The Relocation and Expansion Act

The Sovereign Emperor Takeda Ō Akihiro makes, signs, and officiates the following law into legal status.

Reasoning: In order to expand our operations in Kōritochi, it is necessary to acquire foreigners from across the world. It is therefore prudent to take in refugees under hostile conditions, as these persons are desperate for work and stability. Governor Chiji Hisato will be requiring these new workers for his continued settlement and exploitation of the icy wastelands.

Article one: The Office of Immigration will grant refugee status to designated demographics on the basis of war, persecution, or other tragedy.

Article two: Refugees shall be sent to the Western Economic Region rather than Yūhi, and given ample opportunity to find work.

Article three: The legal status of a refugee is identical to that of a legal resident. They shall enjoy the standard freedoms of religion and self-interest.
