December 12th, 1905 St. Helena, Imperium Divinium
To: Your Excellencies, The Emperor of Wakoku and Grand Chairman Nelson of Dunwik
The news of unhappy relations between your two esteemed nations has reached the ear of Her Ephemeral Majesty, and so the governing body of Divinium. Although we have taken great pains to remain neutral in the affairs of Western nations, we fear this neutrality must be breached in the name of diplomacy. Thus, we implore you, as arbiters of goodwill and in pursuance of peace, to accept arbitration which may resolve this crisis before armed conflict can arise.
We ask that a diplomatic envoy be sent to Iqrinas, Tanysira, for this purpose. It is in the best interest of the international community, and your people, to seek all possible peaceful solutions to this conflict before resorting to violence. We await your response with great diplomatic fervor.
Salve, Councilor Cathal Retorus Councilor of Consuls

Percival Clarke the long-suffering Minister of Foreign Affairs would arrive in good order shortly after the summons were given, with gifts for the Divinian legislators, but none for the Wakoku. He would take a seat, flanked by six guards.
"It is simple. Wakoku claims have claimed Dunwik has no sovereign right to exist, and they have begun numerous wars of aggression within the sphere they have declared as their own. We at Dunwik have regarded these naked hostilities as a declaration of war, and negotiations are, in the view of most of the Cabinet, untenable. Either His Excellency the Emperor of Wakoku will rescind his claims and cease his aggression, or we will regard this existential threat to our business, our nation, our people as what it is: a blatant attempt to destroy our civilization. Must we wait for our foe to be at the gates of Miskatonic before we raise alarm?"

From: Sa Hebiðdräkh af þis Garda, Karl Helgi Drake
Councillor Retorus,
Salvete et bene volt.
Due to the impending threat of military action against our friends, the Dunwikki, we must state our full intention to provide military aid against any aggressors.
It is for the purposes of peace and stability that we do this and as such are inclined to agree to your request. We will appear in that city which you have named and do so with full intent to negotiate, as might be necessary, to achieve an equitable and profitable peace for those favoured by the gods.
If any action is to be taken before the meeting is concluded, such as the military forces of the Land of Wakoku crossing the seventy-fifth longitudinal line, we will commence with full force the making of war and resolve to leave the conference until such a time as victory has been achieved.
We hope that this does not need to be the case.
Yours,
Sa Hebiðdräkh af þis Garda, Karl Helgi Drake

The Emperor of Wakoku
It has rather been an unenviable situation for all parties involved, I am and always was in support of a diplomatic solution and we hope this will provide such, In the following days we will send our own diplomats to negotiate the situation.

Rather publicly and without any attempt at obfuscation, messages recalling the Trade Seas Fleet to their ready-stations around Tanysira for immediate refuelling and resupply for combat operations near Dunwik were sent.

To: Councillor Cathal Retorus
From: Department Head of Foreign Affairs, Yasumi Teiji
Councilor Retorus,
I am writing to inform you of Ryukyu’s presence at the negotiations between Wakoku and Dunwik. We view the incursions and claims on Dunwikki land as a threat to international peace, and a shame upon western peoples.
God willing, we can stop this war from occurring by using more diplomatic methods. Therefore we are sending a number of diplomats to the specified location you have laid out.
Should war break out, Ryukyu is willing to provide what little troops it has, adding an emergency conscription.
With great respect, Department Head of Foreign Affairs, Yasumi Teiji

Councilor Retorus pulled at the hem of his shirt, cursing the Tanysiran heat as the foreign representatives piled around the table. He continued standing for a moment, before walking quickly over to close the door to outside listeners. He took his place back at the table and shuffled his papers a bit, allowing the others to get situated.
“Stupid.” It was a clipped remark, made as he stared at no one in particular. “This entire ordeal is absymally stupid.” He rounded on the representatives of Wakoku, his face flat but his voice dripping with ire.
“Let us look at this statistically. You cannot possibly win this conflict. It’s not an opinion, it is a fact. Your government has acted recklessly, making those territorial claims. We all have territorial ambitions. But to state them so openly was brazen. Look at the Sadalers and Divinians-”, he jammed his thumb at the Sadaler delegation.
“We’ve both had ambitions on the same land. On the very land you are standing on. But we practiced decorum. Our words and our actions were considered carefully. Why bleed when it is not necessary? There is much land yet claimed near your borders that does not fall under the sovereign territory of Dunwik. Go there. Perhaps in the future you will come to blows. But let it not be today.”
Then he turned to the Dunwiki, with equal zeal. “And you lot. I expected something far more clever than an immediate engagement in warfare. Has Miskatonic Madness set in yet again? You could win this conflict, surely. But you’re fools if that is your first choice. The toll it will take on your nation and your economy are not worth it. Play the game instead of knocking the pieces off the table first!”
“If you lot are so desirous for war, then fine. Enjoy your Pyrrhic Victory. And when you both come out weaker for it, the rest of the world will close their jaws around your throats. Then it will not matter which one of you has succeeded. Alternatively, Wakoku can publicly rescind their claims, and keep their lust on Dunwiki territory a private desire. And the world can continue without more unnecessary loss.”

He lit a cigar and took a slight smoke from it, keeping eye contact with Councilor Retorus the entire time. As a Dunwikki, the heat did not bother him at all. A Dunwikki was most at home in Hell, so the saying went. "When Asderordian terrorists murdered your Empress, did you let that action slide, for the betterment of your people? No, there was a call for blood, and you brought down a hammer upon Asderordia, so completely the nation ceased existing," said Clarke, "...should I have sat in your seat and shamed you for your simple bloodlust then, my friend? We Dunwikki do not want this war. But as in Providence, sometimes there are existential threats, that must be responded to with arms. As we always have, we Dunwikki will ensure peace by force if we must. I sit here and I say calmly - these claims must be rescinded, Dunwik is not Wakoku land, we are not the same ethnicity, we are not the same culture. We could be amenable to dividing the archipelago between the two of us, but this is a new government." Clarke smoked for a time, thinking of his next words, considering how to put things elegantly. "It's an unfortunate situation this new Wakoku state has found itself in. Either it must immediately rescind its claims - and face utter humiliation from their own people, quite possibly a revolt... or they must charge forwards and be slain by a host three times their number. If it rescinds these claims, the Grand Chairman may speak at a later date on how we can divide the quadrant between us. It was not us who made these threats. We are reasonable. We will even help fight whatever rebellion arises from such a spectacular loss of face."

His initial anger at the loss of his charge had, in time, turned into a hollow, jaded pit in his stomach. “Need I remind you, Sir, that Divinium attempted all diplomatic solutions before resorting to violence in Asderaordia. Our immediate response was not to rattle a spear. Yes, we believe in retribution. But no one was called to arms before the moment diplomacy became untenable. For a nation so well known for their… elegant solutions, I admit the reaction from Dunwik was substandard.”

If the Wakoku are willing to rescind their initial claims, we will be amenable to dividing the archipelago between us right here. Dunwikki is a sophisticated tongue, one that foreigners have difficulty with."

The Dunwiki were always amusing. “And yet it seems here is your bouquet, my good man! Still I suppose you’re right. It is a good thing a sophisticated language such as yours is isolated to such a small area. Latin is so common by comparison, what with its far reaching grasp around the globe.”
