The Popular Republic of Emerosia
Overview
The Popular Republic of Emerosia has long been a centre of education and trade for the continent of Illustria (called so in the Emeros tongue). The country is famed for its grand universities and the numerous philosophers and intellectuals who emerge from it, its powerful banking industry, and the production of many high quality artisanal goods (Emerosians are particularly regarded for their skill in Jewellery and Clothing). These artisans are organised into guilds which distribute the gains of their work across their industry, and share their methods (though not with outsiders).
Once Emerosians were governed by an oligarchic traders guild, however they were bloodlessly removed from power in the ‘Guild’s Coup’ of 1793. The Republic is organised as the embodiment of the General Will of the population, with largely decentralised decision making and a high level of direct involvement in Democratic processes. Delegates from each canton meet once a year to elect a Foreign Minister for the country (who generally acts with the consent of the people) and 4 other legislators of the governing quintet who set the overall agenda of the country. The current Foreign Minister is Jacqueline Marat.
Canton governance
There are hundreds of cantons across Emerosia, as well as the more recent development of grande-cantons in the cities, which act to coordinate civic planning and development across the many smaller cantons. Any larger decisions made are subject to the general will of the people of the canton, with monthly meetings to vote on civic matters. These meetings are the centre of civic participation in Emerosia, and it is expected of all citizens to attend. To organise these meetings and to consult the community on these matters are a number of legislators in each canton, elected to one year terms. Judicial matters are generally decided by a jury of peers, with judges being a mix of those popularly elected, and those who have risen through the bureaucratic ranks.
Federal governance
Once a year, the newly elected legislators of each canton convene the national estate to elect the governing quintet, and set out policy objectives. The quintet is continually accountable to the cantonal governments, and because of their short terms do not generally act outside of their mandate. There is no official limit on re-elections, however it is normal for a member of the governing council to retire after 7 years of public service. Foreign policy is chiefly handled by the Foreign Minister, acting as a kind of figurehead for the country on these matters. This role is usually filled by a veteran legislator (>2 years of service) and often stays in office longer than other legislators. Though having any kind of centralised top-down authority is distasteful for the Emerosians, its need was recognised in diplomacy and coordination with other states.
