Mother, Daughter, Seamstress, Spy
This had naturally forced them to engage in less standard practices and now a small army of women were being paid to report back activity and a few were even being tasked with long term infiltration of revolutionary and criminal circles. While somewhat distasteful, it had been effective, and reports started coming back in despite the heightened caution on display. This had led to a disturbing realisation though, women are a threat.
'Right, we are here to-day to discuss the situation with regards to female infiltration and seductresses. Those not present have been deemed to be possibly compromised, nothing said here is to be passed on, understood?'
A round of silence.
'Good, we are going to be implementing new security measures. The first of which is a bit odd, but all unmarried officers are being presented with lists of candidates. We are going to be restricting recruitment to those with strong and well established ties firmly within the Raikh now, though for exceptional cases, we are allowing for those ties to be formed. If a target is a must have, we can look into kidnapping some hostages.'
A man raised his hand.
'Yes, what is your question?'
'Sir, were all the men not present married to foreigners?'
'Good observation, yes and no. Most of them were from the colonies and as such had spouses of a lower caste, but a few were married to or seeing women without any traceable history. We are setting up surveillance of those individuals now, in case we might have caught some fish.'
The man lowered his hand and grimaced at that response.
'Now, beyond just the familial requirements, I have gotten approval from the Hebiðdräkh to set aside some funding for a new long-term programme. While the profile we are going to be working off of is not complete yet, we are going to start surveilling any women who receive money from suspicious or unknown sources as well as women living on their own or independently of family and those without husbands. The focus is going to be on those in office positions, such as secretaries, but also data analysts, computers, and so on. A special communication security force is going to be set up to deal with the telephony and telegraphs. If we find women with too much income, mysterious benefactors, or who disappear from time to time, we are going to firstly try to find out if they have handlers and then secondly bring them in for interrogation. Any questions?'
A few hands went up.
'All right, starting from the closest.'
'Not a question, but we're going to need new holding facilities for this. We've said it already, but our current sites are starting to have issues and we can not keep women in the usual gaols.'
'We are working on soundproofing and fixing up some old slaughterhouses near the docks. We need to just make do with that until next year, as there's just not enough funding left to build a more secure prison complex yet. We do have a site picked out though.'
A few hands went down, but others remained.
'You, go on.'
'Are we going to snatch them using the regulars? The paper trail would be an issue, and I doubt most of them are going to be too happy about this work.'
'We have already talked to the Kunosmen, they are going to be handing duties over to the regulars to free men up for snatch squads. No paper trails. If we snatch a girl, she does not exist and never did. If it turns out she is innocent, we can turn her loose in the colonies if she is unimportant or just release her here if she is important. We are going to make sure that none of them know who we are if possible, better they think we are kidnappers and slavers unless otherwise necessary.'
The man seemed happy with that. Only one hand remained.
'What's the torture profile looking like and how're we disposing of bodies?'
'Psychological only and sleep deprivation only without evidence, though once we have it you are allowed to do whatever you like so long as you are not given directives by the prisoner's handler. For bodies, we think we can use them to intimidate targets. We might butcher them a bit and dump them in certain neighbourhoods or use them to frame targets, so try to keep them in cold storage unless told otherwise.'
With that done, the meeting moved on to other items on the agenda.
