Call to Service The Sovereign Emperor wants to expand the economy, therefore, he needs more resources. His main goals are to become naturally valuable to deter bellicosity within and without. The destination has been set: the western continent. The following herald was published in papers and posted on walls and boards: “Dear Citizens of our great nation, I am announcing that I would like YOUR help in our nation’s great endeavors. What I am offering is an adventure into the unknown, a quest for glory, and a lucrative business opportunity. I need men of strength, determination, and ingenuity. Apply early for a recruitment bonus of 100,000 Jin. (Fine print section): Preferred areas of expertise: construction, mining, quarrying, soldiering, policing, administration, navigation, maritime navigation, and intellectual studies. The government or parts of government are not liable for harm or death incurred. All laws apply.”

The Brave Souls That Dared About 5,000 men enlisted, there were approximately 4,000 Ryukyuans, 500 Japanese, and 500 Kawans. The one chosen to lead them was a Ryukyuan man named Homura Chiji Hisato, he was granted the title of Governor of the Western Economic Region. To protect the new colony and her people, 500 of the strongest men were given basic military training. Not surprisingly, the people chosen were mostly Kawans. They were equipped with the Type-T1A rifle, although some were given the experimental Type-T3 to test it for cold weather reliability. To save on weight and supplies, they were to use machetes instead of guntō as their sidearm. This new force was officially dubbed the “西部防衛民兵 / Seibu Bōei Minpei”, or “Western Defense Militia”. However, the men colloquially referred to themselves as “Las Avispas Negras”, or “The Black Wasps”. The plan for the settlement was as follows: 1. Build a supply port 2. Build housing 3. Build defenses 4. Find resources 5. Exploit resources 6. Encourage more settlementation 7. Profit

Odyssey, Contact, and Foundations The ships that were to sail to Kōritochi were docked in a port in Lower Honshu. The men loaded onto the ship, some nervous, others excited. The journey itself wasn’t particularly eventful, and everyone managed to arrive safely at the shores of Kōritochi. Thus began the process of claiming the new lands. First, the National Colors were planted into the ground, confirming the claim. Then, half of the Western Defense Militia and some intellectuals were dispatched to scout the general area. The reason why intellectuals were included in the scouting parties is because there’s a small chance that anyone they encounter could speak known languages such as Buryatan or Qinish. In one of these scouting parties, some of the men were having a conversation in Kawan. (English translation provided except for slang.) “Hey, acere, were you seasick on the trip here?”, asked one of the men to his friend. “Don’t worry about me, compadre. Focus on your surroundings, if there’s any Buryats or some other tribespeople, we’ll all get killed.”, warned the friend. “Whatever, you just don’t want to admit it.”, replied the first man. The friend replied: “Don’t be an idiot” The Captain yelled in Yaeyama: “MEN SPOTTED AHEAD, SCATTER!” The unit ran into a treeline for concealment, upon a closer look, they could identify several men, women, and children along with their herd of reindeer. The reindeer herders seemed to be weakly armed, only having some spears and bows which were stored away on a sled. Therefore, two men were sent, one who knew Buryatan, and one who knew Qinish. Along with them came 4 militiamen as guards. It turned out that the elder of that tribe did actually know Buryatan, and thus talks commenced. The herders weren’t particularly bothered about the settlement, as it didn’t interfere with their animals’ grazing. In addition, a deal was struck. In exchange for information on the whereabouts of dangerous and bellicose tribes, the herders would be allowed to trade at the settlement once it was built. Upon returning, the scouting party found the rest of the Militia and workers constructing the first structures. The priority buildings were the port and some great halls. The port was necessary to make it easier to transport goods from the ships without needing to use the landing boats, thus making resupply a realistic possibility. The great halls were necessary to provide communal living quarters and storage space before more structures could be built. After the great halls are no longer needed, they'll be converted to warehouses, armories, hospitals, and administration buildings. The scouts made their report to the Governor, who was busy with construction. He congratulated them on their successful mission and assigned them to do work. The tribe of reindeer herders was dubbed the Sapumijin in imitation of their pronunciation of their demonym.

The First Defense As Homura Chiji Hisato oversaw the completion of the last great hall, he wiped his brow and walked over to a group of idling workers. “Your next assignment, gentlemen, is to set up the inner palisade, get some militiamen to help you.” ordered the governor. “Yes sir”, responded the men. With the port completed, more supplies could come through. For example, the Type-M1 machines guns and tripods for the inner palisade. In addition, there was experimentation with bringing horses, specifically Northern horses which knew and tolerated the cold. Since the palisade was a simple thing to build, it was completed in a matter of weeks. With the Type-M1s mounted, there was now proper defense. As the militiamen assigned to guard duty were at their new posts, they spotted someone approaching with their hand raised riding a reindeer. The guards hailed him to come inside. As the man was greeted by the guards, he explained that a Buryatan raiding party was approaching the settlement. The matter was reported to the governor at once, who put the Western Defense Militia on combat alert. Everyone was ordered to hide in the great halls while the militia could mobilize to the palisade. It took mere seconds for all the available rifles to be evacuated from their racks and put into the hands of the men. As the M1s were being loaded, a distant sound was heard. Was it the wind? Perhaps a disastrous thunder? No, it was the Kargyraa of Buryat raiding party, and it was approaching fast. When the first horseman appeared from the forested hill, a shot rang out, striking him. Soon after, the air was filled with the symphony of sygyt and the cacophony of fire. The Type-T1As worked flawlessly, but the T3s and M1s experienced several failures. Ultimately, two men were struck by the enemy’s arrows but were treated by the surgeon and pharmacist. The battle was tense and exciting, with a few close calls. However, in the end, the Buryats were routed and the settlement was saved from annihilation. Of course, the report was sent back to the government, and the Department of Supply got a handful of complaints.

Final Progress and Resource Exploitation Many months had passed since the Buryat attack, and during that time, there was relative peace. The outer palisade was finished and many buildings were being made in the outer district. The trader’s shop was finished, and thus, the Sapumijin could freely enter and do business with the Ryukyuans. This meant a steady supply of meat, milk, pelts, and antlers. Besides the trader’s shop, a number of residential houses were completed, thus allowing the great halls to be repurposed to more specialized functions. Although there was still work to be done, the governor felt it reasonable to begin the gathering of resources. Teams of geologists were sent out, they found a coal vein, a diamond deposit, and an oil well. It wasn’t totally understood what oil could be used for, but they assumed it could be useful so a simple pump was fashioned and the oil put in some steel drums. It was later deduced that oil could be flammable, so it was stored more carefully. In addition, the preparations for the exploitation of these resources, namely mineshafts and outposts, were constructed. About 1,000 laborers were relocated to their respective posts and put to work. Now that the Western Economic Region was operational, it was exchanging raw resources for supplies, equipment, and refined products. Furthermore, free travel was permitted, which would mean the influx of capitalists, workers’ families, and sundry other types. Furthermore, the Type-T3 and M1 have undergone modifications to increase cold temperature reliability.

Sadaler Investment Due to the agreement between The United Ryukyu Empire of Yūhi and The Empire of Sadalen, there were some developments in the Western Economic Region. The extraction and refinement of crude oil was expanded and made efficient, this led to hurried construction of infrastructure in the colony. As more laborers and businessmen moved in, the potential risk of Buryat raids rose. The governor, therefore, requested the evacuation of the Western Defense Militia and the intervention of the Imperial Army. The Department of War granted the request, sending the 5th division to the WER. A military base was established in Kōritochi, so that any raids by nomadic tribesmen could be easily repelled. When the WDM returned to the archipelago, high command noted their bizarre characteristics. They were much more enduring than the regular infantryman, they were better at shooting fast-moving targets, they were experienced in unconventional and asymmetric warfare, and had higher than normal morale. Some of these skills may not be entirely useful all the time, but what about special circumstances? As for the economic output of the colony, it increased exponentially, allowing the Sadalers to claim their fair returns.
