation”
“Any legislation we try to pass at the moment would take a couple of weeks to go through the Parliament” Prime minister Ondrea said, looking somewhat puzzled.
The Queen nodded, “Yes, this is true, but if we declare a state of emergency that will not be the case.”
“It would allow us to increase the defence and infrastructure budget. This would allow us to build new coastal defences that could be crucial in ensuring our security.”. Krystof pondered aloud.
Prime minister Ondrea turned to the President and added, “Then if we are declaring a state of emergency why don’t we mobilise a small number of troops in order to help with construction, defence and to secure the border with the Sheenish territory?”
One of the Ondrea’s advisers spoke up, “With all due to respect wouldn't that raise tensions even more?”
“The Sadalens were the ones mobilising additional troops to the Sheenish port, we are merely responding to their provocative action.” the Queen retorted.
“It would be justified.” President Krystof added.
“I mean… This could be seen as an aggressive action on our part. Anything can happen. Is it a risk we are willing to take?” countered the Advisor.
Defence Minister Pepik Lestra spoke up, “As he says, would mobilisation not be seen as a prelude to war if not the beginning of it?”
President Krystof thought for a second, “Well, we wouldn't be mobilising not yet at least. We would simply be calling in a small number of reservists, not mobilising all of our reserves.”
Lestra still looked unconvinced but before he could further voice his concerns the Queen spoke over him, “Then it's settled. Now, how do we do this?”
The meeting continued deep into the night and did not finish until the early morning.. When the meeting was finally finished, the President walked out the front of the Imperial Palace and stood in front of a mass of reporters to announce the news.
He began, “My duty to the people is to serve and protect them, and that I shall do. However, with tensions in the north rising rapidly it seems to me that peace is not guaranteed in the world. The months ahead will be difficult, it won't be easy, and we will struggle, but through that struggle, we shall succeed. The actions of the Sadalen government have forced me, with the permission of the Prime Minister and the Queen, to declare an official state of emergency”
The President paused for a few seconds, allowing the reporters to recover from the shock announcement before continuing, “We will be increasing defence spending on an emergency basis, and only defence spending. We will also be calling up a small portion of our reserves in order to better protect our coastline from potential threats. These decisions are only made for our defence. We, as a nation, have no intention of attacking our neighbours, we are not aggressors, and all we want is peace, but it seems our neighbours hold no such compunction themselves.”
“I thank you for your attention and support in these turbulent times.I promise that our United Republic will be protected from any and all foreign threats.” The President then turned and walked back into the Imperial Palace as reporters yelled questions at him which would go unanswered.
