The Journey to Tō (Qin) The Sovereign Emperor prepared his touishou and crown for the journey ahead. It is now the appropriate time to travel to the Dragon Empire of Qin to pay tribute to the Dragon Empress. He assembled for himself a small troop of honor guards, who, while dressed in appropriate costume, armor, and swords, wielded rifles rather than polearms. He also prepared some gold, artisanal trinkets and artifacts, and some calligraphy he himself made as a gift of tribute to the Empress.

Arrival to the Royal Court As the Sovereign Emperor arrived at the port, he saw a number of… Sadaler ships? “Well, this ought to be cringy, seeing as ‘Qin’ in Hundisch means woman”, said the Emperor. He turned to his entourage and continued: “Please make sure my scribes bring me no report of Sadaler contact with Tō, I want to avoid the secondhand embarrassment.” “Yes, your majesty”, replied the guards. He made landing at port where he was greeted by the Empress’s ministers, and after a quick chat, they departed for Lóngdefángzi. Upon arrival at the palace, Takeda ran through his checklist once more, making sure he was as presentable as possible. He than took a deep breath, and entered into the royal court.

The empress, upon seeing Emperor Takeda, called out: “Ah, you’re here, please, do come in.”
Takeda walks into the royal court and ultimately kowtows before the empress. He then straightens back up, folds his arms into his touishou and greets: “I give my greetings and respect to the Dragon Empress of Qin.”
She replied: “Hello to you too, little brother. What brings you to my court? You know, besides the customary tribute and your new hanfu (touishou).”
“Well,” he replied, “there are a lot of things I wish to discuss, but first…” he reaches for the box or chest of tribute, “I offer up gold, good steel, silver, calligraphy, and sword technique manga.”
The Empress, obviously pleased, signaled to one of her ministers to store away the tribute. She proceeded to say: “You did well in choosing your tribute, now, the matter of your new hanfu (touishou), I understand that you like the combination of dark and bright colors, so I ordered a new robe to be made along those lines.” She tells a minister to bring it out and hand it to Takeda.
The robe was made of silk, and indeed felt comfortable to the touch. It was mainly black, but had red highlights and Ryukyuan motifs. Takeda bows his head and gives his thanks for the gift, he then hands it to his retinue captain for safekeeping.
“Now then, talk to me, what has been happening in Liuqiu?” asked the Empress.
“Well,” responded Takeda, “ we were contacted by a nation from the Far East called Dipingxian-diguo, or as they say, Sadalun. They also go by Thata Raikh, meaning The Empire or The Nation-State. We have begun trading with them and we have positive relations. In fact, I think they may have sent people here as well.”
The Empress responds: “Very well, I am not someone who turns away a well-meaning people, and it’s interesting to know that there is civilization beyond the great sea. What do these people look like?”
“They are like the Kaarachu, but none of them have dark skin.” Takeda answered. “At least, that is what their officials and citizens look like, Sadalun is a multi-ethnic empire.”
The Empress took a moment to imagine what had been described, and then noticed something interesting: “So, little brother Wutian, your guards are carrying those repeating arquebuses you wrote to me about, correct? Tell me, how good are they? They must be pretty decent considering every past Liuqiu king banned their export.”
“Well yes, ” Takeda nervously explained, “they were very effective during the last war to unify Wa under Liuqiu, but these are actually self-repeating arquebuses, or as they’re more commonly called, semi-automatic rifles. If I may be so bold, your majesty, I wager your forces are severely outdated.”
A number of ministers seem to get offended and start angrily reprimanding Takeda before being signaled to shut up by the Empress.
The Empress sighs, “hmm, I see. Well, it would be a waste to send you back so soon, why don’t you stay a few days? That way we can continue discussing important matters of state.”
Takeda agrees: “I would very much like that, your majesty. Captain Yorisuke, radio the ships, give them the sitrep.”
“Yes sir!”, responded the captain.

After the business with the Sadalers and Magdali was concluded, The Empress of Qin and the Emperor of Ryukyu continued to discuss diplomacy and modernization (after going hunting and playing shōgi and whatnot). It was agreed that the Imperial Army would assist Qin transition to a proper nation-state as peacefully as possible. In addition, some units of HNR and UAN were deployed.
A new alliance was drafted, abandoning the overlord-tributary relationship. This new alliance was dubbed the Han Coprosperity Sphere. Ryukyu was sent free silkworms from Qin and was given special trading rights on certain goods such as jade. In exchange, Ryukyu would be Qin’s outlet to the outside world. There are also a number of construction efforts centered around port compatibility. Furthermore, standardization of protocols, naval flags, and importation laws have been implemented. To avoid upsetting the Sadalers, tariffs still apply.
There is also the military aspect, a large mass of men were given surplus Type-T1’s and trained in their use. This new army, dubbed the “新型军队 (Xīnxíng jūnduì)”, would become the basis for Qin’s modernization. The States of Qin and Ryukyu have a defensive alliance, and although not written, it is likely they’ll help each other offensively. Qin and Ryukyu can also hire mercenary companies from each other.
Road projects are being started, and experts are starting businesses in Qin, some of which are using tactics that may not be in Qin’s best interest. Infrastructure is improving slowly, firstly in the capital and port cities.
