Minister Lucas and Minister Clarke looked at the map between the two of them, not a word being said. The Grand Chairman himself loomed over it, turning to Clarke.
"You had just made the motion to join the Hansa, correct?" It was not a question so much as a command.
"Yes, Grand Chairman," Clarke said, while Lucas scowled.
"This is war!" He yelled, "utter barbarians! We should've gassed their filthy islands before they unified!"
"No matter," the Grand Chairman said, "we have the Hansa, who are obligated to defend us. Our doctrine has improved substantially. We still have a cadre of veterans on our side - they seem untested by modern war."
Clarke smoked a cigar, looking at the map. "It's a naked war of aggression. Do you think we even needed to join the Hansa?"
"It gives us more influence over the Sadaler. Economically, it lowers tariffs. We only need to alter our shipments for export, but free trade means, as always, we can grow stronger," Nelson said.
"Your own business stood most to gain from that merger, Nelson," Lucas said darkly, "after all, the more ships you build, the more influence you have."
Nelson held up a hand. "Nevertheless, it's time for our declaration."
Clarke paused, "why did we wait this long to join?"
Nelson smiled, "the Nationalists won't be so bothered."
