In the Narundan capital of Ngatara, a telegraph operator was furiously transmitting a message to the distant city of St. Helena. This was not the first message he had sent to the Imperium Divinium in his years working at the Ngatara International Transmission Station, but it was the first official message he had ever sent.
The message was surprisingly short.
"OFFICIAL DIPLOMATIC DELAGATION EN ROUTE -STOP- EXPECT ARRIVAL WITHIN TWO WEEKS ON NARUNDAN MILITARY VESSEL- STOP- DETAILS ON ARRIVAL - STOP-"
To ensure the message was recieved, the operator sent it a second time ten minuites later.
Even as the second message was being sent, the brand new Wild Class light cruiser, RANNS Kestrel steamed out of port, making best speed towards its faraway destination.
Two Weeks Later
Foreign Minister Daniel Taylor stood roughly amidships, looking out over the bustling harbour of St. Helena. He was surprised at how quickly the Kestrel had been allowed into port, even if a foreign country had announced it beforehand, any foreign naval vessel would be at least escorted in. However that was not the case, the Kestrel had been simply signaled to enter and dock.
So now he stood, looking over a foreign port few of his countrymen had ever seen with one of the most important objectives in the history of the Narundan people. Taylor looked over at the rest of his delagation, several minor ministers/officials and the Deputy Minister for Foreign Trade, Finbar Walker, who looked apprehensive, and wondered if he was managing to keep his emotions to himself.
When the ramp was finally lowered and put in place, the delagation started down, with Taylor himself at the head of the procession. Waiting for them at the bottom was a small group of soldiers forming what looked to Taylor, vaguely like an honour guard, several cars, and a man dressed in formal attire.
The man spoke breifly in a language that was presumably Divinian Latin and gestured towards the awaiting cars. Taylor turned to Minister Walker expectantly. "The man, he did not give his name, welcomes us to the Imperium Divinium and invites us to come with him to the diplomatic proceedings. The language is pretty similar to Kaskader Latin, at least so far."
Taylor turned to the man and responded, "Of course." in his best Latin. He cringed internally knowing that his accent was probably terrible. Despite being foreign minister he had never had a skill with learning languages and had mostly sent lesser diplomats to the few foreign meetings in which the Confederation participated each year.
The man, having understood Taylor's response, turned, opened the door to the lead car and gestured towards the seat. Other men, presumably the drivers opened the doors to the other two cars. The delegation quickly moved to enter the cars, the doors closing quickly behind them.
"Lets hope this goes well" said Taylor. "Let us hope." Walker responded softly.
And with that, the cars started off towards their destination.

Councilor Durot was as famously tight lipped as ever, greeting the westerners and escorting them to their vehicles. Divinium had certainly changed over the years, and though perhaps less grandiose than her past, he was happy to see the ceremony kept to a minimum. It was one of the few things he and the late empress had in common. And it made balancing the books easier.
The trip to the Argent Palace was unremarkable, a trip like any other for him. He had long since given up extolling the virtues of such a historic city to foreigners. Even if they accepted her splendor, none would admit it, always preferring their homeland. The lack of objectivity always set his teeth on edge. When they arrived, he simply stepped out, and waited for the party to gather their belongings. There was a bit of confusion when the 7th Fusilier Guard stepped forward to search the party, though the matter was eventually resolved with little fuss.
Finally, they were escorted into a small room off the throne room, intimately furnished with a small, circular table and chairs. The smell of new plaster and sawdust couldn’t quite hide the deep splintered marks of the wooden surface, nor the occasional burn mark on the velvet of the chairs. Yet a woman, in her sixties, sat happily tapping her foot as they entered. Councilor Durot coughed.
“May I present to you, gentlemen, Her Ephemeral Majesty, Ethlynn von Marcum, by the grace of God and will of the Aera, Empress en tempus of the Imperium Divinium, Queen Regent of Divinium, Marcum, and Tanysira, High Queen Regent of the Gankands, Sovereign Princess of Chalphys, Grand Duchess of Tateland, Suzerain of the Petrine Doninions, Archduchess of St Helena, Princess Popularus of Chalphys and of Sorleis, Duchess of Rigel and of Munflotd, Countess of Mainzell, Leostädtt, Astranum, Ludenz, and Coronae’i’Xarn, and Marchioness of Neuvele and Gautier.”
She waved away the introduction, smiling lightly at the party. “Please gentlemen, welcome to Divinium. We’ve had many foreign visitors to our nation as of late, yet none so stone faced. Do sit, and let us see what Divinium can do about whatever it is you desire.”

From here on out sentences inside of [these square brackets] are said in the Narundan language and not translated. Also anything said without the square brackets is considered to have been translated into Latin even if not explicitly written.
Minister Walker attempted to keep up with the pace of conversation, struggling to translate the Empress' many titles which were filled with words he had not learned, or which did not quite sound quite the same as their Kaskader counterparts. He had far more success translating the Empress' response and quickly relayed the conversation to the rest of the party. "[That is the Empress of the Imperium, there were a few titles I could not translate but of that I am sure. She welcomes us and asks us to sit and make our case.]"
Foreign Minister Taylor bowed deeply, a movement somewhat unfamiliar to the Narundans, shortly followed in unison by the rest of the Narundans present. All of the ministers took their seats at the table except for Minister Walker who remained standing beside the now seated Minister Taylor.
"First of all, I thank you for meeting with us on such short notice. I am Foreign Minister Walker of The Confederated Kingdoms of Narunar and Alcamecao. We have been pleasantly surpised by the speed and efficiency of your people in getting us here. If this was our nation there would have been several extra hours between our arrival and a meeting such as this." Minister Taylor studied the woman before him. She seemed to behaving somewhat informally for someone of her station and age. He continued, "For the sake of proper translation the Deputy Minister for Foreign Trade, Finbar Walker," Taylor jestured at Walker who was still standing behind him, "will be reading a prepared speech."
Walker pulled out a sealed letter from within his breast pocket and quickly opened it, coughed twice to clear this throat, and began. "Before I start I will apologise for any potential errors, there is nobody in the Narundan diplomatic service who speaks Divinian Latin. I will be speaking in the Kaskader dialect instead."
Walker coughed once again, his throat was unreasonably dry from stress, and began reading from the letter before him, "Roughly four years ago a raid by a foreign power was made on the Island of Amneaba in the Kailano Islands, an island chain within Narundan territory. This attack was made without provocation on a series of hamlets near the coast. Exact details of the event are sparse but many people were killed, several executed, and many more taken captive. It was recently discovered that these ships came from the Empire of Sadalen."
Walker looked up from the speech breifly before once again continuing, "Upon discovering the origin of these ships, a letter of demands was sent to the Sadalen Emperor asking for monetary compensation, the return of those who were still alive, and the bodies of those who were not. These demands were propmtly denied in a most insulting fashon."
Several members of the Narundan delegation had visibly straightened, fists clenched, during Walkers description. However Minister Taylor remained still.
"It is the opinion of our government that to ensure such an event does not happen in future, that alliances and friendly relations should be cultivated in order to protect ourselves and others who have suffered like us from the Sadalen threat."
Walker looked up from he letter, looking directly at the Empress' with a fire in his eyes, "We are here today in order to secure treaties and guarantees between our two nations, all the way up to and including a military alliance."
Walker folded up the letter and placed it back into his breast pocket. When he had finished, Minister Taylor spoke up. Speaking evenly he added, "We understand that this may be sudden, however our need is great, and without assistance, our nation may once again be sullied by the Sadalen menace."
"Yours is one of the most powerful nations on this planet, if we can count you as our ally, we will be able to convince others that the Sadalens can be resisted. There are other nations out there who see the Sadalens as an existential threat to their survival, but who lack the individual capacity to stand up to them. However, together, we can contain their influence and halt their ability to dominate others."
"All we need, is your help."

Ethlynn listened politely for a time as Minister Walker spoke. Unconsciously, she rose from her seat as he continued, pouring kompot into crystal and gathering cakes for the visitors. She made sure to step uncomfortably into their space as she did so. Ruffling the feathers of foreigners was always amusing, and she could always fall back on her low born status at any offense. She continued circling the table, doting on the men until Finbar ended his speech. She then dropped back into her seat with a smile that did not quite reach her eyes.
“Hmm the Sadalers, yes. You will not be surprised to learn you are not the only nation to have been slighted by them. Their Hauhkuno married one of my daughters, and promised to treat her well, only then to accept a second marriage… to a foreign man. Their actions created the series of events that killed my other daughter, my youngest son, and two of my grandchildren. Right where you’re sitting in fact.” She took a sip before continuing.
“I dare say you won’t find another people more put off by Sadalen than us. Though that isn’t the only reason you ask us is it? You need the arms to back your words. Arms you do not have.” Her tone was matter of fact, neither mocking nor sympathetic. “It is not humility to accept that fact. It is intelligence. A trait I’ve found many nations sorely lacking.”
“The Sadalers and Divinians have a deal. Of sorts. They do not interfere in my sphere, nor I in theirs. You are in their sphere. However… given they maintain holdings in Placidia, I am inclined to agree with you. A sensible people should not be condemned to the horrors of slavery and bloodshed for being born on the wrong side of a map.” The empress turned her head to her councilor, who began writing.
“We could accept a formal exchange of ambassadors. Your man will, of course, maintain a presence here at court, as all foreign ambassadors do. Perhaps consulates in Vernalport and Sorleis as well? And of course, a defensive pact. Though you must realize distance would be an issue for any military aid you’d request. Perhaps you’d acquiesce to the construction of a Divinian Military base in your nation? That would aid not only in your defense, but an ease of military communication and technological exchange. I admit it is a new concept for Divinians, but the people have been in a bit of a military fervor. Why not strike, while the iron is hot?”

As Minister Walker translated the Empress' response several ministers in the Narundan delegation looked visibly relieved, including Walker himself. When he finished, Minister Taylor took a few seconds to conisder his words carefully. While he acknowledged the Empress' skill, her demeanour put him on edge slightly. He fully believed in her hatred of the Sadalens, especially after hearing that they had killed many of her children, but for some reason he felt that she didn't appreciate their prescence for some reason.
Taylor began his response, Walker ensuring every word was translated correctly, "Arms are appreciated, more specifically heavy equipment. We have the industrial capacity to produce the artillery we require but we lack the technical expertise to design such pieces ourselves. Technical specifications and deliveries of such equipment until we can produce them ourselves would be the best outcome for us. We understand if you are reluctant to send the designs themselves but if a war does erupt and we cannot produce necessary equipment it will severely hamper our attempts to defend ourselves. Our small arms are, at least by our knowledge, sufficient, however an Imperial military mission in our nation would be able to determine if this is the case. If you would wish we could establish a similar military mission here attached to one of our future embassies."
Taylor paused breifly, allowing Walker's translation to catch up before continuing, "I do not believe that the distance between our nations will be much of an issue in times of war. Of course we will not be able to directly assist each other but our distance will force the Sadalens to keep their naval and land forces apart, allowing us to overwhelm their forces individually."
"The only other thing I can say is that we would like the defensive pact to extend to our allies in The Valanion Republic. Regardless as to if this particular treaty extends to them, I am sure Valanion representatives will formally request a similar deal soon. In any case, we have no objections to any of your propositions. As I have been authorised by my Prime Minister to act alone on his behalf, as soon as a treaty is presented to me, it will be signed."

“I’m not one for designs personally. Catherine was always up on that military whatever you call it. I don’t believe our designs are secret though?” Durot’s eyebrows shot up in response. “Ah well… we can send schematics along anyhow. Can’t risk it being intercepted, so I’ll have our Councilor of Arms pull up the schematics. Lord knows the Mainzell Armor Works have made enough canons to blast half the earth open, we can supply you until you’ve the industry in place.”
“As for distance, I promise you will never fight the Sadalers alone. They are callous, but not stupid. The Hansa will most likely always come to their aid. Sharks tend to be drawn to blood in the water. The Latin League though, can possibly be relied upon to help in such an unfortunate event, even if you are not directly a member of our organization. Unlike that lot in the Ringsea, we do value more than blood and gold, whatever you may hear. Though as for your acquaintances in Valanion? I can’t say I know much about their people or the temperament of their governors. We can’t agree to defending a people we are unfamiliar with, and who have not asked for our assistance. Rest assured though, should they approach us, Divinum will give her a fair shake.”

The collective eyebrows of Narundan delagation too shot up upon the revalation that sensitive military documents weren't a state secret. Minister Walker had to double check his translation. Upon confirming his translation, a slightly bemused Minister Taylor began his response.
"We greatly appreciate the transfer of documents. It will probably take us six months to begin production and another six be have production at a reasonable pace so shipments for that long would be appreciated. We had expected you would wish to see representatives from The Valanion Republic itself and I believe that a delagation of their own should be sent within the month, they simply asked us to test the waters before they arrived themselves."
Taylor stood, shortly followed by the rest of the delagation, "Well, in any case we must breifly return to our vessel to collect the neccesary seals with which to ratify any treaties you may wish to bring before us. We will return within the hour to negotiate the terms of the treaties."
The Narundan delegation bowed, turned, and slowly filed out of the room.
Just after they left, one of the other members in the delegation said soflty, "[Well that went well.]"

“It will take time to gather all the necessary blueprints and correct the wording of any treaty. In the meantime, someone will show you all to your quarters, if you please?” the Empress sang out, directing the foreign diplomats over to where her councilor was sitting, pen in hand. She then tore off a strip of paper, staring into the middle distance, before beginning to painstakingly scrawl runic figures onto the page. Before too long, she finished, holding up the page between her index and middle finger.
“Sister Clara, would you kindly bring this to Anthiese. Quickly.” From the doorway emerged a tall woman, barefoot and clad in white robes, to retrieve the paper with a nod.

The door to the meeting chambers swung open with a bang as Anthiese stormed in, shoving the two guards who were stationed there aside with ease. She stooped to enter, the gilded claws on her hands clicking as she grasped the doorframe. Finally, her eyes narrowed on the empress before she strode up, looming over the seated woman.
“thios ri’iForas. sin’seshaben Caer leajt. guel’sumsind’shiv Haer o’gankands!” She promptly spun about, and abandoned the room following the declaration, leaving several ministers and the empress stunned.
“Ah. Shit” Ethlynn murmured, turning to the delegates remaining in the room. “It appears the Sadalers know of our plans. They threaten us with a coalition should the alliance come to pass. That would be… an inadvisable risk on both our parts.”

Taylor and Walker, having rushed back into the room stood there perturbed.
"[You definitely shouldn't have said that...]" One of the delegates said sadly, he too having rushed back to investigate the commotion. "[Yeah, I know.]" replied Minister Edwards.
Taylor turned to the minister who spoke and barked an order. "[Edwards, go to the closest telegraph office and send a message to the Valanion Republic and to the capitol. The Sadalers have threatened war. Go, now!]"
As Minister Edwards rushed from the room, Taylor turned, walked to the table, slowly sat down with Walker following him, but once again remaining standing. As he sat, Taylor began talking, carefuly, "The risk, while there, is less than what you would expect."
Speaking cautiously, he continued, "I am not saying that there is no risk, but if the Sadalers declare war on us the scales would be tipped in our favour. The Sadalers would surely not be able to bring all of their allies into an offensive war with such a weak justification to rally behind. Meanwhile we would be able to call in the entirety of your Latin League and our International Defence Alliance, a force more than enough to defeat Sadaler's and their Hansa allies, even outside of its weakened state. For perspective, our navy could take on the Sadaler's or any of their allies in a one on one, but with our allies combined we outnumber and outclass the combined forces of the Hansa. Futhermore, most of the Sadalen fleet is off on an expedition to the other side of the planet and in no position to assist in the defence of their nation. We... understand the risk that our cooperation causes but it is not anywhere near as dire as it seems. We do understand if you want to step back partially from our deal but I urge you not to. The Sadalers must know that they would have almost no chance to defeat our combined might and that is why they have made such a brash action to attempt to keep us apart."
Taylor straightened, leaned forwards, and clasped his hands together on the table and declared, "This is a bluff. A bluff by an unprepared power in an attempt to secure their position so that they have time to strengthen themselves enough to stop us. I urge you to put away your fears and recognise this fact. Are you not the great power of this world? Do not be threatened by those weak unruly savages."

Internally, Ethlynn boiled at the turn of events. She knew full well the game all parties were playing, and the delicacy with which it needed to be handled. A lifetime of consortship had not quite prepared her for the running of a nation. What was the best approach? Dig in further? Blatant honesty? As usual, she chose neither. Even the Sadalers had once commented on the cunning of her bloodline, and she hoped they were right.
“Great power? I’m not sure there is an objective way to measure that. For every strength of our Empire, there is weakness. Exploitable weakness.” She drummed her fingers along the desk before continuing.
“Divinium has settled on a shaky foundation since the death of my daughter. The people declared her dictator, you know, of their own volition. She was popular among them. A true born noble who felt like one of the common folk. I am not quite as well renowned. I am in my position by luck. Regent for my infant grandson. I’m not even truly a member of the Marcum Dynasty, obviously. My marriage to the late emperor was one of economic necessity for the crown. To them, I am an upjumped merchant, filling in until the rightful monarch comes into his own. You will find it harder to gain popular support for another conflict so soon after our excursions into so many other nations.”
“I do not say this to garner your sympathy, simply stating the truth as I see it. The League needs time to rebuild her strength, and the Sadalers have a sizable force in their colonial holdings here in Placidia. To push them too openly would be disastrous. However, that does not mean an agreement cannot still be reached. Perhaps more… quiet form of diplomacy? A treaty of Friendship. It would of course, imply Divinian defense of your nation without directly stating it as the objective? Surely the Sadalers would bluster over it anyhow, but they would then have no grounds for concern, diplomatically speaking. I’m sure my councilors could muster up appropriately confounding wording.”

As the outcome of the Empress' response became clear, Taylor slowly began to lean back in his chair, making sure that the unbridled releif he was feeling did not reach his face, keeping it as passive as possible. It had seemed that he had at least partially salvaged the negotiations after that rather Sadalen shaped speedbump. Or perhaps this outcome had been the Empress' decision even without his careful response. It mattered not, he had managed to secure a defensive pact, if only an informal one, with the Imperium.
Returning to his regular pace of speaking he started, "While it is not our prefered option, a 'friendship treaty' should be enough to please the government back home. Our only issue is, and I say this meaning in no way to impugn your honour or the honour of the Imperium but implied defence is not assured defence and the lack of assurances will leave some in our government nervous when the time comes."
Thinking for a second and inhaling deeply, he once again considered his words carefully, "With a full military mission being off the table perhaps a few retired or 'retired' military officers could still be sent over. We fear our ground troops are probably somewhat tacically behind having missed out on recent wars. Furthermore I trust those arms shipments will be unaffected by this development?"
Taylor turned to Walker and asked, "[Is there anything I'm missing?]"
Walker turned to the Queen and began talking, "I have had a breif look at Imperial and Sadaler geography, and I do not believe that the Sadaler forces in Placidia are much of a threat. Granted, I do not know many of the facts on the ground, but the territory is relatively populated for a colony yes? Yet it spans only a small area. Surely this colony relies on food imports to sustain itself. A force large enough to hold the territory from a direct effort to take it would be large, and run out of food quickly if cut off from its imports. I do not doubt that the Sadalers would sooner starve their population than surrender militarily but still, supplies would last at most a few weeks, perhaps a month or two before they ran out. I do not expect you to change your entire military strategy on my uninformed word alone but it is something to think about."
Walker glanced at Taylor, signaling that that was all he had to say. Walker again directed his attention to the Empress, "Well, I believe that should do it. However, I believe Minister Walker and I will stay in the Palace just on the off chance at a certain Sadaler comes our way again while the rest of my companions return to our ship to gather the seals."

In the name of Almighty God and by the Will of the Aera,
This treaty of Peace, Cooperation, and Friendship, to be established between the sovereign realms of Narunar and Divinium, which is confirmed by our joint seals at the Divinian court at St. Helena, in the year of our lord nineteen hundred and six, trusting in God it will remain in perpetuity:
I. We declare that both parties have agreed to this treaty, with certified copies being inserted into the ledger of Her Ephemeral Majesty's government and delivered in good faith by the Honorable Daniel Taylor, who has been duly assigned to see to the deposit of said copies with the government of Narunar, and with whose legal authority the terms and conditions of this treaty have been formed.
II. If either of the parties shall enter a state of armed conflict with any nation, the other party shall not take a commission from the enemy, nor fight under their colors.

Naval Vessels, under duress and in need of repair, may also make use of this article, without the other being considered a co-belligerent.
X. If any vessel of either of the parties shall have engaged with a vessel of another nation, within gunshot of the ports or vessels of another, the vessel so engaged shall be defended and protected as much as is possible, until she is in safety. Should there be a situation for the vessel in question to safely remove herself from combat, she shall be required by the terms of this treaty to do so, otherwise be brought to the appropriate authorities of her nation.
XI. If we shall be at war with any power, and our vessels sail from ports of Narunar, no enemy shall follow for twenty four hours after our departure, at risk of interference by the forces of Narunar. The same conditions shall be extended to ships of Narunar leaving Divinian ports.
XII. If any ship of Narunar or Divinium shall be brought to the other ports, she shall not be examined under any pretense without approval of the commander of the vessel.

The liberties and properties of Narunar shall be respected with legal compulsion in Divinium, and their citizens shall pass and repass our country and sea ports, whenever they please without interruption. Narunar shall, in turn, respect the trade and citizens of Divinium, as well as allow for Divinian vessels to patrol the waters around Narunar unimpeded, for the purposes of defending trade.
XV. War between the parties shall remain the last possible resolution of conflict, only following exhaustive attempts at diplomatic resolutions to said conflict.
XVI. In the case of war between the parties, prisoners are not to be made slaves, but instead to be exchanged on a one to one ratio, or at a price agreed upon by both governments. Should a citizen of one nation die in the others, and no will shall be procured, let their possessions be given over to the consulate, that they may deal with the matter as their government sees fit.
XXI. The official exchange of Consulates and ambassadors shall be confirmed by the signers of this treaty, and shall be given appropriate accommodations in each other's nation.
XXII. In the interest of securing the future self defense of Narunar, said nation will lease land to the Divinian government for the purpose of the production of artillery pieces, the training of her people in modern military practice, and the equitable exchange of information and knowledge. This land will be leased to Divinium for as long as Narunar wishes, to be paid for with the procurement of said pieces.
XXIII. While leasing said land, Divinians, whether they be on land or sea, shall be beholden to article X of this treaty, and the territory shall, in times of conflict, be treated as Divinian territory.
XXIV. If any difference shall arise by either party infringing on the articles of this treaty, peace and friendship shall remain in full force until appropriate diplomatic applications have been produced for an arraignment. Until that application is rejected, no appeal shall be made to arms, and should war be commenced, seven months time shall be granted to all subjects of both parties to dispose of their effects and retire with their properties.
This treaty shall, by the grace of God, remain in force for a period of twenty five years, and shall be extended or amended at the will of the respective governments of the signers. This book has been delivered, with full consent, to the above mentioned minister of Narunar, and deposited into the register of the Divinian Council of Wisdom, with the authority of Her Ephemeral Majesty, Ethlynn von Marcum, regent to His Ephemeral Majesty, Florin Aurelius von Marcum. I certify that the annexed is a true and justified copy of the translation made by Councilor Cathal Retorus, of the Treaty of Peace and Friendship Between Narunar and the Imperium Divinium. ~~~ I, Ethlynn von Marcum, Empress en tempus of the Imperium Divinium, lawful regent of her states, dominions, and territories, do hereby agree to the above written treaty and all her articles.
