"Our critical strait of Dragkona and our vital trading shipping lane along with our older and currently updating fleets may need an breather from this treaty as the means to enhance our naval defensive and trading guarding power, as well to prepare for the Drusskian colonial plans for expansion and economic openings to the people and industrial opportunity and growth, along with the needs to fully control the other side of the Strait of Dragkona to ensure our sovereignty and protection." - Costin Drake

An until now unspoken man sitting in the corner observing the proceedings stands and begins to speak I agree with the current tonnage numbers but the guns allowed must be considered as there are varying designs from many large guns with few smaller guns to small numbers of large guns with a massive number of smaller guns these variations are due to national preference and need thus a restriction on a specific ratio should not be implemented just a restriction of caliber to say 12" for main guns, 8" for secondary guns and less then 2" for tertiary guns. maybe also limiting the caliber of torpedoes to 21" and Not allowing any submarines to be constructed with all current ones to be scraped to help prevent possible merchant raiding.

The Purpose of Light cruisers is to project national power over large distances and convoy protection and we could just not trade with people who participate in piracy Also I am not saying we can't look into submarine development but just not fitting them with weapons and commissioning them into militaries

Lady Iris thought before speaking again. She was a little puzzled by the fact that the other representatives scrapped the idea of an overall gun limit, but at the same time, a singular word popped into her head, 'Loophole'. She thought more, and realized that the other nations may have just played themselves. She was tempted to put on a devilish grin but she stopped herself, as to not leak her thoughts to the others.
"On behalf of my mother and my nation, I shall accept the current proposals. As for submarines, I do agree that submarines shall not be used for military purposes, to which we can redecide on at a second conference." she said, sitting back down after finishing.

Sensing that the representatives were ready, the representative of the Raikh turned to his own people and told them to start drafting up the initial form of the treaty. Not wanting to waste time and possibly allow the others to reconsider things and drag the negotiations into oblivion, Horn got up and spoke:
'Whilst the exact wording of the treaty may be decided at a later date, I would like to ask that we all agree to the terms that have thus far been agreed to and sign an agreement committing ourselves to these terms'
Obviously, the signature of Fluttflads Horn was already emblazoned on the bottom of the paper, with plenty of space for the rest to sign.

Seeing as the treaty will help protect our nation from the threat of war, there has been unanimous approval of ratifying this treaty by all councilors of the Association and her Mayors and Aldermen. I, The Lord Mayor of The City of Sheen, agree to these proposals for our Naval forces, and sign on behalf of all in the Association.

“Very well then. In the name of Her Ephemeral Majesty Catherine von Marcum, Holy Empress of the Imperium Divinium and Suzerain of the Petrine Dominions, I agree to the terms of this treaty.” With that, Coltain signed his name in small letters at the bottom of the document. “Now if you’ll excuse us, our Empress has need of her fleet.”

"On behalf of my mother, Duchess Audrina Marenson IV and the Duchies of Maren, Alycia and Eylsia, I, Lady Iris Marenson VII agree to and will sign this naval treaty." Lady Iris said, moving to sign the treaty, placing her name where space provided.

From the desk of His Majesty Magdal Afonsus Henriques de Roque V Penha Palace, Magalhães, United Kingdom of Magdalenum
To: The High King of Sadalen
Our most sincere apologies for not having sent an earlier reply. Circumstances within our borders have bogged down the vast majority of bureaucratic procedures, and for reasons unknown to my secretaries, this letter has only reached my hands recently. Thus, a flotilla of the Royal Navy is departing from the harbors in Angra as I write, bringing with it our most distinguished Admiral, and one of my representatives to sign the treaty.
We hope this treaty can stave off the hawks of war, and we have only the best intentions in mind with the positions we take. On that note, I would like to stress that we will comply to whatever conclusions this treaty has arrived to, as a show of good faith. but if any of the attending nations does not comply to the terms of the treaty in the future, we will be the first to abandon the standards set.
Regards,
