As we have no doubt you're aware, this Guild Merge means that legally, our Merchant vessels that are federated in the Order have unlimited access to your trade ports. We hope this meets you well.
We agree that a meeting between our parties would be most useful in clarifying any ambiguities with regards to the current immigration and taxation regimes at play. With the guild memberships, goods being brought into the Raikh would be able to be housed in stores owned by the relevant guild and those outlanders seeking entry to the Raikh would have valid reasons to enter, but it should be noted that membership in a guild does not entitle one to reside in nor enter into the Raikh.
Likewise, all existing laws and regulations regarding quality, taxation, and handling of goods are still in effect. Any who believe that their memberships in a guild somehow bring about laxer regime must be disabused of such notions. Until such a time as an immigration treaty has been signed, we will naturally require those unable to gain access to the Raikh proper to conduct their business within the foreign quarters of staple ports. Those who are granted leave to enter shall naturally be required to follow all medical procedures and quarantine measures.
With regards to the canal project, we are quite open to discussing cooperation and mutual aid for such endeavours, with an understanding that such things are to benefit our party and yours, rather than simply one or the other. We feel that the best means of bringing these disparate topics into an accord would be through the regularisation of relations and the possible exchange of embassies.
We hope that all of these matters might be quickly and satisfactorily resolved.
