Kingdom of Hawai'iThe Kingdom of Hawai'i is a protectorate of the Associated Cities. It is ruled by King Kamehameha LXIX and the current Protector is Commodore Perrin as of 1198, who will be replaced once a new one is appointed by the Government. The Kingdom of Hawai'i has a population of 521,618 and a GDP per capita of £5,500, providing a GDP of £2,868,899,000. Currently the economy is mostly based on fishing and agriculture, however with the assistance of the Association it is aiming to become at least as developed as the Southern Territories. Flag:

Universal Suffrage Act 1199
The following act is laid out as such to extend suffrage to all citizens of the Association who are over the age of twenty one years of age. This act shall also make sure that all citizens shall not be discriminated at polling stations
I - On the extension of full suffrage to women
1) The Women's Suffrage Act of 1186 and the Voting Act of 1138 is hereby repealed by this act and is no longer law in the Associated Cities of Sheen.
2) The voting age for both men and women is to be set at the age of twenty one. The age at which registration for voting is allowed has therefore also been set for both men and women as eighteen and the cost of registry shall be no more than the cost of postage.
3) Women shall now also be allowed to run for any post in government within the Associated Cities of Sheen if she is qualified to do so.
II - On assuring equal access to polling stations
1) No tests shall be permitted to be run at any polling test, regardless of intent.
2) The only checks permitted at a polling station for identification are only those allowed by the Voters Identification Act of 1174. As such, only those impersonating another voter or a deceased voter shall be barred from registering their vote.
3) As originally laid out by the Voting Act of 1138, all voting booths must be enclosed to ensure the privacy and secrecy of each voters vote.

Road Locomotives Act 1199
The following act is laid out as such to set new speed limits on Motor vehicles whilst on the public roads of the Association, given the rate of improvement in the technology
1) In areas designated to be Urban in nature by the local council, the maximum speed limit is to be 15 miles per hour (28 km/h) however a lower speed limit can be set on roads to the discretion of the local government.
2) In areas designated to be Rural in nature by the local council, the maximum speed limit is to be 30 miles per hour (56 km/h) however a lower speed limit can be set on roads to the discretion of the local government
3) These speed limits are to be reviewed every decade as to decide if an increase of these speeds is reasonable.

Sheenish Railways Act 1199
The following act is laid out as such to nationalise each of the mainline railways so that they are all under the single government run company that shall be called Sheenish Railways.
I - On the nationalisation of mainlines
1) A mainline is to be defined as a railway that travels between at least two cities with rolling stock that complies with the Railways Act 1196. This in total includes SSER, SNCR, ESR, GAR, CCR, and TSR, along with all of their subsidiaries.
2) All mainlines are to be reorganised so that they are each subsidiaries of Sheenish Railways Ltd. The organisation of this will be covered in section II. All mainline trains will be repainted into a new, universal livery to allow passengers to know that they are using a service administered by Sheenish Railways Ltd.
3) This act shall give all other railway lines 15 years grace before their nationalisation is once again reviewed by this act, with the exception of the International Railway Line jointly run with the Imperium Divinium.
II - On fares and railway management.
1) All fares will be set by the Sheenish Railways Fares Board (SRFB), and shall range from a Ha'penny to a Shilling for Standard Class, depending on the distance and time at which a journey is made. Prices shall only be changed every 10 years and the difference in cost between a First and Standard class ticket shall only be an increase in cost of 50%.
2) Sheenish Railways shall be divided initially into six regions, which will be equivilent to the six railway companies that it is replacing. The six regions will operate the services to the levels that were originally requested in the Railways Regulation Act 1163, however increases in service quality will lead to an equivalent increase in funding, as decided by the SRFB.
3) No Region will be allowed to suspend services to any station without first getting permission from the Common Council, Alliance Court and the respective City Council, as has been since the Railways Regulation Act 1163.

History of the Associated Cities
(WIP, Will be rough until this bit is removed)
Overview:
Over 1000 years ago in 878, the Danes came south and attacked the Free City of Seaxebaurgs, causing fear and distress in the neighbouring cities as to what would happen to them. This lead to the city states forming an alliance to help repel the Danish invasion and restore order to Seaxebaurgs. Over the next almost 700 years, the alliance remained just that, an alliance, however in 1562, the Treaty of Association 1562 was signed by all parties to form The Associated Cities of Sheen. This increased centralisation allowed for a united military under the City of Sheen High Command, and universal adoption of a single legal tender currency.
Before the Alliance:
The first settlements on the Sheenish peninsula date to the late neolithic, with the sea people, followed later on by the Flagon Civilisation in the Bronze Age. In this period, the first cities in the region were founded, namely Kraudankh and the City of Tuicker, nowadays Old Tvicker in Tvickerland. In the Late Iron Age came the founding of Sheen itself by people from Tvickerland, which over the next few centuries grew from a small settlement to the largest city on the peninsula.
By the 9th century the population of the peninsula was approximately 850,000 with the Old City of Sheen being home to nearly 50,000 people herself. The 9th century would however turn out to be a dark period in the history of the Association. Infighting between the Duchy of Vrisensaiws and the Free City of Tvickerland lead to Duke Thomas "The Goose" Craig capturing the Southern Bank of the Great Lake, now commonly named "Ducksland". Just three years later however, the Duke was attacked by a group of peasants revolting against his rule and ever increasing taxes on his subjects and drowned him within the greatest of the lakes, thus given the land it's modern name of Dauthsaiws and founding the peasants republic that controlled the region until the Danish Invasions.
In 870s the Danes increased their raids against the peninsula, with it culminating in 878 with a large raid on the Free City of Seaxebaurgs. With the threat of further danish incursions into the peninsula, the 7 cities mayors came together and agreed that to defeat the Danes, they would need to combine their forces into one grand alliance. The alliance founded that year was named the Alliance of the Sheenish peninsula, and over the next 8 years, all Danish forces were pushed from the peninsula, with large fortifications and trenches being built and dug along the border of the Alliance to prevent any future incursions.
Since the Alliance:
By the end of the Danish Incursions, the population of the Sheenish Peninsula had dropped to ~700,000, with most deaths being within the eastern cities, however the following centuries began a golden age of science and urbanisation, as the Port of Sheen became an ever more important city for western Placidia and had her population grow ever more. By the time of the Great Plague in the 14th century the City of Sheen itself had grown to an incredible 250,000 and the peninsula as a whole had a population of over 3 million, though most were still living in rural villages around the cities they were supposedly living in. The closeness and friendliness between the City States lead to further economic integration between them, this would culminate with the Acts of Association 857, 903 YA (1562, 1610 AD) which founded the Associated Cities of Sheen in their modern form, fully integrating the 7 cities into a confederation to help facilitate easier trade between the cities. Later on, the Association began to attempt to forge economic ties throughout the Ringsea, Placidia and into Northern Ostrea, with closer ties being forged with the Tholes, Saxons, Prussoians, Druskians, Divinians and Heelish people throughout the centuries. In 1818, the Sheenish Naval ship of the line, SNS Feidel, made contact and opened up the Sadaler markets for the first time in centuries, causing a tremendous shift in the balance of power within the region.

Acts of Association 857, 903 Year of our Alliance
The following acts are laid out to form a new entity uniting the seven cities making up the Alliance of the Sheenish Peninsula, furthering our long and fruitful bond to help make trade painless for all burghers I - The Founding and Operation of the Association.
1) The Association shall be run by an elected council of one hundred members, each representing an approximately equal population region from any of the signitory cities. This elected council shall have power over the armed forces of all member states, regulate trade between them and also create laws, which shall be subject to the agreement of either three of the seven Alliance members and the Alliance Court, or four of the seven members. If two thirds of council members vote in favour of a resolution, only three of the seven members need to agree for it to become law.
2) The Council, to be named the Common Council, shall have elections every four years and form a government from all one hundred members. The principle leader of this government shall be given the title of First Councilor for as long as a majority of the Common Council supports their guidance of the Association.
3) The Alliance Court shall hold the power to veto any legislation that it deems to be against the best interests, regardless of how long the law has been enacted for.
4) The Common Council is to gain it's budget from being given an agreed upon amount of the collected taxes from each member state each year.
II - On Nautical Flags.
1) As the naval forces of each city shall now be combined into the Sheenish Naval Service, based in the Port of Sheen, all Galleons and Galleasses must fly the Ensign of the City of Sheen until an agreed upon universal replacement is decided upon by the Common Council.
2) Any ship operated by a private person may continue to use their City's Ensign flag instead as they have done since time immemorial.
3) All Naval vessels must fly red flags above their sails to denote their position as a military vessel of the Alliance and Association whilst near foreign lands.
III-903 - On the merging of the Association and the Alliance.
1) All governing bodies of the Alliance of the Sheenish peninsula shall be merged with the Associated Free Cities of the Sheenish Peninsula. All relations between each of these bodies shall remain constant.
2) The Association is to be renamed to the Associated Cities of Sheen.
3) This act shall not replace any parts of the Acts of Association 857 and is to be viewed as an ammendment.

Women in the Associated Cities
Women in the Association have full and equal rights as their male counterparts, thanks to the Universal Suffrage Act of 1199 and the case of Marston v The Guilds in 1197 to allow Women to become full members of any Guild they wish, and thus vote for Aldermen and Mayors, which was instigated when Lily Marston, daughter of Lord Mayor Garend Marston, attempted to join the Guild of Saddlers and was refused. There is also little stigma surrounding working women, as long as they are working outside of heavy industries such as shipbuilding, with two thirds of all women of a working age being employed, compared with 90% of men being employed.

Healthcare Act 1208
The following act is laid out as such to provide all workers with health insurance so that they may work at their fullest strength without financial burden.
I - On Health Insurance
1) All Men and Women working within the Association, the Southern Territories and the Protectorate of Hawai'i are entitled to State Health Insurance, and will be entitled to take advantage of the benefits of State Health Insurance for up to one year from when they were last employed.
2) Cost of being registered for health insurance will be decided by the Councillor for Health every four years based on if it is deemed necessary to raise or lower rates.
3) The Cost will be fixed until 1212 YA at 5% of the monthly wage.
4) Any child of a Worker who has registered for State Health Insurance will be covered by State Health Insurance until the age of sixteen years old.
5) Registered workers will be able to have any costs from hospital visits covered through the State Health Insurance Scheme. Visits to Clinics will be covered up to fifty percent of the total cost.
II - On Pensioners
1) All retired workers above the age of sixty within the same regions mentioned above are entitled to a State Pension of 1 Firjenons per month. All collecting a State Pension will be encouraged to move into an Almshouse.
2) All collecting a State Pension will have full State Health Insurance to the same standards as covered above.

Beer Act 1215
This Act is set out to create protections for Sheenish Ales from foreign competition and to help consumers tell whether they are recieving a Sheenish Ale or a Foreign Ale product such as Tholish Ale or Sadaler Beer. The aim of this act is to provide a way for consumers to easily see if the product in question is in fact made within the Association by a registered, legal brewery.
I - Requirements for a Protected Designation of Origin
1) All Sheenish Ales must contain Malt, Water, Hops and Ale barm, with over seventy five percent of the weight of fermentables being malted grains.
2) All Sheenish Ales must be boiled with Hops grown within the Association.
3) All grain used within Sheenish Ales must be Malted, Flaked or Roasted, and must be from either a member state of the Hansa or Continent of Placidia.
4) All Sheenish Ales must be served from a Beer Barrel or Kilderkin via a tap, with or without a Beer Engine, or be bottled for long storage in pint bottles.
II - On providing and protecting the PDO mark.
1) To obtain the Mark, Sheenish Breweries must prove to inspectors from the Guild of Brewers that their products meet the requirements from Section I.
2) Ales which meet these requirements shall have the Coat of Arms of the Association marked onto their barrels or embossed on their glass bottles. Labels may also include the coat of arms along with the text "Product of the Associated Cities".
3) To prevent counterfeiting, the intricacy of the mark shall be made as high as feasible and exacting specifications shall be distributed to inspectors throughout the Hansa. Each barrel will also be given a number code for ease of book keeping surrounding each and every genuine barrel.
4) On the discovery of Counterfeit produce within Sheenish Ports, they will be immediately destroyed with no compensation given for those shipping the counterfeit produce.
