By the Year of our Association 1197, it was clear to those in charge of the Sheenish Motor Industry that they were in a difficult spot. The Nation's restrictive speed limit of 20 mph in the country and 10 in the towns and cities was a problem for competing with other nations around the world, with only the Southern Territories providing some respite with there being no speed limits enforced, though it was expensive to send cars there to do tests, and dangerous too given the lack of development in the territories for the most part. It was thus decided that a dedicated racing and testing circuit would be necessary, seeing as closing roads was not an option. Thus Mr Henley and Mr Lansdown both contracted the work to an Architect and famed racer, Lieutenant Major Thaurp "Cyclone" Tilke, who created the following design for the new Racing Facility layout: The Circuit was designed to be 4.12 km (2.56 miles) long, run in a clockwise direction, and was lined with haybale barriers. The banked turn was named "The Carousel" thanks to it's long, continuous nature. The Circuit was opened by the Mayor of Bentall on 32/5/1197 and an exhibition race was held to a crowd of 10 thousand spectators with the Lansdown cars hitting 100 mph.
