Article I. Article II. The treaties of Sheen of 1902/75↋5/1197; those of Morþal between the Crowns of the Raikh and West-Thosel-Cransconia of 1881, and 1893; the treaties of peace of Duom of 1895; those of peace and of territorial recognition of Saint Helena of 1890; that of the Gankands of 1875; the treaty of the Fellowship of the Ringsea of 1877; that of the marriage of Karrianne Cransnikov to Gulf Ottosunus af hize Dalin en Goþijin of 1818: as well as the treaties between the Crowns of West-Thosel-Cransconia and the Saxon Realm of 1898; serve as a basis and foundation to the peace, and to the present treaty: and for this purpose they are all renewed and confirmed in the best form, as well as all the general, which subsisted between the high contracting parties before the war, as if they were inserted here word for word, so that they are to be exactly observed, for the future, in their whole tenor, and religiously executed on all sides, in all their points, which shall not be derogated from by the present treaty, notwithstanding all that may have been stipulated to the contrary by any of the high contracting parties: and all the said parties declare, that they will not suffer any privilege, favour, or indulgence to subsist, contrary to the treaties above confirmed, except what shall have been agreed and stipulated by the present treaty.

Article III. All the prisoners made, on all sides, as well by land as by sea, and the hostages carried away or given during the war, and to this day, shall be restored where willing, without ransom, six weeks, at least, to be computed from the day of the exchange of the ratification of the present treaty. And all the ships of war and merchant vessels which shall have been taken since the expiration of the terms agreed upon for the cessation of hostilities by sea shall likewise be restored, bon fide, with all their crews (save where the crews are enslaved or pressed against their wills): and the execution of this article shall be proceeded upon immediately after the exchange of the ratifications of this treaty.

Article IV. The decision of the prizes made in time of peace by the subjects of the Raikh, on the Tholes, shall be referred to the Lahgarden of the Raikh af hize Dalin, conformably to the rules established among all nations, so that the validity of the said prizes, between the Hundisch and Tholish nations, shall be decided and judged, according to the law of nations, and according to treaties, in the Lahgarden of the nation who shall have made the capture.

Article V: His most Christian Majesty shall renounce all pretensions which he has heretofore formed or might have formed the islands of Gothlond and Lowenlond and the associated islands of the Vulcan Island, Cimbria Island, Árainn Island to his Holy Majesty.

Article VI: His most Christian Majesty renounces all pretensions which he has heretofore formed or might have formed to the area known as Heel which is part of the Viceroyalty General of Heel up to the Broken Back Mountains to his Holy Majesty.

Article VII: His most Christian Majesty renounces all pretensions which he has heretofore formed or might have formed to the areas in map I around the towns of [Enter Name] and [Enter Name] and to the [Enter Name] to his Most Serene Majesty.

That his Christian Majesty shall disarm completely by land, sea or air the area marked as Zone B on the map IV to his Holy Majesty only allowing such forces as required for maintaining the civil order. The city of [Enter Name] and its environs marked as Zone C will be occupied by His Holy Majesty for five years. In return for this, his Holy Majesty will repair the Port of [Enter Name] and connect it to the city of [Enter Name] with a double track railway, both repairs and railway to be handed over in good order.

Article XIV: His Holy Majesty will impose no tax on subjects of the Kingdom of West-Thosel-Cransconia, tariff on the export to the Kingdom of West-Thosel-Cransconia, or tariff on the import of goods from the Kingdom of West-Thosel-Cransconia within Zone A and Zone C for as long as they are in his Holy Majesty's possession.

Article XV: His Holy Majesty further agrees, that the Tholish inhabitants, or others who had been subjects of the Christian King in the said countries to be ceded, may retire, with all safety and freedom, wherever they think proper; and may sell their estates, provided it be to his Holy Majesty's subjects, and bring away their effects, as well as their persons without being restrained in their emigration, under any pretence whatsoever, except that of debts, or of criminal prosecutions: the term limited for this emigration being fixed to the space of eighteen months, to be computed from the day of the exchange of the ratifications of the present treaty. It is moreover stipulated, that his Christian Majesty shall have power to cause all the effects that may belong to him, to be brought away, whether it be artillery or other things.

Article XVI: All the countries and territories, which may have been conquered, in whatsoever part of the world, by the arms of their Holy and Most Serene Majesties, as well as by those of the Christian Majesty, which are not included in the present treaty, either under the title of cessions, or under the title of restitutions, shall be restored without difficulty, and without requiring any compensations.

Article XVII: Their sacred Holy, Christian, and Most Serene Majesties, promise to observe sincerely and bon fide, all the articles contained and settled in the present treaty; and they will not suffer the same to be infringed, directly or indirectly, by their respective subjects; and the said high contracting parties, generally and reciprocally, guaranty to each other all the stipulations of the present treaty.

Article XVIII: The solemn ratifications of the present treaty, expedited in good and due form, shall be exchanged in this city of Blairhaim, between the high contracting parties, in the space of a month, or sooner if possible, to be computed from the day of the signature of the present treaty.

Content of Act:

By virtue of the authority vested in us by the Ottoling Code and the statutes of þis Raikh af hize Dalin, we hereby order as follows:

1. One twentieth of all revenue taken in by telecommunications companies is to be given to the Swersgesat.

2. All businesses owned by native-born subjects of the Raikh and registered after the Third of Falgmenoðs, 7688, are to receive a telecommunications payment waiver.

3. No company providing telecommunication services may slow, hinder, nor in anyway stop access to businesses owned by subjects of the Raikh without proof of illicit activities or approval from the Lahgarden.

4. No company providing telecommunication services may attempt to levy fees nor collect payments for services rendered to businesses which have received a telecommunications payment waiver.

5. No company providing telecommunication services may refuse to provide services to businesses which have received a telecommunications payment waiver and are in good standing with the law.

6. All costs associated with granting access to communications networks, such as installation of cables, routers, and lines, is to be borne by the Swersgesat.

The Constitution of the Lauria

Regarding the King

1. The King is to be granted the ability to veto any bill he sees fit, but his veto may be overturned by a three-fifths vote in the People's Assembly.

2. The King is to be granted the right to appoint Ministers as he sees fit but must have each appointment confirmed through a confidence vote within the People's Assembly. Should an impasse occur and a position remain vacant for a period of sixty days, the People's Assembly may choose to nominate candidates which it finds acceptable for the King to appoint.

3. The King is only to have the power to issue decrees in the event that the People's Assembly has passed an enabling act. Should such an act be passed, every decree is to be subject to review by both the High Court and the People's Assembly and may be blocked if the High Court and two-thirds of the People's Assembly concur.

4. The King is to serve for a period of two years and must at the end of the two years seek a confidence vote from the People's Assembly. Should he receive a simple majority of the vote, he may continue his reign for another two years. In the event that he fails to achieve a simple majority, a royal election is to be held for the position.

5. The King is to be a member of the established nobility of the country and must be both a citizen and resident within the country and have passed the age of majority. Should no such person be available, the People's Assembly may invite a foreign monarch to rule.

6. In the event that the King has acted dishonestly or against the interests of the country, a two-thirds vote may be held by the People's Assembly in order to impeach the King, after which he may be removed from office and a new one elected by the People's Assembly should the impeachment have taken place within two years of the previous election or by the citizenry should the previous election have been more than two years prior.

7. The King is to be allowed to keep seventeen-thousand six-hundred and thirty-eight men-at-arms and a woman in his employ for the purposes of law enforcement and protection of his person and his government against unlawful harm and dispossession.

Regarding the High Court

1. The High Court and its Law-Lords are to no longer have immunity from prosecution and may be impeached by the People's Assembly with a two-thirds majority.

2. The matter of the constitution and its alteration is to no longer fall within the purview of the High Courts, but is to be the sole domain of the People's Assembly.

3. The High Court is to retain original jurisdiction but the Law-Lords are to be stripped of it and are to retain only appellate jurisdiction.

4. The Law-Lords are to be appointed according to the house-laws of the traditional dukes and are to be replaced according to their laws of succession. Should a line die out, only then may the remaining Law-Lords choose to elevate a new house to the position.

Regarding the People's Assembly

1. All parties seeking entry into the People's Assembly must achieve a three percent share of the total vote in order to take their seats.

2. At the start of every year, all enrolled citizens are to be assigned an electorate by the random drawing of lots and each electorate is to be for a single seat within the People's Assembly. Each seat is to represent exactly a hundred and twenty-thousand citizens except for the last one, which may contain less than the required amount. Should there be insufficient seats in the People's Assembly to represent each electorate, new ones are to be made immediately.

3. A general election is to be held for the make-up of the People's Assembly once every five years and each seat is to seek a confidence vote from its electorate once every six years from the previous vote or election.

4. Should the three-fourths of the electorate for a seat feel dissatisfaction or its holder fall into disrepute, the electorate may hold an election for the seat.

5. The People's Assembly is to elect from its number a Minister-President to act as the head of the cabinet and the leader of the Ministers.

6. Should the Minister-President be unable to form a government or should three-fourths of the People's Assembly move to have him removed, a general election is to be held unless a replacement can be found within fifteen days. Should no replacement be found and the general election fail to result in a government forming, the King is to be granted emergency powers to run the government until such a time as the People's Assembly is capable of exercising its authority once more.

7. The People's Assembly is to have the authority to pass constitutional amendments on its own with a four-fifths majority. Should the People's Assembly wish to make such amendments otherwise, it must achieve both a two-thirds majority and concurrence with the High Court.

8. The People's Assembly may only pass legislation on its own with a two-thirds majority. Should only a simple majority exist, the legislation is to be subject to approval by either the High Court or the King.

9. All legislation passed by the People's Assembly may only enter law with the approval of the Minister-President.

Regarding the Ottoling Code

1. The Ottoling Code is to retain its constitutional power but as a constituent part of this document and may be amended.

Regarding War

1. The government shall in no way pass legislation which is enabling nor approving nor funding a military force at sea, on land, in the air, or within another realm of combat yet hitherto undiscovered.

2. Subjects are to be allowed to form armed militias in the event of an invasion by a foreign power, but they are not to be beholden to the government and are to be disbanded at once should peace be established.

3. No armed force from the country is to be allowed to pass into foreign lands nor are subjects to be allowed to participate in wars abroad. Those found guilty of going abroad to war are to be banished.

4. The government renounces the right to declare war and is to remain neutral in all foreign conflicts unless it should find that the country has been invaded, after which, it is to take all measures necessary as to achieve a resolution to the invasion and restore the country's territorial integrity.

Regarding the Earldoms

1. Each earldom is to have at its utmost discretion the right to organise itself through its own means and methods into any form which its people deem satisfactory.

2. All things concerning property, law, taxation, governance, and trade are to be the exclusive purview of the earldoms so long as they are contained within themselves and do not involve other earldoms or foreign governments.

3. In the event that a crime should occur that overlaps between two earldoms, a cross-early judiciary may be formed with the consent of both earldoms. Should a dispute arise and no such thing can form, the High Court may be asked to take charge.

4. The responsibility for law enforcement is to fall upon the earldoms in its entirety, with no funding nor oversight from the royal government being permitted.

Statement:

The objectives of this Act are manifold and diverse, but we feel that the following reasons stand foremost:

- Enhancing the safety and security of the public and property in new constructions by deterring and preventing crime and anti-social behaviour and assisting law enforcement agencies.

- Promoting the development of compact and mixed-use urban areas by regulating the height of residential buildings and encouraging diversity and density of housing options.

- Reducing the environmental impact and resource consumption of urban areas by optimising the use of land and space and improving the performance and efficiency of new constructions

- Enhancing the social and economic vitality of urban areas by creating attractive, livable, and sustainable urban environments

Content of Act:

By virtue of the authority vested in us by the Ottoling Code and the statutes of þis Raikh af hize Dalin, we hereby order as follows:

Section I:

1. As used in this section of the Act, the following definitions are provided: Camera means a device that captures or records images, whether or not it also captures or records sound; closed-circuit television means closed-circuit television, which is a system of cameras that transmit images to a monitor or a recorder; new construction means any building or structure that is constructed or substantially renovated after the commencement of this Act; public interior space means any part of a new construction that is accessible to or used by the public, such as lobbies, hallways, staircases, elevators, parking lots, restrooms, baths, and so on; total coverage means that every part of the exterior and public interior space of a new construction is within the field of view of at least one camera.

2. The owner or developer of a new construction must ensure that close-circuit television (C.C.T.V.) and cameras are installed in the new construction in accordance with this Act and any regulations made under this Act.

3. The owner or developer must ensure that the C.C.T.V. and cameras are installed before the new construction is occupied or used for any purpose.

4. The owner or developer must ensure that the C.C.T.V. and cameras are maintained and operated in good working order at all times.

5. A person who contravenes this section commits an offence and is liable to a penalty not below the amount of ten (10) Þaler.

6. The C.C.T.V. and cameras installed in a new construction must comply with any standards prescribed by the regulations.

7. Without limiting the authority of future regulations, the standards may prescribe: The minimum number, type, quality, and resolution of cameras; the minimum storage capacity and retention period of recorded images; the minimum lighting and visibility conditions for capturing clear images; the minimum security measures for protecting the cameras and recorded images from tampering, theft or unauthorised access.

8. The owner or developer of a new construction must ensure that access to recorded images from C.C.T.V. and cameras is restricted to authorised persons only and must in no way hinder access to these recordings by members of the F.V.R.

9. Authorised persons include: The owner or developer of the new construction or their authorised agents; law enforcement officers acting in accordance with their lawful duties; any other person authorised by law or by a court order.

↊. The owner or developer must keep a record of every access to recorded images, including: The date and time of access; the name and position of the person accessing the images; the purpose and duration of access; any copies made or transferred.

↋. The owner or developer must provide access to recorded images to law enforcement officers upon request, subject to any conditions imposed by law or by a court order.

10. The owner or developer must comply with any requests from individuals to access recorded images of themselves in accordance with their privacy rights under any applicable laws.

11. A person who accesses, uses, discloses or interferes with recorded images in contravention of this Act commits an offence and is liable to a penalty not below the amount of thirty (30) Þaler.

12. The owner or developer of a new construction must ensure that all exterior areas of the building and all public interior spaces are fully viewable by C.C.T.V. and cameras, such that there are no blind spots or gaps in the coverage.

Section II:

1. As used in this section of the Act, the following definitions are provided: Building height means the vertical distance from the average level of the ground at the base of a building to the highest point of the building, excluding any minor projections such as chimneys, antennas, flagpoles, and so on; residential building means any building or structure that is used or intended to be used for human habitation, such as apartments, condominiums, townhouses, dormitories, and so on; urban area means any area that has a population of at least twenty-thousand (20.000) inhabitants in contiguous dense grid cells (>1.560 inhabitants per mi2.); minimum height means the minimum height of a residential building prescribed by the regulations for a specific type or use of urban area; maximum height means the maximum height of a residential building prescribed by the regulations for a specific type or use of urban area; unit means the smallest property subdivision legally allowed within the building.

2. The owner or developer of a residential building in an urban area must ensure that the residential building complies with the minimum and maximum height requirements in accordance with this Act and any regulations made under this Act.

3. The owner or developer must ensure that the residential building is designed and built in a way that optimises the use of land and space.

4. The owner or developer must ensure that the residential building is compatible and integrated with the surrounding urban context and infrastructure.

5. A person who contravenes this section commits an offence and is liable to a penalty not below thirty-five (35) Þaler.

6. The minimum and maximum height standards for residential buildings in urban areas are as follows: The minimum height of a residential building must be at thirty-three (33) feet or three (3) storeys, whichever is greater; the maximum height of a residential building must not exceed sixty-six (66) feet or six (6) storeys, whichever is lesser; the Minister of Manpower may prescribe different minimum and maximum heights for specific types or uses of residential buildings by regulation.

7. Special exemptions may be given allowing for residential buildings to reach a maximum height of ninety-nine (99) feet or nine (9) storeys, whichever is lesser, should the first two storeys be given over to commercial uses.

8. Every unit contained within a residential building must comply with the following criteria: The unit must have at least one habitable room of at least a hundred and twenty (120) square feet, and other habitable rooms should be at least seventy (70) square feet; the unit should have no significant danger from environmental hazards such as lead, asbestos, mould, or other substances proscribed by governmental regulation; the unit must have functioning electrical, plumbing, sanitary, central heating, ventilating, and lighting systems; the unit must follow basic accessibility standards, such as providing step-free access, making doorways and hallways easier to use for people with reduced mobility, providing hand-rails in the bathroom and toilet, both visual and aural evacuation and fire alarms, and allowing for future adaptations as mandated by government regulation; the unit must have a roof that keeps out rain and snow, sturdy floors and walls, sufficient hot water, reliable heat, and reasonable protection from criminal intrusion.

9. Exceptions may be allowed regarding plumbing and sanitary system requirements should units be provided with access to sufficient and free communal toilets and bathrooms within the building or an adjoining structure, so long as these comply fully with military guidelines regarding accessibility for the disabled; such facilities must have regular and segregated times for males and females or otherwise be fully dedicated to one sex, on the condition that separate and equal accommodations are provided for the other sex within the same building or the building has an official policy barring said sex from residence.

↊. The base occupancy limit for any unit within a residential building shall be two (2) adult persons per room with a minimum floor area of one hundred and twenty (120) square feet: For each additional fifty (50) square feet of floor area in the unit, the occupancy limit shall be increased by one (1) adult person.

↋. For the purpose of this section, a child under the age of fourteen (14) years shall be counted as half (0,5) an adult person; any fractional number resulting from the calculation of the occupancy limit shall be rounded down to the nearest whole number.

10. A habitable space is a space in a building or structure that is or can be used for living, sleeping, eating, or cooking; habitable space does not include bathrooms, toilet rooms, closets, halls, storage or utility spaces, or other areas of a specialised nature that are not occupied frequently or for extended periods.

11. As used in this Act, the term 'Raikh' shall be construed to include the Territories and possessions of þis Raikh af hize Dalin, including Hweituzdas.
